In December 2010, City Council passed Resolution 2261 which directed the City’s Committee for Citizen Involvement (CCI) to prepare a more formal action plan for smart growth and sustainability. Emerald Solutions, a team of Portland State Master’s students, was tasked with furthering these efforts by completing a Sustainability and Smart Growth Pilot Plan for the Town Center Pilot Area (TCPA). The plan works to develop a complete concept, structure, and community outreach process that will guide the City in the creation of a broader, citywide plan. This project was conducted under the supervision of Sumner Sharpe and Ellen Bassett.

Realizing public goals of an inclusive and vibrant society requires an advocacy approach to urban planning and economic development. Adelante Planning outlines strategies based on research and case studies to successfully implement a Mercado as an economic development and business incubation strategy for Portland’s Latino community. A Mercado is a strategic planning approach targeted toward Latino populations and other minorities, particularly in gentrifying locations of the Portland Metro region.

This project was conducted under the supervision of Ellen Bassett, Lisa Bates, Karen Gibson, Ken Pirie, and Sumner Sharpe.

Across the state, region, and nation highway safety investigators have developed a wide variety of tools and techniques for highway safety investigation procedures. Analysis techniques can range from systematic evaluation approaches such as the Oregon Department of Transportation’s (ODOT’s) Safety Priority Index System (SPIS) down to specific localized safety assessment strategies. It is important to develop consistent methods for safety evaluations across Oregon to ensure that safety investigations are conducted in a similar manner. This report reviews existing data and research on predicted impacts of climate change in the Northwestern United States, and specifically focuses on the level of preparedness to accommodate new population growth due to climate migration in Oregon’s Willamette Valley. Climate change impacts in Oregon are predicted to be less severe than in other areas of the country. Generally, models project warmer, wetter winters and hotter, drier summers in the Willamette Valley and other areas west of the Cascade Range. This report summarizes the findings of a national project to examine the travel behavior, social capital, health, and lifestyle preferences of residents of neotraditional developments (NTD) compared to more standard suburban developments. We compare survey results from residents of matched pairs of neighborhoods in seventeen U.S. cities and towns, with each pair comprised of one NTD and one typical suburban neighborhood of similar size, age, and socio-demographic composition. The study addresses salient themes in the transportation, planning and health literatures: a national study, surveying populations of diverse incomes, collecting resident information on preferences for and attitudes towards neighborhood qualities, and …

With the current influx of soldiers returning from war in Iraq and Afghanistan, the newly revised Post-9/11 GI Bill affords veterans the opportunity to attend state colleges free of charge, which may result in a dramatic increase in enrollment of veterans in colleges across the country. However, most learning institutions are ill-equipped to accommodate the special needs of those veteran students who may experience adjustment problems when reintegrating into a civilian setting. Although Foucault did not address the question of the animal, he asserted the assessment of whether a new politics of truth can be constituted as "the essential political problem" (1980, p. 134). Though the "essential political problem" may be considered as it relates to the politics of truth about animals, a Foucaultian perspective does not allow a prediction in response, other than the recognition that change may occur. This report is the result of three years of work of true partnership between the Native American community, the Coalition of Communities of Color and Portland State University. The Portland Indian Leaders’ Roundtable, an alliance of 28 local Native American organizations, tribal organizations and Native focused programs within larger institutions, took a lead role in the implementation of the Native American research. Elders of the community reviewed the work and provided invaluable knowledge and historical context.

As truck loads continue to get bigger, the demand on many aging bridges increases. Slender steel structural elements widely used in bridge superstructures and braced substructures to resist these loads are built primarily for tension, however, and can buckle under compressive loads. Portland State University associate professor Peter Dusicka set out to develop and demonstrate the concept of retrofitting bridge brace elements with fiber reinforced composites in order to provide restraint against buckling. The advanced materials consisted of a combination of fiber reinforced polymer (FRP) composite pultruded sections and wet lay-up wraps intended to be applied in the field. This …

There are increasing numbers of low-speed electric vehicles (LSVs) on public roadways. These vehicles are designed to be used within protected environments and on roadways with a maximum posted speed of 25 mph. Currently these vehicles are not subject to the same federal requirements for occupant protection as passenger cars. This research project investigated safety standards, operating regulations, and LSV manufacturer materials from sources around the world. Proposals for biodiversity conservation as related to the dominant form of human land use, agriculture, have broadly coalesced around two paradigms: "Land sparing" and "Wildlife-friendly farming." Neither paradigm is sufficiently grounded in the more complex socioeconomic realities of the food system with regards to another paramount problem of our time: widespread malnutrition. However, the "land sparing" paradigm's simplistic approach to food, policy, and ecosystem dynamics is arguably more egregiously out of sync with current knowledge. Previous research demonstrates that individuals’ network positions in their surrounding social structure of relations influence the extent of their output and performance. The unique situation of minority groups complicates the relationship, however, as issues of status, legitimacy, and marginality influence the flow and interpretation of information and resources. While several scholars have addressed differences in male and female networks in the workplace, the association between macro-level work arrangements and the micro-level interaction mechanisms of minority groups is unclear. This report analyzes factors contributing to bus operations safety incidents at TriMet, the transit provider for the Portland Oregon metropolitan region. The analysis focuses on 4,631 collision and non-collision incidents that occurred between 2006 and 2009. Empirical analysis of these incidents draws on a wide array of operator-level data recovered by transit ITS technologies in combination with information from TriMet’s human resources, scheduling, and customer relations databases. Incident frequencies are estimated in relation to operators’ demographic characteristics, employment status, assigned work characteristics, service delivery and performance indicators, temporal factors, and customer information. Existing school travel research has generally focused on the effects of environmental characteristics on the likelihood of children walking or biking to school. This research seeks to understand the characteristics of transitions as freeway traffic changes from one state to another. This study addresses the features of two types of transitions; transitions near a merge and transitions along shock waves during the onsets and dissipations of queues at several freeway sites.

Individual vehicle trajectory data were analyzed for studying the transitions near a merge. The length of a transition zone was measured by analyzing the spatial changes in flow, density and speed along kinematic waves near a merge. Traffic oscillations are typical features of congested traffic flow that are characterized by recurring decelerations followed by accelerations (stop-and-go driving). The negative environmental impacts of these oscillations are widely accepted, but their impact on traffic safety has been debated. This report describes the impact of freeway traffic oscillations on traffic safety. This study employs a matched case-control design using high resolution traffic and crash data from a freeway segment. Traffic conditions prior to each crash were taken as cases, while traffic conditions during the same periods on days without crashes were taken as controls. These were also matched by presence …

Objectives: This study examined the relationship between substance use disorder (SUD) and intimate partner violence screening (IPV) and management practices in the emergency department (ED). Methods: This was a retrospective cohort study of adult ED patients presenting to an urban, tertiary care teaching hospital over a 4-month period. An automated electronic data abstraction process identified consecutive patients and retrieved visit characteristics, including results of three violence screening questions, demographic data, triage acuity, time of visit, and ICD-9 diagnosis codes. Data on management were collected using a standardized abstraction tool by two reviewers masked to the study question. Multivariate logistic regression …
