Connecting with cities and bike share operators from across the United States, Portland State University conducted a nationwide scan on what programs and initiatives were running to address equity in bike share. The report “National Scan of Bike Share Equity Programs” documents responses from over 70 bike share systems. This resource will help cities and operators navigate the range of actions that have been implemented to make bike share systems more equitable, examine successful strategies employed across the U.S., and understand how those successes (and challenges) are being measured and articulated. This three-paper dissertation examines pervasive gender inequalities across two institutions: the US military and Department of Veterans Affairs (VA). The first paper, "'Don't Rock the Boat:' Experiences and Perceptions of Gender-Based Violence in the U.S. Military" uses qualitative interviews to better understand the experiences of gendered harassment and violence of women veterans in the US military. In just three years, e-scooters have substantially disrupted and altered the urban mobility landscape. Throughout this period, they have been commonly touted as part of a larger micromobility solution that promises to erase equity barriers and solve the first-mile/last-mile problem. However, few studies in the nascent e-scooter literature have considered these claims. In this study, we surveyed students at Portland State University (n = 1,968) about the role that e-scooters, among other modes, played in meeting their general and university-related travel needs. The World Bank’s “International Poverty Line,” a politically driven standard, obscures the reality that, in East Asia as elsewhere, poverty is increasing alongside enormous wealth for the richest ten percent. The COVID-19 pandemic is driving tens of millions more people into poverty in East Asia than would otherwise be the case, challenging all governments to meet the crisis where it most counts: in health care, food, aid to small businesses, and income. Short-term flooding from extreme storm events poses a serious transportation challenge in U.S. cities. This problem—which is anticipated to grow over the next century with our global climate crisis—is often hardest on vulnerable populations, including low-income and minority neighborhoods. This project advances national research methods for assessing flood vulnerability and prioritizing transportation improvement investments to ensure that no community is left stranded when the next flood occurs.

In mid-March, Oregon leaders ordered unprecedented ‘stay home’ measures to slow the spread of the pandemic Covid-19 virus. The economic impact was immediate, with entire sectors of business in ‘shut down’ mode and others limiting their activity. These emergency orders, necessary for public health, had a dual impact for workers: many were quickly laid off from temporarily closed businesses, while others deemed essential were at risk of viral transmission. This report presents findings from Portland State University’s first housing and food insecurity survey of students and employees. It was conducted by The Homelessness Research & Action Collaborative (HRAC), a center formed to help address homelessness and its negative impact on individuals, families, and communities, with an emphasis on communities of color. Reducing homelessness in the PSU community was one of the foundational goals of the center, and this survey is an important step in that work.

A flood vulnerability assessment of the City of Tucson, Arizona’s transportation systems was conducted with special reference to low-income and minority neighborhoods. Unionized contingent faculty in the United States face an increasingly difficult economic landscape in their labor-management conflicts with university administrations. These unions, comprised of graduate student employees and adjunct instructors, won significant victories for their members but have failed to shift the broader patterns of casualization, unsustainable compensation, and job precarity, stemming from the systemic debasement of higher education institutions and the American labor movement, both of which pose significant challenges to conventional conflict resolution strategies. Autonomous vehicles (AVs) will challenge cities in many ways that are critical to address before widescale adoption. In particular, AVs may upset municipal budgets as they upend traditional auto-related funding streams like registration fees and parking revenues. This research begins to quantify the potential financial impacts of AVs by analyzing current associations between transportation network company (TNC) trips—often viewed as a precursor of AVs—and parking revenue. This dissertation research investigates the paradoxical survival of Indigenous markets in the context of state-sponsored development strategies that privilege multinational retailers and rebrand Mexican cities as modern and globally competitive. I examine how Indigenous markets have survived the supermarketization (and, more precisely, Walmartization) of food retail that has taken hold in Mexico. Better known by their Nahuatl name tianguis, open-air Indigenous markets held in streets and public plazas predate the arrival of the first conquistadors and remain common across Mesoamerica today. Background: A growing body of research finds that paid leave policies have significant population health benefits for workers and their families, but the lack of a national paid leave policy in the United States leaves most workers without access to any paid leave. In 2017 San Francisco implemented the nation’s first fully paid leave policy, mandating that covered employers provide up to six weeks of leave to care for a new child. Funding to commence formal planning, engineering, and construction processes to implement these ideas has not been identified. No timeline to build any of these concepts has been established. Apiary Planning Group hopes these preliminary concepts will encourage and inspire jurisdictions, community groups, residents and businesses to work together to create a gateway to Hood River that honors the past while creating new, safer and accessible transportation opportunities in the future.

Since 2005, Portland State University has periodically surveyed occupants of recently developed higher-density and mixed-use projects near transit, often referred to as Transit-Oriented Developments (TODs). The general objectives of the surveys were to better understand actual transit use, among other factors, of residents in these buildings. Between 2005 and 2018, the research team surveyed residents of nearly 50 TODs. Addressing transportation-related barriers is an essential part of Clackamas Community College's mission to make education more accessible. This plan provides a student-centered analysis of barriers that make it difficult for students with limited access to personal vehicles to access CCC’s Oregon City and Harmony campuses and identifies strategies to overcome them. The plan focuses on the CCC Xpress Shuttle, which sees over 26,500 trips per academic year, and on the compounded barriers facing students of color, low-income students, and students with disabilities.

"I Should Have Moved Somewhere Else": The Impacts Of Gentrification On Transportation And Social Support For Black Working-Poor Families In Portland, Oregon, Steven Anthony Howland

Portland has faced a mass displacement of Black households from the historically segregated area of Albina through various phases of urban renewal, urban deterioration, and gentrification. A substantial number of them have moved to East Portland, a suburban segment of the City of Portland that was unincorporated county land prior to the 1990's. As Black people have left Albina, the roots of Blackness there have eroded from the area as businesses and churches catering to them have also closed as a result of lost patrons.
