Sida Ddg Evaluation, Kennet Korayi, Tim Lardner, Anna Wood

Global CWD Repository

On 1 March 2008 Danish Demining Group (DDG) entered into a two-year agreement with the Swedish International Development Agency (Sida) to implement the project "Survey, Explosive Ordinance Disposal (EOD) and Mine Risk Education in Southern Sudan". The project aims to support the repatriation process for refugees and IDPs in South Sudan by providing a safe environment for the returnees and communities, and facilitating the work of humanitarian organisations. As the project is scheduled to end in 2010, Sida and DDG decided to commission an evaluation to inform the decision concerning a possible extension. The evaluation was conducted by a team …

A Positive View Of The Trajectory Of The Human Rights Movement, David Akerson May 2010

A Positive View Of The Trajectory Of The Human Rights Movement, David Akerson

Human Rights & Human Welfare

In 1988, during the waning days of apartheid in South Africa, I was a young American lawyer working for South African Lawyers for Human Rights in Pretoria. On one occasion, I accompanied some of my African colleagues to a conference, the purpose of which was to begin visualizing post-apartheid South Africa. While the apartheid regime was still in power, it was clearly in hasty retreat, and it was equally clear that its days were numbered. The African majority would soon be taking over the reigns of power, and they were excited to begin visualizing what freedom and human rights might …

The First Thing We Do, Let's Deregulate All The Lawyers, Clifford Winston

Brookings Scholar Lecture Series

This presentation will discuss lawyers as an influential interest group on the formation of public policy and as a recipient of large economic rents. Cliff will argue that deregulating entry into the legal profession will reduce lawyers' rents and their incentive to support inefficient policies.

Positive Youth Justice: Framing Justice Interventions Using The Concepts Of Positive Youth Development, Jeffrey A. Butts, Gordon Bazemore, Aundra Saa Meroe

Publications and Research

Positive youth development could be an effective framework for designing general interventions for young offenders. Such a framework would encourage youth justice systems to focus on protective factors and risk factors, strengths, problems, and broader efforts to facilitate successful transitions to adulthood for justice-involved youth. The positive youth development approach supports youth in successfully transitioning from adolescence to early adulthood by encouraging young people to develop useful skills and competencies and build stronger connections with pro-social peers, families, and communities (Butts, Mayer, & Ruth, & Ruth, 2005). Young people engaged with trustworthy adults and peers to pursue meaningful activities and …

On 9th April 2010 at 10:27 while [the Victim] was working in his clearance lane, busy in excavation drill, the accident happened and caused severe injuries to his right hand (traumatic amputation) and some minor injuries to his neck and nose. His visor was broken down and separated from headband. As per the investigation report, the deminer has breached the SOPs as dug directly down on top of the mine. It is also possible that he tried to work in a bit hurry to increase the progress. As he was fully dressed with PPE, therefore, remained save from other severe …

The maximum voucher amount in 2008-09 was $6,607, and approximately 20,000 children used a voucher to attend either secular or religious private schools. The MPCP is the oldest and largest urban school voucher program in the United States. This evaluation was authorized by Wisconsin Act 125 enacted in 2005.

School Choice Demonstration Project

This report, designed as one component of the comprehensive evaluation of the Milwaukee school system being conducted by the School Choice Demonstration Project (SCDP), is based on focus group conversations with low-income families whose children attend Milwaukee public and private schools. The report seeks to elucidate the demand side of school choice from the perspective of the end users. More specifically, it describes the experiences of low-income families and uses their insights to better understand the strengths and limitations of their attempts to exercise parental school choice. Among its distinguishing characteristics, Milwaukee has the first publicly funded means-tested voucher program …

Milwaukee Longitudinal School Choice Evaluation: Annual School Testing Summary Report 2008-09, Jeffery R. Dean, Patrick J. Wolf

School Choice Demonstration Project

With the passage of the 2005 Wisconsin Act 125, private schools participating in the Milwaukee Parental Choice Program (MPCP) have been required to administer annual standardized tests in reading, mathematics, and science to their MPCP students enrolled in the 4th, 8th, and 10th grades. The law further directs Choice schools to submit copies of the scores from those tests to the School Choice Demonstration Project for processing and reporting to the Legislative Audit Bureau. During the 2008-09 school year, MPCP schools administered either nationally normed tests, such as the Iowa Test of Basic Skills, or the state criterion-referenced Wisconsin Knowledge …

The city of Milwaukee is often called a laboratory for experimentation with parental school choice. Milwaukee is home to the first urban school voucher program, the Milwaukee Parental Choice Program (MPCP), which has grown over the past 19 years to enroll 19,803 students in 127 different private schools in 2008-09. A total of 59 public charter schools operate within the city’s boundaries, enrolling 17,158 students last year. Even students in the Milwaukee Public School (MPS) system have a variety of magnet, community, open enrollment, and inter-district school choice options available to them, so long as transportation funding holds out. When …

School And Sector Switching In Milwaukee, Joshua M. Cowen, David J. Fleming, John F. Witte, Patrick J. Wolf

School Choice Demonstration Project

In this report we analyze the movement of students to and from the Milwaukee Parental Choice Program (MPCP) and Milwaukee Public Schools (MPS). We also analyze student mobility between schools within each sector. The analysis rests on two separate sets of data: the administrative records we have collected as part of our separate analysis of academic achievement in MPCP (Witte , Wolf, Cowen, Fleming, & Lucas-McLean, 2010), and the results of an extensive set of surveys collected from parents of private and public school students.

The Rice Farmer Vs. The Multinational: Mali’S Winding Path Toward Food Sovereignty, Emily Bell

Independent Study Project (ISP) Collection

Land grabbing by foreign investors is a growing problem for the Global South. Rice production in Mali is no exception. To counter this trend, there is a greater push from countries like Mali for food security and food sovereignty. Despite this push, decentralization and a lack of government funds have led Mali to sign multiple agreements with multinational companies. The Malibya Society, a partnership between Mali and Libya, is one of these investors that could jeopardize Mali’s autonomy. This paper will describe the details of the project, the reactions of government officials, peasant organizations, and farmers, and what Malians can …

Welfare Benefits After The 1996 Reform Act: A New Look At The Idea Of States As Welfare Magnets, Erin Sollund

Political Science Theses and Capstones

The focus of this research is to find the differences of how each state’s welfare policies have changed since the welfare reform act of 1996, and also how recipients have responded to this change. In my analysis I combined data from the U.S Department of Health and Human Services, the Bureau of Economic Analysis, and the U.S. Department of Commerce. Preliminary results suggest that states with a higher percentage of recipients on welfare before the reform showed a greater change in number of recipients than states starting with a lower percentage as did states with stronger Democratic leanings, a more …

Creating A Comprehensive Profile Of The Academic Competitiveness Grant, Kelsea Klein

Political Science Theses and Capstones

The recent push for more Americans to attend postsecondary institutions has led to the development of numerous and far-reaching government student financial aid programs. These programs have aimed at supplying the whole of the population with financial assistance regardless of color, gender, or age. However, the distribution of the aid has encountered many problems as critics argue that the recipients of the aid are primarily limited to a narrow subgroup of the population. A new program created under the Higher Education Reconciliation Act of 2005 called the Academic Competitiveness Grant is no exception. Preliminary logit analysis of the reception rates …

Taking Money: The Politics Of Asset Forfeiture In The State Of Minnesota, Chad Hedman Apr 2010

Taking Money: The Politics Of Asset Forfeiture In The State Of Minnesota, Chad Hedman

Political Science Theses and Capstones

Is there a reason why a particular county might use asset forfeiture more than others? Asset forfeiture, in short, is law enforcement confiscating any items used in the act of committing a crime. As many governments face more budget crunches and deficits all means of revenue will become more vital to everyday operations. Everything gets reported back to the Minnesota State Auditor, where I was able to get complete data on every county. For variables such as education, race and others I drew from numerous government websites. I wanted to see if certain variables correlated with higher incidence of forfeiture. …

Juvenile Delinquency Policy And Juvenile Crime In The American States, Jennifer Baker Apr 2010

Juvenile Delinquency Policy And Juvenile Crime In The American States, Jennifer Baker

Political Science Theses and Capstones

Every year each state comes out with a report on all the possible crimes that were committed and how many people were convicted for various crimes in a given state. The same goes for juveniles, as reported in the Juvenile Offenders and Victims 2006 National Report. I compiled data on the fifty states and their programs directed towards juveniles. I then compared the different crimes against the different programs to see if there was any significant difference in Crime rates between states having a specific juvenile justice program or not. I found that some of the programs did affect crime …

Anticipated Effects Of The U.S. Mexico City Policy On The Attainability Of The Millennium Development Goals And Future Development Efforts In Sub-Saharan Africa, Katherine Clare Alexander Apr 2010

Anticipated Effects Of The U.S. Mexico City Policy On The Attainability Of The Millennium Development Goals And Future Development Efforts In Sub-Saharan Africa, Katherine Clare Alexander

Anthós

In the low-income countries of sub-Saharan Africa, the performance of pyramidal reproductive health and family planning services with public outreach initiatives has not met the expectations or the needs of the communities they serve. Insufficient case management, limited management capacity and referral and communication failures are challenges faced on the delivery level, while on the policy level these health clinics face insufficient coordination among organizations and weak links between programs (Schneider, 2006). The Mexico City Policy, first introduced by President Reagan in 1984, only exacerbated these challenges for organizations that offer comprehensive contraception and family planning programs by denying any …

UNLV Theses, Dissertations, Professional Papers, and Capstones

The current study is an analysis of the problem of homelessness in American society today. It focuses on the demographic characteristics of the homeless in addition to some of the contributing factors that explain homelessness. Of particular concern is how the criminal justice system responds to homelessness, including the criminalization and stigmatization of homeless individuals and the implications of such a response. The data used in this study come from a recent survey conducted in a jail setting in a northwest city. The present study compares those who have been homeless at one time or another and those who have …

Integrated Water Resources Management: A Theoretical Exploration Of The Implementation Gap Between The Developed And Developing Worlds, Jennifer S. Schiff

Graduate Program in International Studies Theses & Dissertations

As part of its Millennium Development Goals, the United Nations acknowledges that solving the world's water woes requires giving one billion additional people access to safe and affordable drinking water, while also noting that this is a difficult goal to achieve considering present environmental challenges. Amidst this atmosphere of vanishing freshwater, the legislative policy community has begun to encourage diverse discourse on the topic of efficient resource management, but the form and function of such a solution present unique political and theoretical challenges for policymakers and scholars alike. The current consensus among water managers is that a multifaceted policy framework …
