This paper examines attempts to improve workers' rights in the Maquila Industry in Mexico by using two case studies. It analyzes the struggles that recently occurred at the Kukdong and Duro plants. The underlying question of the research is how to balance the co-existence of market economies with effective means to ensure adequate conditions for workers, and most importantly, ensuring their right to freedom of association. Under recent forms of global economic restructuring, the state is often unwilling or unable to uphold workers' rights. HIV and AIDS

A recently completed Horizons study in Thailand examined the question of how to encourage the private sector to become actively involved in developing and improving workplace HIV/AIDS programs. The study found that the AIDS-response Standard Organization (ASO) initiative mobilized a moderate proportion of different types of companies to develop and improve HIV/AIDS workplace policies and programs. The data also reveal that companies that were eligible for the insurance discount made the greatest improvements. Thus a financial incentive combined with efforts to tap into managers’ willingness to respond to the epidemic can be important motivators for certain companies to improve their …

The “polluter pays” principle in environmental law assumes that the actor would reduce or avoid adverse effects of his actions if he had to bear the consequences of those actions (internalization of effects). Such internalization can generally be done in two ways: either by avoiding or eliminating the harmful effects or by wearing the financial consequences of the injury. It is therefore on the one hand to have an incentive effect, on the other to a compensatory effect.

Did A Rising Tide Lift All Boats? The Nih Budget And Pediatric Research Portfolio, Daniel P. Gitterman, Robert S. Greenwood, Keith C. Kocis, Rick Mayes, Aaron N. Mckethan

This paper examines National Institutes of Health (NIH) pediatric research spending in absolute terms and relative to the doubling of the NIH overall budget between fiscal years 1998 and 2003. Pediatric spending increased by an average annual rate of 12.8 percent during the doubling period (almost on par with the NIH average annual growth rate of 14.7 percent). However, the proportion of the total NIH budget devoted to the pediatric portfolio declined from 12.3 to 11.3 percent. We offer recommendations for implementing existing commitments to strengthen the pediatric research portfolio and to protect the gains of the doubling period.

In 2003, the United States Department of State, Bureau of Political-Military Affairs/Weapons Removal and Abatement, (PM/WRA) tasked the James Madison University Mine Action Information Center (MAIC) with producing a cost-benefit analysis of two demining programs to be used to develop a model to analyze the quantitative impacts, expected results, and suggested prioritization of mine clearance activities. Prioritization was to be accomplished within the context of socio-economic development programs. Lessons learned from UN guidance, earlier studies, experts in the mine action community, and field studies influenced the development of the decision tool for prioritization of humanitarian mine action projects.

The European Commission Humanitarian Aid Office (ECHO) has been actively involved in mine action programs in Cambodia since 1996. Alternative staffing is a key form of labor market intermediation worthy of consideration alongside that provided by other community-based job placement programs. Furthermore, an examination of alternative staffing services underscores the essential role that supports to employment play in job-brokering for workers who are disadvantaged in the labor market because these are businesses that tend simultaneously and daily to the two sides of the work relationship (worker-client and customer business).
