This report builds on the Communities of Color in Multnomah County: An Unsettling Profile publication in 2010, that provided a comprehensive and comparative study of the inequities facing communities of color, immigrants and refugees. The findings, backed up by accurate and extensive data, are indeed unsettling, highlighting the persistent and in some cases growing disparities facing our communities. We see this as a wake-up call for public officials and policy-makers, and an opportunity for increased partnership and collective action for the advancement of racial equity.

Decades after the inception of the goal of primary education for all of its children, the state is unable to fulfill its promise of providing access to universal primary education. Consensus is lacking on specific and policy-relevant measures of neighborhood attributes that may affect health outcomes. To address this limitation, we created small standardized geographic units measuring the transit, commercial, and park area access, intersection, and population density for the Portland, Oregon metropolitan area. Cluster analysis was used to identify six unique urban forms: central city, city periphery, suburb, urban fringe with poor commercial access, urban fringe with pool park access, and satellite city. The urban form information was linkable to the detailed physical activity, health, and socio-demographic data of 2,005 older women without the use of administrative boundaries. Evaluation …

As the U.S. population ages, the availability of workers with a basic understanding of aging and health-related services has not kept pace. This is true in traditional health care organizations such as hospitals and primary care clinics as well as in long-term care settings and senior housing, including subsidized housing, the focus of this report. Nearly 1.8 million older persons receive some form of publicly-subsidized rental assistance. Our report, "The Latino Community in Multnomah County: An Unsettling Profile" uncovers an array of racial inequities across the systems of income, employment, education, juvenile justice, corrections, child welfare, philanthropic giving, housing, immigration, research practices (particularly population measurement), wealth, health, health insurance coverage, racial harassment, public service and voter registration. These systems maintain our second-class status and serve to limit our current well being and the prospects for a bright future for our children.

Specifically this study examines the policy process and administrative functions of emergency management to illuminated the benefits and hindrances involved in greater participation. This thesis is an examination of euthanasia, eugenics, the ethic of patient care, and linguistic propaganda in the Second World War. The examination of euthanasia discusses not only the history and involvement of the facility at Hadamar in Germany, but also discuss the current euthanasia debate. Euthanasia in World War II arose out of the Nazi desire to cleanse the Reich and was greatly influenced by the American eugenics movement of the early 20th century. This report describes the results of a case study and developmental evaluation of Lane Transit District's innovative project to develop an integrated functional assessment for transportation services, referred to here simply as the Transportation Assessment Project (TAP).

The TAP is unique in that it is a collaborative effort between a public transit agency and local human service agencies to blend traditionally separate assessments for eligibility for transportation services. This study investigated potential impacts of climate change on travel disruption resulting from road closures in two urban watersheds in the Portland metropolitan area. We used ensemble climate change scenarios, a hydrologic model, stream channel survey, a hydraulic model, and a travel forecast model to develop an integrated impact assessment method. High-resolution climate change scenarios are based on the combinations of two emission scenarios and eight general circulation models. The Precipitation-Runoff Modeling System was calibrated and validated for the period 1988-2006, and simulated for determining the probability of floods from 2020-2049. Trip-based models are no longer adequate for some of the more complex questions. They fail to account for time of day sensitivity, dynamic congestion effects, variable pricing and tolls, and the reliability of both highways and transit. Existing activity/tour-based models lack the enhanced temporal element provided by a more dynamic, activity-based microsimulation. DASH is the next-generation model being developed by the Metro Research Center.

This investigation seeks to explore specific design solutions that could potentially enhance the capabilities of heavy rail facilities while increasing their safety and reducing their environmental and community impacts.

Using Portland's Brooklyn Rail Yard as the study site, this case study explored the potential of structural platforms (caps) built above the existing rail yards to provide development space for expanding rail capacity and rail related activities. The potential for capping to reduce /eliminate conflicts between rail and non-rail uses will also be investigated. Finally, the various designs were presented for caps at the rail yard.

Since its launch in 2009 the Healthy Kids program has worked to provide health insurance for children in Oregon. Marketed as one program available to all Oregon children, Healthy Kids enrolls families making below 200% of the Federal Poverty Level (FPL) into the Oregon Health Plan, while families above 200% FPL are enrolled in a sliding‐fee private insurance product offered through a health insurance exchange called KidsConnect.

The combination of seismic and vehicle live loadings on bridges is an important design consideration. There are well-established design provisions for how the individual loadings affect bridge response: structural components that carry vertical live loads are designed to remain well within the linear-elastic range while lateral load carrying components are designed to yield under large seismic excitations. The purpose of this study was to gain a better understanding of how equipment replacement decisions are supported with data collection and quantitative models at state DOTs, and to determine if models found in the research literature offer any better decision support when applied to realistic fleet usage and cost data. In the United States, walking to school declined from 42% of 5-18 year olds in 1969 to 16% in 20011. The US Department of Transportation has responded to this dramatic decrease by funding the Safe Routes to School program for $612 million in SAFETEA-LU. The program’s funding emphasize infrastructure improvements such as completing sidewalks and adding crosswalks by requiring between 70% and 90% of funding be allocated toward infrastructure.
