Development And Test Of The Humanitarian Demining Sifting Excavator, Christopher Wanner

The Humanitarian Demining Sifting Excavator has been developed to address the problem of finding and clearing deeply buried, mixed minefields. The motivation for the development came from a 2002 site assessment by the team of an existing mine problem in Honduras. Areas were identified containing both antipersonnel and antitank landmines buried up to 0.5 meters in mineralized soils. Conventional mine clearing techniques employed in the areas of interest had uncovered widespread evidence of these deeply buried mines, however, these techniques were unreliable for consistently finding mines buried at these depths. ECHO housing was introduced in the United States in the 1980s based on a program started in Australia in 1975. An ECHO unit is a small house in which an elderly person resides and which is placed near the home of a host (either relatives or close friends of the elderly person). The purpose of this arrangement is to make it convenient and efficient for the occupants of the host family dwelling to provide assistance to the elderly person residing in the smaller ECHO house.

A BM-12 smoke shell was reported near the Safe UXO Store of [Demining group] teams working in Logar province. The acting TL briefed the SL to take the UXO away and demolish it. Mr. Paya-I-Din was climbing a hill while taking the UXO to the demolition pit, slipped and the accident happened. It is worth-mentioning that the UXO he was carrying did not explode and apparently a BD RPG7 fuse caused the injuries.

A generic risk management methodology has been derived, and aspects of it were used to develop risk management strategies for Cambodia and Bosnia. These countries presented different problems and so required very different approaches. In Cambodia, the available resources are wholly inadequate to remove the risk from landmines in the medium-term. We report results of a pilot study designed to investigate the possibility that REST (Remote Explosive Scent Tracing) technology could be used to find mines in Bosnia. The find rate for mines on 88 filers was 68%. Detection success was linked to humidity and temperature at the time of sampling, and to location within Bosnia. Detection success was not linked to when the filter passed across the mine during the sampling period, or how long the filter was held over the mine. The primary cause of this accident is listed as a “Field control inadequacy” because the accident occurred in the “post-clearance” phase so the mine had either been missed during clearance, or was outside (but close to) the cleared area, so implying inadequate survey. The fact that four deminers were injured implies that the Field controllers believed they were in a safe area, or that safety distances were being ignored. The overarching theme of the 1996 welfare reform law was to move clients from dependency to self-sufficiency by facilitating their entry into the labor market. While numerous mechanisms were used to do this, this study explores discretionary actions taken by workers to help clients find jobs, namely, tapping into their own social capital. Respondents in one urban and one rural county in a southern state reported using their own social capital to get information regarding job openings and to exert influence to get clients hired. In recent years, legislators have called upon private nonprofit and proprietary organizations to assume a larger role in provision of public benefits to poor persons. Little research, however, has examined poor people's willingness to use nonprofit agencies in lieu of public welfare. This analysis draws data from over 2 years of fieldwork and in-depth interviews with twenty poor women in Philadelphia. I demonstrate that decisions to use nonprofits are contingent upon stigma, information, practical predicaments (e.g., agency hours), and perceived need. I explore the implications of these impediments in a post-welfare reform landscape, while focusing on how decisions to use …

During the past decade, there has been increased awareness of issues facing grandparent caregiver families on the part of policymakers and service providers. This awareness has prompted efforts to document the numbers of children being raised by grandparents, to identify challenges faced by grandparents raising grandchildren, and to provide services to meet the needs of these families. National estimates suggest that the numbers of grandparent caregiver families are increasing. Recent estimates suggest that 1.4 million (2%) of all children under 18 live in “skipped generation” families in the United States; similarly, 29,000 (nearly 2%) of all children in Massachusetts live …
