This dissertation focuses on the ways Khmer peasants living in a landmine-affected community build their survival strategy in the face of dangers and uncertainties that may physically, economically and socially impair their lives. Rural families living in post-conflict areas face a wide range of risks that encompass but are by no means limited to anti-personnel landmines. Western frames of analysis have assumed that peasants are essentially risk averse. This paper argues that in a situation where families lack livelihood alternatives, it is by confronting risk that they protect themselves. Transcending Boundaries To Improve The Food Security Of Hiv-Affected Households In Rural Uganda: A Case Study, Katharine Coon, Jessica Ogden, John Odolon, Anthony Obudi-Owor, Charles Otim, James Byakigga, Peter Spebanja

HIV and AIDS

A case study conducted in Tororo, Uganda found that a partnership between TASO, an AIDS service NGO and agricultural extension, was successful in helping HIV-affected communities improve food security. This Horizons study reports that four participatory training workshops developed through the alliance resulted in improved management capacity and more collaborative organizational structures among the district partners. This in turn created the conditions for the AIDS community workers and other field partners to work more effectively together with farmers’ groups at the local level to identify and address constraints to food security.

Development And Confirmatory Factor Analysis Of The Community Norms Of Child Neglect Scale, Rebecca Goodvin, David R. Johnson, Sam A. Hardy, Michelle Graef, Jeff M. Chambers

This article describes the development of the Community Norms of Child Neglect Scale (CNCNS), a new measure of perceptions of child neglect, for use in community samples. The CNCNS differentiates among four subtypes of neglect (failure to provide for basic needs, lack of supervision, emotional neglect, and educational neglect). Scenarios ranging in seriousness for each subtype were presented to a large community sample (N = 3,809). Confirmatory factor analyses indicated that a four-factor model provided a better fit to the data than did a model specifying only one overall neglect factor, suggesting this sample distinguished among the four subtypes of …

From 1943 to 1949, almost 1.5 million ethnic minorities were deported from their homes in the southern USSR to Central Asia. Thousands died either during the trip or within the first few years after their arrival. For years, it was as if they had simply disappeared off the face of the earth. It was not until 1956 that the deportations were even acknowledged by the Soviet government, and only recently has repatriation begun. While some groups have had a relatively successful repatriation experience, others have experienced ethnic discrimination, making the return to their homelands difficult and in some cases impossible.

Supplemental Security Income (SSI) is a federally funded program that provides cash assistance for basic needs. Individuals with a low-income who are over the age of 65, blind, or have a disability are eligible for assistance. SSI beneficiaries typically also receive health insurance coverage through Medicaid. Losing Medicaid benefits can be of concern for SSI recipients with disabilities who desire to work, or are currently working. Section 1619b of the Social Security Act allows individuals to work and continue to receive Medicaid assistance when their earnings are too high to qualify for SSI cash payments as long as they meet …

In Somalia, there is an identified need to undertake a mine risk education program. Although the quantitative number of landmines and UXO has been reliably established since the Landmine Impact Survey conducted in 2003, it is clear that communities living in particular areas of Somalia have a high perception of living in a mined area. This USD 12.7-million programme is fully funded by the Government of Japan under the Peace Building Grant Aid scheme, and has been in operation in Balkh, Nangarhar and Kandahar provinces. Six years ago, in response to numerous reports of the growth of predatory lending, the Massachusetts Community & Banking Council (MCBC) – whose Board of Directors has an equal number of bank and community representatives – commissioned a study of subprime refinance lending in the city of Boston and surrounding communities. The resulting report, Borrowing Trouble? Subprime Mortgage Lending in Greater Boston, 1999, was the first detailed look at subprime lending in the city of Boston and in twenty-seven surrounding communities.
