In 2002, with the creation of the Department of Homeland Security (DHS), the Federal Emergency Management Agency (FEMA) and more than 20 other agencies/entities became part of a new organizational entity. Subsequent performance failures by FEMA, specifically preparation for and response to Hurricane Katrina, led to a number of internal and external reviews and investigations to determine the causes of these failures and to identify potential solutions. Congressional concern led to the passage of PL109-295, the Post-Katrina Emergency Management Reform Act of 2006, which set in motion a series of expectations and provided considerable resources for FEMA’s ‘transformation’. On 19th of April 09 one of the MACCA operations assistant found the team using big shovel and raised a non-conformity report, but the team leader and then the operations officer of [Demining group] did not accept the non-conformity report. The Institute Brief Series, Institute for Community Inclusion

The Individuals with Disabilities Education Act, last amended in 2004 (IDEA 2004), encourages parents and educators to work collaboratively, emphasizing that as a team they are uniquely suited to make decisions that help improve the educational experiences and outcomes of children with disabilities. The Advancing Parent-Professional Leadership in Education (APPLE) Project was funded to develop the leadership skills of parents individually and within their communities. The project took place in Massachusetts, where school districts are required to have a special education parent advisory council (SEPAC).

Honduras has for almost two decades embraced economic integration as a way to achieve sustained economic growth. The DR-CAFTA agreement signed in 2004 represents another step towards economic openness. The agreement generated a heated debate about the benefits and costs to the Honduran economy. Previous assessments suggest that Honduras will have a marginal aggregate benefit from DR-CAFTA. The findings from this study suggest that the agreement might actually yield a marginal loss vis-à-vis the counterfactual. Previous studies also stress the potential for large losses resulting from the agreement, particularly for some traditional and sensitive agricultural sectors. The findings from this …
