Mass Media And The Death Penalty: Social Construction Of Three Nebraska Executions, Jeremy Harris Lipschultz, Michael L. Hilt
Mass Media And The Death Penalty: Social Construction Of Three Nebraska Executions, Jeremy Harris Lipschultz, Michael L. Hilt
Communication Faculty Publications
This research analyzes local TV news coverage of three Nebraska executions in the 1990s, the first in the state since 1959. The three Nebraska executions allow us to see mass media coverage of the death penalty from four perspectives: 1) media organization routines, journalistic beliefs, and how source selection affected the content; 2) justice was portrayed through a consonant set of social symbols; 3) the public support for the death penalty in this country may have led journalists to avoid tough questioning of public officials; 4) the resulting coverage was a social construction of reality that might influence future public …

A Comparative Assessment Of The Status, Structure And Process Utilized By Nevada's Family Support And Preservation Consortia To Achieve Collaboration, Marlys A. Morton
UNLV Theses, Dissertations, Professional Papers, and Capstones
This paper presents a framework for understanding inter-organizational collaboration and describes and analyzes how collaboration was used as a method to build new service networks, the characteristics of the consortia, and the status of the collaborative processes.
Although the literature on inter-organizational collaboration in the human services is increasing, little is known about how regional consortia view the process of working together towards a common purpose. The results reported in this paper are intended to help fill that gap.
The findings reported in this study are based on a survey process using a standardized questionnaire to study the collaborative status. …

To Walk The Earth In Safety 1st Edition (Fy1998), Us Dos Pm/Wra
Global CWD Repository
To Walk the Earth in Safety. The United States Commitment to Humanitarian Demining informs the reader about the U.S. commitment to rid the world by the year 2010 of anti-personnel landmines (APL) which pose a threat to civilians. The most recent U.S. Government survey identified 93 countries affected with either an APL, or an unexploded ordnance (UXO) problem, or both. Although the estimates regarding the number of mines implanted in each country vary widely among sources, the U.S. estimate of APL infestation is approximately 60-70 million worldwide. This report covers FY1998.
Estimating The Income Effect On Retirement, Douglas Holtz-Eakin, David Joulfaian, Harvey S. Rosen
Estimating The Income Effect On Retirement, Douglas Holtz-Eakin, David Joulfaian, Harvey S. Rosen
Center for Policy Research
One of the most important issues in the debate over Social Security is how various changes in the system would change retirement behavior. A critical parameter in this context is the income effect on retirement— how a change in income affects retirement behavior, ceteris paribus. To estimate the income effect, we examine tax-return generated data on the labor force activity of a group of older people before and after they receive inheritances. The results are consistent with the notion that income effects are small. Neither retirement decisions nor the magnitude of earnings conditional on working seem to be affected very …
The Public And The Congress Need To Know More About Government Regulation, Murray L. Weidenbaum
The Public And The Congress Need To Know More About Government Regulation, Murray L. Weidenbaum
Murray Weidenbaum Publications
The public and Congress both need to know more about the costs and benefits of government regulation. This testimony before the Senate Committee on Government affairs in April 1999 addresses the proposed S.59 bill, the Regulatory Right-to-Know Act of 1999, and the proposals for a Congressional Office of Regulatory Analysis. S.59 accomplishes the desirable objective of raising the level of public regulatory understanding in a straightforward and nonpartisan manner: providing consistent regulatory data. Likewise, a new Office of Regulatory Analysis would give Congress an independent source of information - provided its charter were broad enough for the task.

Both reports agreed that the victim had located a signal with a Vallon detector and was investigating it with his prodder when the mine detonated at 08:05. The victim walked unaided to the base line where he was treated first by the team medic and then by the site doctor.

The report stated that at the time of the accident there were three team leaders and the driver in the cab and an unspecified number of deminers in the back. On arriving at the site the driver inquired about the mines and subsequently pressed the top of one as it was being held by a Team Leader, making the detonator explode. The victim sustained an injury to the flesh of the mid-finger of his right hand. [However, the victim was the driver and as the blast emanated from the bottom of the mine it seems likely that he held it …

The team arrived in the area at 10:45. The man supposed to guide them did not arrive, but another person substituted. They drove along an unsurfaced track, then parked and walked on until they could see the remaining minefield marking of a previously cleared area on the other side of the track. They had walked about 15m off the track towards the suspect area before the victim (who was the Team Leader and third in line) stepped on a mine.

Chiefs For The Nation: Containing Ethnonationalism And Bridging The Ethnic Divide In Fiji, Robert Norton
Chiefs For The Nation: Containing Ethnonationalism And Bridging The Ethnic Divide In Fiji, Robert Norton
Pacific Studies
Chiefship, a central element of indigenous Fijian society valorized and transformed under colonial rule, is becoming a crucial part of a national political culture for multiethnic Fiji. The collective status and authority of chiefs in Fiji’s political life is grounded not simply in the part they have played in expressing opposition between indigenous Fijians and the descendants of the immigrant Indians, but also in a paradoxical function they have acquired in bridging ethnic conflict. This dual ethnic and national identity was affirmed and reinforced by their endorsement of the recent constitutional reform. This article suggests that in its capacity to …

Housing For All: Addressing The Housing Needs Of Massachusetts' North Shore Residents, Theresa Mason, Elaine Werby, Caroline Coscia, Lisa Ward, Donna Friedman
Center for Social Policy Publications
The aim of this report is to support North Shore efforts to build a regional approach to housing.
The report explores the housing needs of people who are caught in the squeeze between low incomes and high housing costs. The report has two goals:
- to provide information for understanding the need to expand below market rate housing;
- to illustrate that need by providing detailed documentation on the situation in Gloucester, Peabody, and Salem.
The report is not intended to propose solutions, but to provide groundwork for solutions.
Environmental Change, Economic Development, And Emigration In Tuvalu, John Connell
Environmental Change, Economic Development, And Emigration In Tuvalu, John Connell
Pacific Studies
Growing consensus on the accelerated greenhouse effect indicates that potential increases in both sea levels and tropical storms will pose problems for atoll states, especially Tuvalu. Land areas and water supplies may be threatened by coastal erosion, depleting agricultural and fisheries potential. Tuvalu’s economy is limited and partly reliant on aid and remittances whose sustainability is uncertain. More than a third of the population now lives in overcrowded conditions in the urban center of Funafuti. Population growth has accelerated since independence, despite attempts to implement a population policy, while opportunities for temporary or permanent emigration have not increased. If environmental …

A Time-Series Econometric Model Of The Upstate New York Economy, Donald H. Dutkowsky, James Follain, Seth Giertz
Center for Policy Research
The purpose of the research described in this report is to produce an econometric model of the Upstate New York economy and two metropolitan areas within it—Albany and Syracuse. The model is intended to satisfy three main criteria. First, the model should be capable of capturing the dynamic nature of the local economy. This simply reflects the widely held belief that the local economy’s response to various external forces and policies is unlikely to be immediate. Second, the model ought to be capable of generating short-run forecasts. In particular, quarterly forecasts for one or two years are preferred to long-run …

Dissertations and Theses
Nationally, as well as locally, the emphasis in public assistance is to assist clients in becoming job ready. To this end, Oregon received waivers necessary to implement an innovative welfare reform effort, JOBS Plus Program (JPP), in 1994. The JPP provided subsidized employment for welfare recipients through the cashing out of public assistance benefits and Food Stamp monies. Employers were required to provide an on-site mentor for subsidized employees as a condition of agreement to participate in the Program.
Mentoring has been shown to positively impact employee overall job satisfaction, tenure, salary and promotion. While mentoring has been seen traditionally …

The Displaced Children and Orphans Fund (DCOF),which is administered by the Office of Health and Nutrition of the Bureau for Global Programs, Field Support and Research, U.S. Agency for International Development (USAID), is a special fund within the agency that provides assistance for special groups of vulnerable children. It operates under its own strategic objective which is “the protection, well-being and development of war-affected children, unaccompanied minors and orphans.” The Leahy War Victims Fund (LWVF), initiated in 1988 by Senator Patrick J. Leahy, operates similarly to the DCOF. Its stated objective is “The functional reintegration of war victims into civil …

Global CWD Repository
The purpose of this evaluation was to carry out an overall analysis of the impact of the financed actions and the performance of Handicap International in Mozambique in order to assure better quality of similar actions for future beneficiaries with respect to identification, design, relevance, efficiency, effectiveness and sustainability of these actions. Close attention was to be paid to the evolution of the political and socio-economic context in Mozambique, as well as the evolution of the policies and approaches of various actors involved in the sector. Meeting with the direct beneficiaries was emphasised and the use of participatory methods strongly …

Politics, Pedagogy, And Shaping Public Policy, Jill Dolan
Center for LGBTQ Studies (CLAGS)
We never exactly know when history is going to catch up with us, when we'll be in the midst of a crucial moment to which posterity will refer as key, as significant, as a lynchpin on which other moments, other decisions, other understandings were founded. The impeachment hearings recently conducted in the House of Representatives dragged us all, unwilling and amazed, into a dark hour of American politics, one in which partisan fury and ideological hatred are translated into strategies of power that disregard and reverse electoral politics. There's much to say about the disappointing performance of Bill Clinton as …
How The Public Views The State Courts A 1999 National Survey, Frank A. Bennack Jr.
How The Public Views The State Courts A 1999 National Survey, Frank A. Bennack Jr.
University of Nebraska Public Policy Center: Publications
The survey covered four broad areas: access to the courts, timeliness of court decisions, fairness of judicial decision-making, independence and responsiveness of the courts to the public and to changing conditions in society.
The questions came at the issues from many angles, but when all the figures were totaled and all the comments considered, the courts came out just okay on average.
This conclusion is a mix of high, medium and low marks across different categories. Sometimes there was broad consensus and other times views differed widely by race, ethnic group, income and other factors.

Is There Still A Need For The Special Assessment Program Within Oregon's Current Land-Use System?, David R. Brooks
Is There Still A Need For The Special Assessment Program Within Oregon's Current Land-Use System?, David R. Brooks
Center for Urban Studies Publications and Reports
Based on the research completed to date regarding the various components of the Oregon farmland preservation program, one question begs to be asked: "Is there still a need for the Special Assessment Program within Oregon's current land use planning system?"
This paper is an attempt to assess the role of the Special Assessment Program in the context of the overall land use planning system in Oregon. It is my contention that the Special Assessment Program no longer plays a meaningful role in the movement to preserve land in the rural areas of the state. Also, it may actually have perverse …
