The Federal Employees Flexible and Compressed Work Schedules Act (FEFCWA) authorizes, but does not require, agencies to offer alternative work schedules to employees. FEFCWA permits employees to designate non-traditional arrival and departure times, centered around core agency hours, and to experiment with four-day workweeks or other compressed schedules. Under the law, implementation and employee utilization of alternative work schedules depends on management support and leadership.

On the 21st of April 2009 an UNMAO QA Officer from the Juba Sub-Office whilst conducting distance and bearing checks during a completion QA for the handover of a cleared DA-SS-796 in Central Equatoria State suffered serious injuries after stepping on an AP mine resulting in the traumatic amputation of his right foot. The injured was transferred to UNMIS medical facilities in Juba where he was stabilized and subsequently transferred abroad for further medical treatment. The BOI determined that MDD assets had cleared the specific area of the accident and there were missed mine which resulted in the serious injury …

The key factors of the application of the airborne remote sensing technology for humanitarian demining are the minefield indicators [1] or the indicators of mine presence and the indicators of mine absence [2] and the analytical assessment of the contamination by the landmines [3]. Minnesota counties are experiencing more than just financial burdens from state mandates these days. Counties and local governments currently are seeking the most effective solution of implementing state mandates; leaving behind the argument of no mandates without funding to "give us mandates that work". In my analysis I combined county budgetary and demographic data, with phone survey data gathered from Minnesota counties. I anticipate results that will show a wide variety in county administrator attitudes towards state mandates and varying local capacity to meet them. For someone of my generation, any mention of Cambodia conjures up a jumble of images and emotions—albeit, nearly all from the distant past. Always appearing, but in no particular order, would be: the revelation of Nixon’s secret war; the killings at Kent State; strikes that closed down a number of American college campuses; Pol Pot; the seemingly endless debate whether to use the term Cambodia or the more radical “Kampuchea”; Prince Sihanouk; and last but certainly not least: the Khmer Rouge as the personification of a Third World liberation movement.

The government of Cambodia is replete with corruption and does not respond adequately to the needs of its citizens according to Joel Brinkley’s Foreign Affairs article “Cambodia’s Curse.” Pol Pot, the killing fields, and the Khmer Rouge still linger in the memories of most Americans when Cambodia’s name is mentioned. Yet, the country is currently languishing in the arms of an unresponsive governing elite whose fortunes may continue to improve due to oil and continuous aid grafting.

The article presents information on the American Recovery and Reinvestment Act (ARRA) and discusses its significance to libraries in Georgia. The legislation, also referred as the Stimulus Public Law 111-5, is intended to create supplemental appropriations for job preservation and creation, infrastructure investment, energy efficiency and science, assistance to the unemployed, and local and state fiscal stabilization. It also discusses the challenges posed by the legislation on library administrators. It explores the funding opportunities that public libraries need to consider.

The federal government will now spend 30 billion dollars towards the goal of ensuring that more children in the United States are insured. The survey of participants in the City Assisted Evacuation Program (CAEP) indicated a variety of perceptions about their evacuation experience during and after Hurricane Gustav. While the CAEP was generally regarded by most participants as successful, there are some aspects that were identified as needing improvement. Some of these can be improved by the city; some improvements are under the purview of the state or the federal government. Some can be fixed expeditiously; some will require a long-term commitment.

For more than a decade, Clark County, Nevada was the fastest growing county in the nation and its government (and government services) rapidly expanded in an attempt to keep pace with the ever-increasing needs of County residents. In 1996, Clark County Human Resources (CCHR) endeavored to improve its managerial efficiency by reducing its number of position classifications and succeeded in collapsing some 1100 job classes down to 500. As the population boom continued well into the new millennium, the County was operating largely from a reactive position and experienced yet another spike in classifications; this time reaching 765 job classes …

This paper uses ethnographic methods, including semi-formal, semi-structured interviews, but especially participant observation and informal conversation, to attempt to understand the realities of the coastal population of the Municipality of Trairí, Ceará, Brazil, as the traditional fishing communities of Guajiru, Fleixeiras, and Emboacca react to international and national economic policies, tourism, and land speculation that are enacted through the lens of neoliberalism. Human rights and terrorism are two of the most frequently invoked, powerfully deployed, and hotly contested paradigms of our time. They are, first and foremost, words. They are words that attempt to describe concepts, values and actions. Human rights are understood as the fundamental “civil, political, economic, social, and cultural rights that all human being should enjoy” beyond the non-negotiable, fundamental right to life (United Nations). In a timely coincidence, Henry Alford’s recent travel article, “Banishing the Ghosts in Cambodia,” recently tantalized this reader with visions of a destination vacation in mind. Written for the travel-inspired readership of the New York Times, Alford’s version of Cambodia as a newly reborn hotspot for far flung Westerners approaches the point of lulling his decidedly non-Cambodian audience into pleasantly myopic vision of a plush Cambodian phoenix fully risen from its mired ashes. Amidst the outcropping of chic resorts and beautiful beaches reincarnated from the elegant, pre-Khmer Rouge moment of Cambodia’s forgotten past, Alford banishes the ghosts of Pol Pot’s …

Brinkley’s piece draws welcome attention to the virtual farce of hybrid justice now underway in Cambodia, although the emphasis of the piece on the prevalence of corruption de-emphasizes a broader point: human rights protections are not respected in Cambodia, and serious accountability for the abuses by the Khmer Rouge or any subsequent abuses are unlikely, not merely because leaders are corrupt, but because the wide scale culture of impunity makes the protection of human rights and functional rule of law virtually impossible.
