Health impact assessment (HIA) has emerged in the U.S. as one promising process to increase social and environmental justice through addressing health equity issues within planning. HIA practice is guided by values such as democracy and equity and grounded in broad social determinants of health. The most readily applied definition of democracy is problematic because it implies an element of direct, participatory engagement with the public. This is at odds with HIA practice that largely relies on stakeholder engagement strategies.

On January 18, 2011 the National Science Foundation (NSF) required data management plans to be submitted with all grant proposals (National Science Foundation, 2013). The 34 fellows in the 2014 Emerging Leaders Program worked with community partners to generate the theme, “Learning from Lived Experience: From fresh insights to effective action." Each year, the projects draw upon a theme or lesson from the prior year. Last year and this year, fellows saw how the lived experiences of both their stakeholders and themselves generated nuanced and appropriate approaches to problem-solving. The fellows worked with six community partners, giving their time and professional skills to understand how to frame complex social challenges, engage new partners and resources, and sharpen strategic plans. Multiple studies have stated the advantages of police traffic enforcement on crash reduction (Zaidel, February 2002). It is very important to identify locations and time periods where police enforcement produces the greatest crash reductions. The objectives of this study were to: (1) determine the impact of overtime traffic enforcement on crash occurrence; (2) develop procedures to identify police agencies with potential to reduce targeted crashes; and (3) develop procedures to identify additional time periods in which enforcement activities should be conducted. This report presents finding from research evaluating U.S. protected bicycle lanes (cycle tracks) in terms of their use, perception, benefits, and impacts. This research examines protected bicycle lanes in five cities: Austin, TX; Chicago, IL; Portland, OR; San Francisco, CA; and Washington, D.C., using video, surveys of intercepted bicyclists and nearby residents, and count data. A total of 168 hours were analyzed in this report where 16,393 bicyclists and 19,724 turning and merging vehicles were observed. Although there is a growing need to access accurate and reliable pedestrian and bicycle data, there is no statewide system to collect data or plan future data collection efforts in the state of Oregon. To address these issues this research conducted a comprehensive review of pedestrian and bicycle data collection methods and counting technologies. Oregon data sources were also compiled and AADT estimation techniques were reviewed and applied to Oregon data. A pilot study was conducted to test bicycle and pedestrian counting methods at signalized intersections with 2070 controllers. Asia's rapid urbanization and growing incomes have resulted in a corresponding booming market in motor vehicle sales. In 2013, an estimated 18 million new passenger cars were sold in China. Motor vehicle users generate congestion, pollution, accidents, noise and road damage. Yet, in most cities motor vehicle users often do not pay the full social costs and are therefore implicitly subsidized by non-users. According to the Tom Tom Traffic Index, which is based on GPS data, motorists in the worst congested cities in developed countries spend up to 40% more time for peak hour commutes. This study seeks to quantify the effect of the University TRAX light-rail line on traffic near the University of Utah, providing quantitative data that can be used to shape future transportation policies aimed at reducing traffic congestion, energy consumption, air pollution, greenhouse gas emissions, and parking costs. Travel demand models have long been used to estimate and evaluate the effects of transportation improvements, like LRT investments, on network travel flows and times as part of long-range planning studies, using four-step models or more sophisticated urban simulation studies. The objective of this research project is to develop a user interface “test bed” to measure the role of touchscreen kiosks with community connectivity. This interface test bed will apply the knowledge of interface design to the domain of public transit kiosks, with a particular focus on bike share stations. The value of this research is the ability to generate user feedback between community members using urban experiences. This report summarizes the results of year five of a national random-digit-dial public opinion poll asking 1,503 respondents if they would support various tax options for raising federal transportation revenues, with a special focus on understanding support for increasing revenues for public transit. Eleven specific tax options tested were variations on raising the federal gas tax rate, creating a new mileage tax, and creating a new federal sales tax. Other questions probed various perceptions related to public transit, including knowledge and opinions about federal taxes to support transit. This presentation is a showcase of various GIS tools developed for bicycle network analysis and planning. The showcase includes a tool for assessing community-wide bikeability, a tool for forecasting bicycle volumes based on street topology, and a tool for evaluating different bicycle improvement plans in terms of exposure to danger situations for bicyclists. The tools will be demonstrated with case study data. The presentation will include a review of the Highway Capacity Manual Bicycle Level of Service and a discussion about using bicycle and pedestrian data collected through citizen-volunteer count programs.

Current fixed-route transit service provided by Salem-Keizer Transit is inefficient in the low-density neighborhoods of West Salem, South Salem, and Keizer. The lack of sidewalks, non-gridded circuitous streets, and large single-family residential lots all contribute to a lack of ridership. As a result, traditional fixed-route transit service is not cost-effective in these areas. Through a five month planning process, a group of Portland State University graduate students, better known as Paradigm Planning, tackled the task of addressing this problem in each of the three study areas. The second half of the twentieth century constituted a change in land use ideology and development practice brought about by the rise of the automobile, increasing economic upward mobility, and privatization of the family home. During this time, the districting and building of public schools similarly changed, turning schools from local community centers to regional and de-contextualized places of education. The fundamental law of highway congestion states that when congested, the travel speed on an expanded expressway reverts to its previous level before the capacity expansion. In this paper, we propose a theory that generalizes this statement and finds that if there exists a coverage effect, that is, the effect of longer road length on traffic conditional on capacity, then the new equilibrium travel speed could be lower than its previous level. Given the fundamental law, the theory predicts that the elasticity of traffic to road capacity is at least 1. We estimate this elasticity for national expressways in Japan …

In 2010, the total number of reported traffic crashes in the state of Nevada was 51,664 of which 235 (0.6%) resulted in one or more deaths (Nevada Department of Transportation, 2012). The state's "Zero Fatalities" traffic safety campaign aims to reduce the rate even further. Out of the total number of crashes, Clark County (includes Las Vegas) accounted for 78.89%. This study examines safety improvement by developing advanced crash prediction models.
