Competition for scarce Colorado River water resources is nothing new, but the conflicts that prompted the seven basin states to negotiate the 1922 Colorado River Compact have grown considerably fiercer and more complex in recent decades. In 2007, responding to the challenges of increasing demand and sustained drought, the seven basin states and a number of other affected interests agreed to a set of interim guidelines for allocating Colorado River water in the event of shortages. This agreement represents an important evolution in the governance of the Colorado River, suggesting that the many interests in the basin can work together …

Irish higher education faces particular difficulties given the severity of its economic crisis. Like other countries, it is engaged in significant system restructuring coupled with managed policy direction. Where Ireland does differ is in its emphasis on a 'whole of country strategy' and commitment that teaching and research go hand-in-hand. This paper looks at the fortunes and mis-fortunes of Irish higher education.

A decade of deliberations on the problems caused by conventional weapons has resulted in various international legal instruments. Based on the precedents established through more than a decade of efforts to implement the Anti-Personnel Mine Ban Convention, there is consistency amongst these instruments. Different legal instruments, but with a uniform approach as concerns assisting victims and survivors of landmines and other explosive remnants of war, present certain opportunities. These opportunities concern ensuring coherence, closer cooperation and efficiency, ultimately with a view to achieving the greatest impact on the ground in affected communities. In July 2008, the State of Oregon implemented SB 1080, legislation that required all applicants for an Oregon Driver License or ID card to present proof of legal presence in the United States. In 2007, some 140,000 unauthorized immigrants were estimated to be living in Oregon, more than two-thirds of whom were estimated to be members of the labor force. Approximately 97% of Oregon’s unauthorized immigrants are thought to be Latino, nearly all of Mexican origin. This report includes a discussion of the social science findings on the situation of undocumented workers in the U.S and what is known about …

An increasingly challenging phenomenon for both developing and advanced economies, the negative consequences of long-lasting youth unemployment both at the individual and the societal level are well established. The volatility of local economies in an era of recurrent global economic crisis may have solidified the disadvantaged status of young people within the larger economies. Understanding youth labor outcomes in developing countries may offer new perspectives for policy makers as well as help to unmask chronic problems in our economic systems and give direction to further studies concerning the youth labor market.

Building on existing literature and research that identify nonprofits as agents of democracy, this research explores how community-based organizations (CBOs) advance social change. Strategically placed to improve social and economic security for individuals, families, and communities, CBOs have unique characteristics, successes, and challenges. The study seeks to understand, document, and apply these in building theories for use by practitioners, academics, public officials, and people living the experiences that public policies address. The research articulates a new model of social change, wherein individual transformation, organizational growth, community strengthening, and public policy work together in dynamic and complementary spheres.

The problems associated with the civil legal system for women who have experienced domestic violence have been persistent over time and still exist today. The current sociopolitical context in this state frames access to civil legal services either through a means-tested (and underfunded) program (Civil Legal Assistance) or as a privately purchased market service. This leaves a limited amount of low- or no-cost alternatives, which creates a gap in services for those women whose income is too high to qualify for Civil Legal Assistance programs, yet too low to afford to hire a private attorney. The aim of this study was to determine whether functional ecdysone response elements (EcREs) exist within the genome of Brugia malayi, a parasitic nematode that causes lymphatic filariasis. The hypothesis that EcREs exist in B. malayi stemmed from previous demonstration of a functional ecdysone response system in B. malayi (Tzertzinis et al., 2010). Real-time PCR (qPCR) experiments were conducted to measure gene expression levels for twelve genes proximal to five putative EcREs in 20-OH ecdysone treated and untreated B. malayi embryos. Seven genes showed consistent upregulation with 20-OH ecdysone treatment. Each of the five putative EcREs had at least one …

In the 1970s, the world began moving towards free market policies. Open borders, lower taxes, and market-based economies became more prominent as centrally planned governments declined in both number and significance. In order to participate in European trade and to enhance its global position, France also moved towards decentralization. French socialists became less concerned with centralized government, yet continued to preserve their strong national desire to protect French citizens. France experienced substantial growth in its employment costs during the 1980s. By the early 1990s, France introduced labor contracts that better defined the duration of employment. These contracts pressured French companies …

This article evaluates the Obama administration’s efforts towards reforming U.S. immigration detention policies. Over the past decade, immigrant rights advocates have increasingly criticized certain policies of the U.S. Immigration and Custom Enforcement (ICE) system of immigration detention, including the widespread use of private contractors, lack of proper oversight, grouping of violent criminals and non-violent undocumented immigrants (particularly minority women and children) in holding cells, and neglect of detained immigrants in need of medical attention. In reviewing these developments, I contend that the Obama administration must take substantive steps towards reforming the existing system, particularly by instituting legally enforceable standards with …

The Disability Screening Process And The Labor Market Behavior Of Accepted And Rejected Applicants: Evidence From The Health And Retirement Study, Seth H. Giertz, Jeffrey D. Kubik

This paper uses Social Security earnings records linked to data from the Health and Retirement Study to examine the labor market behavior of rejected and accepted disability applicants prior to their application. We find that rejected applicants have substantially lower earnings and labor force participation rates during the decade prior to application than beneficiaries. Also, we find some evidence of a divergence between these groups, with rejected applicants leaving the labor force at a faster rate than beneficiaries as their application date approaches. One interpretation of these results is that the disability screening process on average separates those who are …

Every year, in the United States, between 100-200 babies are infected prenatally with HIV. With the use of antiretroviral medications, elective cesarean section and formula feeding, the risk of vertical transmission can be reduced to less than 2%. In this paper I analyzed whether or not state governments should mandate HIV testing for all pregnant women in order to reduce vertical transmission of HIV. By looking at the cases for and against mandatory testing, as well as looking at states such as Connecticut who have implemented mandatory testing, I will present the case for why the benefit of mandatory testing …

The study's purpose was to define and identify Social, cultural, and human capital variables relevant to understanding community expectations of postsecondary attainment. The purpose of this study was to identify current issues in water allocation in the Lower Colorado River Basin and to locate existing areas of consensus among its stakeholders. Surveys, both paper and web-based provided the data required to measure overwhelming agreement on issues. The data analysis served to locate the areas of agreement within and between interest groups. While overwhelming agreement between all groups proved to be a relatively rare occurrence, the existence of issue specific agreement between two or more groups was more common than expected. The conflicts in Chechnya and Georgia are for Russia the seminal policy events of the turbulent post-‐Soviet era. Learning about Russian conflict policy thinking with respect to these cases should help to illuminate broader Russian foreign policy objectives and tendencies. Even though the Chechen Wars were by nature domestic conflicts, I believe that trends and patterns from that case, combined with insights from the Georgian conflict, can help identify strengths and weaknesses of major Russian foreign policy theories.

This research study examined the conditions under which direct democracy advanced versus impeded gay relationship rights. Many policy makers argue that direct democracy works to create a “tyranny of the majority” in which the majority impedes the rights of minority citizens. However, other researchers disagree and note that direct democracy contests advance gay rights as seen in Switzerland (Frey & Goette, 1998). Over the past few decades, falling birth rates and increasing life expectancies have threatened the viability of social security programs all across the Organisation for Economic Co-operation and Development (OECD). In this dissertation, I attempt to shed some light on the extent of the crisis that the social security program in the United States (U.S.) currently faces, and I also recommend one possible reform policy. Using the testimonies surrounding the Development, Relief, and Education for Alien Minors Act (DREAM Act) as a primary case study, this project provides a rhetorical investigation of the interplay between narratives, nation building, national identity, policymaking, and the American immigrant. This project first identifies the grand narrative of exclusionary nationalism as the primary narrative constituting the American identity. Then, this project examines the rhetoric of policymakers to demonstrate how an Anglo-Saxonized, elitist notion of American identity is rhetorically constituted by assimilationist, racist, xenophobic, and classist discourses.
