The deminer and his partner were unable to use detectors (because they were "reading continuously" and so were prodding and excavating the area. Photographs of the area showed flat, dry, agricultural land. The victim located a PMN and reported it to his Section Leader" who told him to prepare a charge for its destruction. He lit the safety fuse and "rushed towards the safe area". As he did so he stepped into an uncleared area. A mine detonated and "the victim lost his right foot and got serious injuries to his left foot" at 11:10.

Victim No.1 found two PMN-2 mines while excavating and they were destroyed. At about 08:45 he paused to remove loose soil and removed his helmet and visor. He used a shovel to remove the loose soil and detonated a mine. As a "result he got serious injuries on his both eyes, face". His Section Leader was not maintaining the correct safety distance (4m away) and was also injured.

The victim was working normally and got a reading from his detector which the investigators believe must have been from a fragment beyond the mine (they considered the mine undetectable with a Schiebel AN/19 detector). He marked the reading and while prodding towards it detonated the mine at 08:15. The victim received "superficial injuries on his right hand, forearm, fingers and neck".

The U.S. Trade Deficit: A Misleading Economic Indicator, Murray L. Weidenbaum
The U.S. Trade Deficit: A Misleading Economic Indicator, Murray L. Weidenbaum
Murray Weidenbaum Publications
The U.S. trade deficit is the most misleading indicator of economic performance in our statistical tool kit. More often than not, bad news for the economy is good news for the trade deficit, and vice versa. In 1992, the economy was in recession and our trade deficit came down. One year later, the opposite was true. When we look beyond the short-run gyrations of the trade balance and the business cycle, more fundamental, longer-run problems do involve the trade deficit. Indeed, it is a symptom of a more basic economic imbalance.

As the officials were pulling the destroyed vehicle away over another area of road (cleared by a mine-dog group in 1997) one of its wheels detonated another AT device at the side of the road. Three people were injured and the vehicle was "further damaged".

The investigators determined that the victim was working normally and registered a detector reading, so marked the spot and began prodding towards it. Before he reached the marked point an undetected mine detonated at 11:15. They found that he was working in a squatting position without wearing his helmet. They also found that he "ignored" correct prodding procedure and so applied pressure directly onto the pressure plate of the mine.

When a DTA (Department of Transitional Assistance) worker assesses whether a family's (T)AFDC (Temporary Aid to Families with Dependent Children) case will be closed, s/he decides which one of 67 different codes best describes the reason cash benefits for the household will be stopped. To carry out the analyses, we sorted all of the 67 codes into clusters of codes that logically grouped together: Cluster I, Increased Income; Cluster H, Sanctions; Cluster III, Eligible Persons Moved; Cluster IV, Fraud; Cluster V, Client Request; Cluster VI, No Longer Eligible; Cluster VII, Other or Multiple Meanings. The Appendix displays a description of …

It was while excavating with a "demining trowel" [see Analysis] at 08:30 that he detonated an anti-personnel mine, leaving him with "slight" injuries to his left hand and right thigh (it is presumed that the latter was caused by the handle of the "trowel"). The victim was blown onto his back and the trowel was found much further away. The victim was approximately 0.8m from the mine, and the crater was taken to indicate that it was buried to a depth of about 20cm.

Discrimination In Qualitative Actions By Real Estate Brokers, Jan Ondrich, Alex Stricker
Discrimination In Qualitative Actions By Real Estate Brokers, Jan Ondrich, Alex Stricker
Center for Policy Research
Discrimination occurs when people in a particular class are systematically treated less favorably than other equally qualified people. This study focuses on racial and ethnic discrimination in qualitative actions by real estate brokers, such as showing a customer a housing unit that was advertised in the newspaper. The data come from the Housing Discrimination Study, which conducted over 2,000 fair housing audits of real estate brokers in 25 metropolitan areas in 1989. Each audit consists of a visit to a real estate agency by a white person and either a black or Hispanic person with similar socio-economic characteristics. Using Chamberlain’s …

This team was demining in an area of very difficult terrain. Dogs were the best solution to the problem at hand. Correct drills were being employed. Supervision and Quality Assurance measures were entirely sufficient. Evidence suggests that the dog sat on the mine, causing the mine to detonate. Three personnel were injured by one mine. Evacuation time was one hour and thirty-five minutes from the time of detonation to arrival at the hospital.

The accident occurred near a high voltage pylon to the south of Moamba town and approximately 22 km from the demining group’s camp. The pylon was mined during the armed conflict and a barbed wire fence was put up to prevent the entry of people and animals. Outside this fence were other mines of the PMN, PMN-2 and PMD-6 types.

Recasting The Role Of Government To Promote Economic Prosperity, Murray L. Weidenbaum
Recasting The Role Of Government To Promote Economic Prosperity, Murray L. Weidenbaum
Murray Weidenbaum Publications
No government in the world has an agency with the mission of depressing the economy or accelerating the rate of inflation. Yet, many government actions - especially taxation, government spending, and regulation - have those undesirable effects. The paper focuses on government regulation of business, where the costs are especially insidious, and what can be done to reform this regulation. Government decision-makers often forget the fundamental fact that individuals and private organizations have tremendous capability to deal with the shortcomings of a modern economy on their own. Relying more heavily on private initiative moves us closer to a free society …

What Predicts Success In Jtpa?: Test Of A Three-Component Model, Carolyn Ball
What Predicts Success In Jtpa?: Test Of A Three-Component Model, Carolyn Ball
New England Journal of Public Policy
The Job Training Partnership Act (JTPA), an education and training program to assist the economically disadvantaged, is one of sixty or more programs Congress is considering consolidating. This program had great success in the late 1980s and early 1990s, but its value and support have been declining. This author examines whether JTPA should continue through a test of three employment theories: discrimination, signaling, and human investment using data from Maine's JTPA program. Findings indicate that while the program can reduce discriminatory barriers and negative signals such as welfare status, it does not consistently succeed as a training investment. Enrollment in …
Industrial Policy: Federal, State, And Local Response, Zenia Kotval
Industrial Policy: Federal, State, And Local Response, Zenia Kotval
New England Journal of Public Policy
During the past twenty years, many economists and policymakers have strongly advocated that the United States formulate a national industrial policy to improve the competitiveness of American firms in the global marketplace. These proposals call for both direct and indirect assistance to specific industrial sectors. Some would contend that U.S. industrial policies are being challenged by newer growth theories that shift the focus from the nation as the basic unit of industrial geography to regions and municipalities. There is little argument about the need for industrial policies that tie national, state, and local initiatives together. However, confusion and disagreement exist …
The Professional Decline Of Physicians In The Era Of Managed Care, Aimee E. Marlow
The Professional Decline Of Physicians In The Era Of Managed Care, Aimee E. Marlow
New England Journal of Public Policy
Physicians have long enjoyed prestige, power, and autonomy, but the rise of managed care organizations has drastically changed their status. Many doctors are in thrall to the financial well-being of the corporations that employ them, their knowledge and expertise controlled and manipulated in the interest of profit maximization. This article investigates the professional decline of physicians, citing the use of gag clauses, incentives to withhold care, and the breakdown of their authority. In an effort to regain some measure of control, physicians have taken their concerns to the public, supporting state and federal legislation that attempts to curb questionable managed …
Institutional Design And Regulatory Performance: Rethinking State Certificate Of Need Programs, Robert Hackey, Peter Fuller
Institutional Design And Regulatory Performance: Rethinking State Certificate Of Need Programs, Robert Hackey, Peter Fuller
New England Journal of Public Policy
The success of state efforts to control rising health care costs depends on the incentives contained in the legislative design of regulatory policies and in the administrative capacity and autonomy of state agencies. States have regulated the construction and expansion of health care facilities and services for more than two decades through "certificate of need" (CON) programs designed to limit the diffusion of expensive new medical technologies and to avoid the duplication of health care facilities. Although the cost-control record of state certificate of need programs has been widely criticized, Rhode Island's experience with a reformed CON process from 1985 …
