The evaluation of the Support to Tajikistan Mine Action Programme (STMAP) was commissioned by UNDP to:

• Develop a roadmap for the future of TMAC
• Review the progress of STMAP against the goals of CPAP, UNDAF 2010-2015 and the national mine action strategy 2010-2015

The evaluation was conducted over a month and involved document review and a two week field visit to Tajikistan to interview TMAC staff and partners, and observe mine action activities.

This report provides the results from a survey and personal interviews that were conducted with MaineCare members who use long term services and supports -- specifically those who are on the Elder and Adults with Disabilities Waiver and those using Private Duty Nursing (PDN) Services. People who are eligible for these services generally need nursing care and assistance with a combination of activities of daily living (e.g. eating, toileting, mobility, transfer) and instrumental activities of daily living (e.g. meal preparation, grocery shopping, housework). People on the Waiver are medically eligible to be in a nursing home. The purpose of the …

In this thought piece, I attempt to contextualize New York City’s inaugural participatory budgeting (PB) process in the larger landscape of American political participation. I discuss how the bottom-up way in which stakeholders wrote the process’s rules in the first place, alongside the core role played by the two lead organizations, helped to broaden notions of stakeholdership among constituents. In post-Katrina New Orleans, housing and community development (HCD) advocates clashed over the future of public housing. This case study examines the evolution of and limits to a human right to housing frame introduced by one nongovernmental organization (NGO). Ferree’s concept of the discursive opportunity structure and Bourdieu’s social field ground this NGO’s failure to advance a radical economic human rights frame, given its choice of a political inside strategy that opened up for HCD NGOs after Hurricane Katrina. The contentious politics of the demolition of Lafitte public housing in post- Katrina New Orleans and its replacement with mixed-income properties is a telling case of the strategic conflicts housing advocates face in public housing revitalization. It reveals how the qualified outcomes of HOPE VI interact with local institutional and historical circumstances to confound the equity and social justice goals of housing and community development advocates. It shows the limits to public housing revitalization as an urban recovery strategy when hostile government leadership characterizes a region, and the state is recast as an adversary rather than revitalization partner. Consensus is lacking on specific and policy-relevant measures of neighborhood attributes that may affect health outcomes. To address this limitation, we created small standardized geographic units measuring the transit, commercial, and park area access, intersection, and population density for the Portland, Oregon metropolitan area. Cluster analysis was used to identify six unique urban forms: central city, city periphery, suburb, urban fringe with poor commercial access, urban fringe with pool park access, and satellite city. The urban form information was linkable to the detailed physical activity, health, and socio-demographic data of 2,005 older women without the use of administrative boundaries. Evaluation …

On July 4^th, 2007, a small group of housing activists set up a tent city encampment in a plaza adjacent to New Orleans City Hall. The action resulted in the creation of Homeless Pride, a small group of politicized Plaza residents. Six months later, hundreds of homeless people were moved from the park, and it was fenced off. Using archival videos, interviews, and news media, this thesis analyzes the opportunities and constraints that activists, service providers, and local officials faced in light of two intersecting and overlapping contexts. The article follows previous work on TANF and AFDC by asking if not welfare, then what social programs and financial aid programs are low-income women using to support their college attendance, and what is the impact of these programs on the college-going decisions of low-income women? The study is based on case studies of 10 low-income women attending a community college. Results indicated that EITC, food stamps, and subsidized housing are stable sources of funding. However, each of these programs requires diferent application processes and compliance regulations. Only the Pell Grant was viewed as a dependable source of funding for …

Remote Explosive Scent Tracing (REST) is essentially a survey methodology based on using dogs and rats to remotely detect landmines and explosive remnants of war (ERW). Systems similar to REST have been used in technical survey and mine clearance operations for 20 years, and have been subject to a study conducted by the Geneva International Centre for Humanitarian Demining (GICHD) since 2000.

In line with Lien Centre’s vision to catalyse positive social change, this research was carried out to understand social gaps in Singapore and how our society’s ability to meet social needs can be enhanced. Despite basic social needs in Singapore being essentially met through direct government interventions and the contributions of non-governmental social service activities, there are today some vulnerable groups that remain or have become more prominent. The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

The forty Fellows in the 2011 Emerging Leaders Program worked in collaboration with the Center for Social Policy at UMass Boston on their “reshaping poverty policy” initiative. The Fellows used their professional skills to analyze data and create awareness campaigns, in turn getting a deeper view of how their civic engagement can make a difference in addressing social issues that affect both businesses and communities. The Fellows examined factors that affect housing and family homelessness, working closely with three organizations: Boston Tenant Coalition, The Fair Housing Center of Greater Boston, and GoKids Boston.

The selection of civil society institutions (which the author refers to as strands) around which the volume is woven is interesting because it contains several novel elements in a novel combination: civil society is said to consist of philanthropy, the common good, rule of law, nonprofit and voluntary institutions, individual rights, free expression and tolerance. This book is important reading for political philosophers, doctoral students and theorists interested in the connection of civil society and philanthropy. Yet it has a number of weaknesses that are enumerated in the review.

The concept of turning philanthropy into social investing was coined venture philanthropy and has received substantial attention since its inception.
