Grading schemes are an increasingly common method of quality disclosure for public services. Restaurant grading makes information about food safety practices more readily available and may reduce the prevalence of foodborne illnesses. However, it may also have meaningful financial repercussions. Using fine-grained administrative data that tracks food safety compliance and sales activity for the universe of graded restaurants in New York City and its bordering counties, we assess the aggregate financial effects from restaurant grading. Results indicate that the grading policy, after an initial period of adjustment, improves restaurants’ food safety compliance and reduces fines. While the average effect on …

This brief is about the nutritional intakes of veterans with peripheral arterial disease, and expands on previous studies. For policy and practice, the research shows that physicians should play a role in educating veterans about long-term effects of their nutritional intakes, and that the DoD and VHA should create an educational program about nutritional intake. Suggestions for future research include using daily or weekly food diaries to increase reporting accuracy and using a more representative sample in randomized controlled tests.

This study builds on previous research that shows increased risk of cardiovascular disorders among African Americans, and applies that research to African American veterans who receive care at the VHA. For policy and practice, this study suggests various ways that African American veterans can lower their risk of cardiovascular disorders, as well as ways that the VHA can improve the health of veterans. Suggestions for future research include having a larger sample of female veterans, analysis of the factors that contribute to African Americans' higher risk of cardiovascular disorders, and differences in access to health care among African American veterans.

The Occupation Safety and Health Administration enforces safety regulations through workplace inspections. To identify the effect of inspections on worker safety, this study exploits quasi-experimental variation in inspections due to OSHA’s Site Specific Targeting plan. The SST plan used establishment-level data on accidents and injuries to target establishments for inspection. The primary inspection list consisted of establishments with case rates exceeding a cutoff. This cutoff generated a discontinuous increase in inspections, which is used to identify the effect of inspections on worker safety. This paper provides new empirical evidence on the impacts of state and federal mental health parity laws on related labor market outcomes, particularly working time. Implemented in the last two decades, these policies aim to eliminate differences in mental and physical health benefits among group health plans. The mandated benefits for mental health drive up the costs of providing health insurance substantially. In response, employers may avoid hiring more full-time workers, whose compensation includes health insurance, by increasing working time per worker and reliance on part-time employment. Employees may also have an incentive to increase their labor supply to qualify …

This study focuses on many of the positive impacts of military service on military spouses, children, and service members. In practice, service members should take steps to educate themselves about the benefits and programs available to them. Military spouses and parents who are service members should also be sure that their children are receiving any needed support and enrichment by utilizing quality education programs, sporting activities, and childcare. This study found that more than 500,000 veterans are currently enrolled in post-secondary education (PSE), with more expected to enter as active duty deployment is scaled back, while there are three major challenges: repurposing their military experience, reconstructing their civilian identity, and navigating PSE. In practice, veterans enrolled in post-secondary education (PSE) should continue utilizing services available to them both on and off campus. In policy, policymakers might consider allocating additional funds to VRCs on university campuses, and the Department of Defense (DoD) might offer additional resources to transitioning service members to help smooth the process. This paper explores key factors that contribute to military family financial readiness—prior to transition—so that service members may exercise control over their finances and optimize their choices at transition to optimize their financial opportunities and minimize the risk of financial hardship. The goal for any service member is to maximize their range of options in transition by capitalizing on their unique assets (education benefits, intangible leadership skills, etc.) and limiting potential liabilities (limited professional network, advanced education or training) through sound financial preparation.

Measuring The Financial Shocks Of Natural Disasters: A Panel Study Of U.S. States, Qing Miao, Yilin Hou, Michael Abrigo

This paper employs panel vector autoregression to examine the dynamic fiscal response to disaster shocks. With 50-state, 1970-2013 panel data of state government finance and disaster damage, we estimate disaster impacts on revenue, expenditure, debt issuance, and intergovernmental transfers. We find that following a disaster, states increase program expenditure, but receive more federal transfers. Disasters have limited impact on total tax revenues but amplify fluctuations in sales, income, and property tax revenues. Our findings suggest that disaster-induced additional spending is largely financed through federal transfers, which include not only disaster relief funds but also non-disaster-related public welfare aids.

Performance on proficiency exams can be a key determinant of whether students are retained or "held back" in their grade. In New York City, passing the statewide proficiency exam essentially guarantees promotion, while roughly 13% of those students who fail the exam are retained. Using regression discontinuity methods, we find that female students are 25% more likely to be retained in their grade due to exam failure than boys. Hispanic students are 60% more likely and Black students 120% more likely to be retained due to exam failure (relative to White students). Poverty and previous poor performance also increase the …

This paper investigates the long-run economic relationship between health care expenditure and income in the world using data on 167 countries over the period 1995-2012, collected from the World Bank data set. The analysis is carried using panel data methods that allow one to account for unobserved heterogeneity, temporal persistence, and cross-section dependence in the form of either a common factor model or a spatial process. We estimate a global measure of income elasticity using all countries in the sample, and for sub-groups of countries, depending on their geo-political area and income. We estimate the causal effect of repeated exposure to violent crime on test scores in New York City. We use two distinct empirical strategies; value-added models linking student performance on standardized exams to violent crimes on a student’s residential block, and a regression discontinuity approach that identifies the acute effect of an additional crime exposure within a one-week window. Exposure to violent crime reduces academic performance. Value added models suggest the average effect is very small; approximately -0.01 standard deviations in English Language Arts (ELA) and mathematics. RD models suggest a larger effect, particularly among children previously exposed. The marginal …

Although previous studies have established the effectiveness of using small reward-based incentives in inducing the choice and consumption of healthier foods among children, little is known about their impact outside of experimental settings or their effectiveness over time when administered daily. This paper presents the results of a field experiment conducted to provide insight on these matters. The study employs a pretest-posttest within-subject design and was conducted at a summer program catering to low-income children between the ages of 5 and 12.
