The investigators concluded that the victim was working correctly and was excavating a detector reading. They found that his visor and apron were "covered with mud" and his deformed trowel was found lying about a metre from the detonation. The soil around the hole was still wet, showing that the victim has used enough water to soften the ground. Beneath the point of detonation was "a deep burrow, probably dug by mice". "Detonation signs" were only visible on one side of the "blast hole".

What Kind Of World Do We Want?, V Kurien Jun 1999

What Kind Of World Do We Want?, V Kurien

IIMB Management Review

Let the market resolve it' is India's new mantra, ever since globalisation and liberalisation ushered in a new economy, and with it, a new philosophy. Our bureaucrats have shifted from the jargon of doctrinaire socialism to the far more glamorous jargon of the bornagain capitalist. But is the market really as omniscient and just as we have begun to believe it is? The market has operated for most of this century in a world where poverty, hunger, disease and need are endemic; a world poised on the precipice of war, civil disorder and anarchy. Padma Vibhushan V Kurien, India's milkman …

The primary cause of this accident is listed as a "Management/control inadequacy" because the system of sending out Level 1 survey teams without protection is inherently and obviously dangerous. To expect the surveyors to always be able to correctly assess an area prior to entering it implies a lack of knowledge and/or thought on the part of those who devised the system. The parameters of survey seem to have been confused, with inadequate SOPs and the surveyors having no clear idea of the limitations of their work. With the work ill defined, the training cannot have been appropriate, so the …

Globalization, Stateless Capitalism, And The International Political Economy Of Tonga’S Satellite Venture, Anthony Van Fossen Jun 1999

Globalization, Stateless Capitalism, And The International Political Economy Of Tonga’S Satellite Venture, Anthony Van Fossen

Pacific Studies

Globalization has led some Pacific Islands countries into ventures that use their sovereignty to advance private interests against regulation by metropolitan states. Tongasat, Tonga’s innovative satellite enterprise, is one such recent initiative in “stateless” capitalism that has deep structural similarities with flags of convenience and offshore tax havens. The microstate has claimed a disproportionate percentage of geostationary slots and succeeded in filling a number of them. Tongasat’s emergence is analyzed in terms of the contemporary world-system, declining U.S. hegemony over the global satellite regime (creating opportunities for independent entrepreneurs), and the end of the cold war (making inexpensive Russian satellites …

Bridging The Divide: The Casework Policy Link, Peggy Pittman-Munke Jun 1999

Bridging The Divide: The Casework Policy Link, Peggy Pittman-Munke

The Journal of Sociology & Social Welfare

The professional history of social work in the United States of America is entering its second century. From this vantage point, it is possible to draw on. the past to develop ideas that will work for the future. Contemporary social workers often view the profession as dichotomized between those who deal with individual issues through counseling and private practice and those who are concerned with social change through policy reform. Mary Richmond, pioneer in the professionalization of social casework, offers a tightly integrated model which demonstrates how social casework and social reform can serve to reinforce and support one another …

The investigators concluded that the victim was carrying out an excavation drill correctly. A high "gravel" content in the soil made excavation the correct drill to use. His blast apron was covered with mud, which was taken as proof that he was using water to soften the ground. The investigators thought it likely that the mine was unusually sensitive due to having spent "more than 20 years in the ground". They thought it possible that the spring firing mechanism was already partly depressed.

A Survey Of Teen Pregnancy With The Latino Community, Deborah C. Rodarte-Carrasco

Whittier Scholars Program

The purpose of this paper is to determine, by the use of a survey, if differences in personal, social and family behaviors can be detected within two groups of demographically similar Latina females; one group who became teen mothers and the other who did not, in an attempt to distinguish factors that will help parents and adolescents reduce teen pregnancy. Previous research has mostly focused on the reasons why certain groups have higher rates of teen pregnancy than others have, but only one study (Hanson and Ginsberg, 1989) was done in a similar manner as this study has been designed. …

The victim was the one of a two-man team and was supposed to be "controlling" his partner who was in the clearance lane. The victim claimed that he had noticed an object "that he did not recognise" and prodded it with a piece of wire when it exploded. He sustained "lacerations and some light fragment damage to his hands… deep lacerations and damage to his left thumb and forefinger and lighter lacerations to his right middle finger".

Life Beyond Nuclear Testing The Nevada Test Site, Fina Martinez-Myers May 1999

Life Beyond Nuclear Testing The Nevada Test Site, Fina Martinez-Myers

UNLV Theses, Dissertations, Professional Papers, and Capstones

The Nevada Test Site (NTS) has served a crucial role in protecting the nation's security over the last 50 years. Changing national budgets and fiscal priorities have signaled dramatic adjustments for the NTS. Following the 1992 nuclear testing moratorium, the U.S. government has begun to make parts of the NTS available for private-sector use in an effort to generate money, utilize the Test Site's unique resources and capabilities, and provide economic development to southern Nevada. The initiative to attract private industry to the NTS is similar to activities taking place at other nuclear facilities across the nation. With a change …

The Value Of Independence In Old Age, Paula C. Carder May 1999

The Value Of Independence In Old Age, Paula C. Carder

Dissertations and Theses

Why is independence a central theme for proponents of assisted living facilities? How do assisted living providers respond to this theme? These questions are pursued in an ethnographic study centered on Oregon's assisted living program. Assisted living facilities (ALF), defined and monitored by Oregon's Senior and Disabled Services Division (SDSD), are a type of housing for disabled, primarily elderly, persons. Oregon Administrative Rules (OAR-411-56) define independence, requiring ALF providers to support resident independence.

Using social worlds theory as a sensitizing concept, assisted living is treated as a distinct social world. The activities of key groups, including SDSD staff, an ALF …

The Open Source Revolution: Transforming The Software Industry With Help From The Government, Mitchell L. Stoltz Apr 1999

The Open Source Revolution: Transforming The Software Industry With Help From The Government, Mitchell L. Stoltz

Pomona Senior Theses

A new method for making software is stealthily gaining ground in the computer industry, offering a promise of better, cheaper software and the empowerment of the user. The open source movement could revolutionize the software industry...if it succeeds. Open source means software that you are allowed to copy, modify, and give to friends. Source code , the lists of instructions which tell computers how to run, is readily available, allowing you to look inside the workings of a program and change it to suit your needs. A group of programmers, companies, users, and activists have gathered in support of this …

The demining group were clearing the Zimbabwe/Mozambique border minefields. The detector used was a Vallon with a folding handle. Deminers reported being poorly paid at the time and morale was low. The site management was intensely unpopular and seen as having little relevant background in humanitarian demining.

The rest of us kept walking for another five minutes and then we heard a terrible detonation. Somehow, we knew what it was. The sound was different, much louder; sinister, if I can put it that way. We knew that it was [the Victim]. We ran back and the only thing we could see was one blood-stained boot hanging from a tree. And then we realised that he had been blown to pieces. We had to pick each of the pieces up by ourselves; there was nobody else who could do it. The only part of his body that kept …

At 16:10 the victim changed roles with his partner and began work. His partner withdrew 30 metres. His partner saw him work with the Schiebel An 19/2 detector, put it down and kneel to prod. Then he put the prodder aside. About 30 seconds later, at 16:20 [ten minutes before work was to stop at 16:30], the victim initiated a PROM-1 mine which "appears to have exploded directly next to his head and chest". He had not told his partner that he had found a mine.

Employee-Based Versus Employer-Based Subsidies To Low-Wage Workers: A Public Finance Perspective, Stacy Dickert-Conlin, Douglas Holtz-Eakin Apr 1999

Employee-Based Versus Employer-Based Subsidies To Low-Wage Workers: A Public Finance Perspective, Stacy Dickert-Conlin, Douglas Holtz-Eakin

Center for Policy Research

We revisit the relative merits of employee-based versus employer-based labor market subsidies. While conventional analyses stress the equivalence of these approaches, we find a modest preference for employee-based approaches. Because the population of low-wage workers overlaps, but is not identical to, the populations of low-skill or low-income workers, simple employer-based approaches are likely to be poorly targeted. Targeting may be improved by identification of eligible workers, but identification itself raises the possibility of detrimental stigma associated with the program. When combined with lower participation rates among firms than among households, the size of employer-based subsidies needed to match the outcome …

Exploring The Effect Of Welfare Reform Implementation On The Attainment Of Policy Goals: An Examination Of Michigan's Counties, Jodi Sandfort Apr 1999

Exploring The Effect Of Welfare Reform Implementation On The Attainment Of Policy Goals: An Examination Of Michigan's Counties, Jodi Sandfort

Center for Policy Research

This paper presents a cross-sectional examination of the implementation conditions within Michigan during the first year following the passage of federal welfare reform. It asks the question, “Do implementation factors in the welfare system quantitatively influence the achievement of public policy goals?” Drawing on data from 82 counties, this analysis provides an exploratory, multivariate model that controls for environmental factors outside of the influence of program implementers and examines the effects of macro- and micro-implementation conditions on an outcome desired by policy reforms. The results suggest that implementation factors do have a statistically discernible relationship to proportion of a county’s …

Stability And Change In The Living Arrangements Of Older Italian Women, 1990-1995, Cecilia Tomassini, Douglas A. Wolf Apr 1999

Stability And Change In The Living Arrangements Of Older Italian Women, 1990-1995, Cecilia Tomassini, Douglas A. Wolf

Center for Policy Research

In this work we analyze the living arrangements of elderly unmarried women in Italy. We use data from three surveys, collected in 1990, 1994, and 1995 by the Italian statistical agency ISTAT. We consider unmarried women aged 65 and older, and three household types (living alone, with children, or with others), taking into account the availability of children with whom they might share a household. During this period the percentage of elderly living alone fell slightly. We investigate these patterns with a structural analysis based on multinomial models. Results indicate that some individual variables (living in southern Italy, health status) …
