I am pleased to see that the United Nations Secretary-General, in his latest report on the protection of civilians in armed conflict of 22 May 2012, has urged relevant actors to undertake and support further collection and analysis of data related to the humanitarian impact caused by explosive weapons. In this vein, the GICHD has started to work on a classification scheme for explosive weapons.

In 2012, APOPO’s Mine Action Mozambique program delivered beyond set requirements and exceeded the expectations of the country’s national demining authority. APOPO fi nished its work in the Gaza province and declared it free of known minefi elds a year ahead of the initial schedule of 2013. This excellent achievement was realized due to the successful expansion of the program’s capacity. During the handover ceremony, HRH Princess Astrid of Belgium commended the work in Gaza as “a shining example of how national priorities can be achieved with the right partnerships, sustained effort and, most importantly, sheer human intent”.

In 2011, in Afghanistan, where we have the largest UNMAS programme, over 880,000 explosive items were destroyed, thus facilitating security and development initiatives. In the Democratic Republic of the Congo, more than 6,000 kilometres of roads were verified safe, contributing to freedom of movement and development. In Western Sahara, 6.8 square kilometres of land were released, marking a 242 per cent increase from 2010. In Sudan, the mine action programme was transitioned to national ownership. Newly-independent South Sudan acceded to the Anti-Personnel Mine Ban Convention. UNMAS is also engaging in ammunitions and weapons management, as endorsed by the General Assembly …

Veterans’ treatment courts represent an emerging trend across the country of collaborative justice designed to deal with criminal justice issues stemming from problems linked to military service. This approach places the veteran in VA (Veterans Affairs) treatment programs as a diversion from incarceration. There are few such courts in California (nine) largely in non-rural counties. This study investigated two rural counties, Tulare and Santa Barbara with Veterans courts to develop a model for such a court in San Luis Obispo County. Political culture, fiscal constraints and institutional incentives have shaped the making and implementation of Conditional Cash Transfers (CCT) in Latin America. However, why have CCTs consolidated in Brazil, been secondary in Colombia and remained absent in Venezuela? Brazilian authoritarian legacy and neoliberal rationality combined with strong federalism during economic downturn and provided room for experimentation in social policy, eventually leading to the incorporation and future universalization of CCTs (Bolsa Família). During the nineteenth century, legislatures proved “excessively generous” in granting railroad corporations property rights in publicly owned, commercially vital municipal streets and harbors. Jacksonian jurists, suspicious of corporate influence, invoked the public trust doctrine to rescind grants of privilege inconsistent with the public interest. In Illinois Central Railroad Co. v. The research in this article examines the effect on crime rates of public housing transformation in Atlanta and Chicago, focusing on the neighborhoods receiving households relocated with housing vouchers. Modeling the complex relationship between voucher holder locations and crime, using quarterly data, our analysis found that crime rates fell substantially in neighborhoods with public housing demolition, whereas destination neighborhoods experienced a much lesser effect than popular accounts imply. Nevertheless, on average, negative effects emerge for some neighborhoods with modest or high densities of relocated households compared with conditions in areas without relocated households. This Article examines the astonishing array of doctrines used to determine what constitutes marriage fraud. It begins by locating the traditional nineteenth-century annulment-by-fraud doctrine within the realm of contract fraud, observing that in the family law context fraudulent marriages were voidable solely at the option of the injured party. The Article then explains how, in the twentieth century, a massive expansion of public benefits tied to marriage prompted new marriage fraud doctrines to develop in various areas of the law, shifting the concept of the injured party from the defrauded spouse to the public at large. A key issue in the decades-long struggle over US health care spending is how to distribute liability for expenses across all market participants, from insurers to providers. The rise and abandonment in the 1990s of capitation payments—lump-sum, per person payments to health care providers to provide all care for a specified individual or group—offers a stark example of how difficult it is for providers to assume meaningful financial responsibility for patient care. Retributivists thus face a difficult challenge. Either we must go against the social grain, and perhaps our own intuitions, by insisting that a criminal offense carry the same penalty or punishment no matter how many previous convictions an offender has accrued; or we must find a way to justify the recidivist premium. I shall take the second route here by arguing that recidivism itself is a kind of criminal offense. This brief analyzes and summarizes young people's responses to the 2009 Survey of Young People in Egypt (SYPE) to identify the greatest challenges facing the Egyptian educational system, focusing specifically on primary through secondary schooling. Results show that access to school has improved, but some youth, especially females in rural Upper Egypt, remain outside the school system and are increasingly marginalized. The Egyptian school system is delivering low-quality education that is irrelevant to the labor market and has problems with repetition, absenteeism, and drop out which reduce the efficiency of the education system. This paper presents results of a three-year study of workers and former workers at four Alternative Staffing Organizations (ASOs). ASOs are fee-for-service job brokering businesses created by community-based organizations and national nonprofits whose objective is to gain access to temporary and “temp to permanent” opportunities for workers facing barriers to employment. The paper looks specifically at the relationship between the personal characteristics of workers, their temporary work experiences through the ASO, and the subsequent employment status of former ASO workers, determined through a follow-up survey conducted by telephone six to eight months after workers had left the ASO. Organizations that aim to improve the experiences and employment chances of job seekers who face barriers to employment have, over the years, had to contend directly with potential employers and their requirements. This is particularly true for community-based job brokers that use a temporary staffing model, offering job access and immediate work to their service population.

Alternative staffing organizations (ASOs) are worker-centered, social purpose businesses that place job seekers in temporary and “temp-to-perm” assignments with customer businesses, and charge their customers a markup on the wage of the position. The significant increase in the number of incarcerated women ensures that many children must live without their mothers for some period of time. Women in prison were interviewed about their efforts to maintain relationships with their children. Mail and telephone contacts were more frequent than actual visits. Almost one half of mothers had never received a visit from their children. This article identifies challenges to the development and maintenance of contact between incarcerated mothers and their children. Recommendations are made for correctional agencies to enhance opportunities for incarcerated mothers to foster positive connections with their children.

In this project, we adopt Cellular Automata (CA) modeling as a means to focus solely on the elements of concern: individual state (binging) and local interactions (peer pressure). CA models are well suited for exploring the dynamics that occur within a population, and are useful for visualizing the clustering behaviour of communities. With this more abstract approach, it is possible to simulate large populations with reasonable computational requirements.

This summary details the impact of early childhood education in Egypt. The results show that early childhood care and education has an impact on educational attainment that is both statistically significant and sizeable. Such interventions increase overall educational attainment by approximately one year, primarily due to decreased primary and preparatory drop out. The impact on educational attainment is reflected in improved school performance, such as higher test scores, decreased grade repetition, and improvements in school tracking, during the early years. Investments in early childhood education can be a powerful approach to improving educational outcomes, and the research suggests that increases …
