This brief is about suicide rates and trends among female and male veterans. In policy and practice, veterans who have thoughts about suicide should contact services such as suicide hotlines, medical providers should assess veterans for suicidal risk, and the VHA should continue its impactful suicide prevention program. Suggestions for future research include studies to understand the trend of firearm suicides among female veterans and a study to provide more generalizable results.

In policy and practice, physicians should provide information to veterans about organizations and initiatives for assistance, and veterans' organizations should address socioeconomic needs, mental healthcare needs, and alcohol and substance use among the veteran population; policymakers should provide healthcare services for veterans to ensure that they receive mental healthcare when they need it. A Framework For Measurement Error In Self-Reported Health Conditions, Ling Li, Perry Singleton

This study develops and estimates a model of measurement error in self-reported health conditions. The model allows self-reports of a health condition to differ from a contemporaneous medical examination, prior medical records, or both. The model is estimated using a two-sample strategy, which combines survey data linked medical examination results and survey data linked to prior medical records. The study finds substantial inconsistencies between self-reported health, the medical record, and prior medical records. The study proposes alternative estimators for the prevalence of diagnosed and undiagnosed conditions and estimates the bias that arises when using self-reported health conditions as explanatory variables.

So Many Hospitals, So Little Information: How Hospital Value Based Purchasing Is A Game Of Chance, Andrew I. Friedson, William C. Horrace, Allison F. Marier

As part of the Patient Protection and Affordable Care Act, participating Medicare hospitals have part of their Medicare reimbursements withheld and then redistributed based on quality performance. The Hospital Value Based Purchasing reimbursement plan relies partly on ordinal rankings of hospitals to determine how money is distributed. We analyze the quality metric distributions used for payment and show that there is not enough information to reliably differentiate hospitals from one another near the payment cutoffs; and conclude that a large part of the payment formula is driven by sampling variability rather than true quality information. Alternative reimbursement plans are developed.

This study examines the association between entrepreneurship and military service in a combat unit, and leadership positions for Israeli veterans enrolled in a Master of Business Administration (MBA) degree program. In practice, veterans venturing into entrepreneurship should consider applying the many social skills they attained during their military service. In addition, career advisors should discuss with servicemembers and veterans how their social skills can be applied outside the military. In policy, many of the policy implications can be applied to American veterans, and TAP might offer programs and tools that teach servicemembers interviewing skills, such as maximizing social media platforms. …

This study suggests that policies protecting transgender individuals from employment discrimination are associated with better mental health, as it found that transgender individuals represent one of the most marginalized populations in both civilian and military communities. In practice, employers should continue encouraging a safe and welcoming environment for all employees, including individuals who identify as transgender, and medical providers serving transgender veterans should consider evaluating their patients’ mental health. In policy, policymakers might continue efforts to reduce discrimination based on sexual orientation and gender identity and might consider introducing bills to protect LGBTQ+ persons. The Dynamic Effect Of Disability On Marriage: Evidence From The Social Security Disability Insurance Program, Ling Li, Perry Singleton

This study examines the dynamic effect of disability on marriage. Data on disability and marriage come from the New Beneficiary Survey, designed to characterize new beneficiaries of the Social Security Disability Insurance Program. Using an event-study model, the study finds that disability onset decreased marriage among beneficiaries, but only at younger ages. The study further examines whether the effect of disability on marriage is due to formation, dissolution, or both, and whether the effect varies by educational attainment and subsequent mortality. The results highlight the importance of marriage selection in the oft-cited relationship between marriage and better health.

Starting in the summer of 2015, the IVMF research team took a first step to build a database of more than 70 veteran-serving organizational networks, collaborative initiatives, and higher education institutions active in veteran and military family research. This study assesses the association between a spouse’s military deployment and adverse birth outcomes, and concluded that the effect of a spouse’s deployment on adverse birth outcomes can vary by maternal age. Given that a deployment during pregnancy or delivery can negatively affect the mother and baby, policymakers might allocate funds for additional research on the needs of expectant mothers with a deployed spouse. Future work in this field should further evaluate maternal age and number of children as modifiers of the association between these variables.

This study looks at religious organizations, lawns, and food insecurity in Linn County, and seeks to evaluate a hypothesis set forth by the founder of a farming nonprofit in the county. The Kendrick Hypothesis states that Linn County congregations could grow enough food on their lawns to eliminate food insecurity in the region. The study assesses this hypothesis using a yield analysis and survey of local religious leaders. While the study found that full participation in a congregation garden program could produce enough yield to significantly impact the county’s food insecurity, the results do not support the Kendrick Hypothesis. Del Mar College, Tarrant County College, and Wake Technical Community College exemplify how institutions committed to advancing veterans employment can leverage external funding to design, develop, and deliver accelerated vocational instruction to veterans and transitioning service members. Through an examination of the programs’ approaches to recruitment and service delivery, as well as a survey of their achievements to date, the case highlights identify five best practices that could inform other efforts to use vocational acceleration as a means of advancing veterans employment.

This study examines the population prevalence of military sexual trauma among OEF/OIF-era veterans. It found that almost 41% of women and 4% of men reported a military sexual trauma, indicating a high prevalence of OEF/OIF-era veterans who have experienced an MST. In practice, servicemembers and veterans who have experienced a military sexual trauma (MST) should seek medical help, such as counseling. In policy, the Department of Defense (DoD) might continue its efforts to reduce negative repercussions often associated with reporting sexual assault or sexual harassment.
