In response to the passage of the Personal Responsibility Work Opportunity Reconciliation Act (PRWORA) and its lead cash assistance program Temporary Assistance to Needy Families (TANF), states have taken unique and divergent approaches to welfare policy implementation. One popular approach to workfare delivery, known as privatization, involves contracting with non-profit and for-profit entities operating within the private sector. The General Accounting Office reports that nearly every state is privatizing TANF services to some degree through third-party contracts, but very little is understood about why variation in contracting exists and the ramifications for the program outcomes of welfare recipients. Preparations for the 2014 World Cup and 2016 Olympic Games are well underway in Brazil, with local government officials in Rio de Janeiro trumpeting the “major success” of initiatives intended to address notoriously high levels of violent crime.

A key issue in the decades-long struggle over US health care spending is how to distribute liability for expenses across all market participants, from insurers to providers. The rise and abandonment in the 1990s of capitation payments—lump-sum, per person payments to health care providers to provide all care for a specified individual or group—offers a stark example of how difficult it is for providers to assume meaningful financial responsibility for patient care. Several studies have been devoted to determine the causes of ED use growth but few of them have examined impacts of public policies on ED visits. This dissertation examines the homeland security organizations of the 50 states, and describes what systems the states have created for homeland security policy and structure. The purpose of this dissertation is to determine how each state homeland security organization was developed, describe each organization, and ascertain if patterns of homeland security have emerged among the states. This descriptive study also uncovers philosophical differences in the states' interpretation of homeland security.

The study aims to identify organizational factors that influence the performance of implementation of the U.S. Freedom of Information Act (FOIA) and to investigate the strength and direction of their effects. Although FOIA is a critical statute to promote right to know and democratic accountability, its implementation by federal agencies has been frequently criticized for delay of information disclosure and a large backlog of unresolved requests. This exploratory study can be considered one of first academic efforts to analyze the relationship between organizational factors and the performance of FOIA implementation using empirical methods. Like many other controversial social issues, same-sex marriage has followed the ebb and flow of the political stream for almost 30 years in the United States. What pulled this policy issue out of the policy stream and placed it front and center in the public's mind were the actions of a handful of local officials who, in the winter of 2004, acted against the status quo and instituted public policies in favor of same-sex marriage. The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 gives states wide latitude to institute eligibility rules for welfare payment, set welfare payment amounts and decide on the income threshold that trigger welfare payments under the Temporary Assistance for Needy Families (TANF) program. Do recipients shop around for the best deal by migrating to a state with higher benefits and liberal eligibility rules in the post-welfare reform era? This dissertation is an empirical analysis of a government policy tool--registry of civil society organizations--targeted toward civil society, how civil society and nonprofit organizations respond to the policy tool, and how it influences the development of civil society. The theoretical framework is based on concepts from literature on mapping civil society, policy studies, nonprofit studies, and development studies. The analysis is based on data collected through administrative and legislative documents and 82 interviews with nonprofit leaders in Ecuador and Colombia, South America.

Interviews with 32 community behavioral health providers elicited perceived benefits and barriers of using electronic health records. Themes identified were (a) quality of care, (b) privacy and security, and (c) delivery of services. Benefits to quality of care were mentioned by 100% of the providers, and barriers by 59% of providers. Barriers involving privacy and security concerns were mentioned by 100% of providers, and benefits by 22%. Barriers to delivery of services were mentioned by 97% of providers, and benefits by 66%. Most providers (81%) expressed overall positive support for electronic behavioral health records.

This article discusses the concept of the so-called experimentalist governance. It explains that the experimentalist architecture in regulation is well illustrated by the European Union Water Framework Directive (WFD) and its Common Implementation Strategy. The article suggests that experimentalism appears particularly well suited to transnational domains, where there is no overarching sovereign with the authority to set common goals even in theory, and where the diversity of local conditions and practices makes the adoption and enforcement of uniform fixed rules even less feasible than in domestic settings.

Presented the question: How have successful community-level sustainable development efforts undertaken under crisis conditions drawn upon indigenous knowledge to achieve positive outcomes? Currently, the U.S. Department of Homeland Security (DHS) elicits probabilistic judgements from the intelligence community on actions terrorists may take to attack the continental U.S. For example, how likely is the adversary to choose agent 'x' over 'y' or target 'a' over target 'b'? Eliciting these types of judgements is difficult and time consuming. Using the theory on Representative Bureaucracy, this study considers the minority representative role, which suggests that administrators who are minorities are more inclined to represent minority interests. This study examined whether officers perceive themselves as advocates based on shared demographics and whether they develop attitudes toward reducing youth violence. Considerably more researchers conduct studies in adult prisons than juvenile correctional facilities, which focus on rehabilitation for youth. Therefore, this study further examines youth correctional staff attitudes toward inmates. The way correctional officers' treat minors may impact the amount of violence in juvenile detention facilities.

The article presents a study that investigates the views of citizens on the efficiency of financial reports in the U.S. Researchers did a survey to discern the perspectives of respondents about the effectiveness of the said reports in informing other individuals about government finances. Home energy audits administered by utilities and government typically provide homeowners with lists of technical upgrade recommendations intended to increase the technical energy efficiency of the house. Audits proceed with assessment of physical characteristics, subsequently processed with a computational model and transformed into a report, sometimes customized by the auditor. In 1963, President John F. Kennedy signed the Mental Retardation and Community Mental Health Centers Construction Act, establishing the beginnings of deinstitutionalization in the United States. By some counts, this Act was a stupendous policy success—by others, a dismal failure. 50 years later, no cohesive national mental health care policy has emerged to deal with increased rates of mental illness among the homeless and the incarcerated. There is considerable variation across households in energy use, even within similar climates and housing styles. There is also considerable variation in energy savings following upgrades of housing and appliances. We combine empirical data on household consumption with advanced simulation modeling techniques to investigate just how much behavior matters in determining consumption levels. compared to weather, technology and building characteristics. The adventure of the Swiss Foundation on Mine Action (FSD) started 16 years ago with demining activities and the destruction of antipersonnel mines. It is only natural that the FSD very quickly broadened the range of its activities to encompass all types of mines and unexploded ordnances of war.

The evaluation of the Support to Tajikistan Mine Action Programme (STMAP) was commissioned by UNDP to:
- Develop a roadmap for the future of TMAC
- Review the progress of STMAP against the goals of CPAP, UNDAF 2010-2015 and the national mine action strategy 2010-2015

This report provides the results from a survey and personal interviews that were conducted with MaineCare members who use long term services and supports -- specifically those who are on the Elder and Adults with Disabilities Waiver and those using Private Duty Nursing (PDN) Services. People who are eligible for these services generally need nursing care and assistance with a combination of activities of daily living (e.g. eating, toileting, mobility, transfer) and instrumental activities of daily living (e.g. meal preparation, grocery shopping, housework). The Elder Economic Security StandardTM Index measures the income that Massachusetts’ seniors need to maintain independence and meet their basic living expenses in the community. The Elder Index uses an income measure that reflects the actual expenses for basic needs of older adults, and includes cost estimates for housing, food, medical care, transportation, and household essentials. Elder Index values are calculated for each state, on a county-by-county basis, providing policy makers and individuals a benchmark for determining what income or governmental supports are needed in their communities.

This report addresses income adequacy for North Carolina’s older adults using the national WOW-GI National Elder Economic Security Standard Index (Elder Index) methodology. The Elder Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status and health status. The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.
