School Choice Demonstration Project
Our research revealed a pattern of school choice results that range from neutral (no significant differences between Choice and MPS) to positive (clear benefit to Choice). Although we have examined virtually every possible way that school choice could systematically affect people, schools, and neighborhoods in Milwaukee, we have found no evidence of any harmful effects of choice.

School Choice Demonstration Project
Special education and parental school choice are two of the most controversial issues in K-12 education in the United States. Those policies converge on an important question in an evaluation of the Milwaukee Parental Choice Program, what proportion of students have education-related disabilities? This debate, in Wisconsin, has provoked a lawsuit against the state’s Department of Public Instruction (DPI), which implements the Milwaukee Parental Choice Program (MPCP). MPCP is the oldest and largest urban private school voucher program in the United States.

The School Site Visits study is part of the fifth series of annual reports produced by the School Choice Demonstration Project (SCDP). It describes some of the major challenges experienced and common practices demonstrated by thirteen (13) K-12 schools participating in the Milwaukee Parental Choice Program (MPCP). During the 2010-11 school year, there were 107 religious and secular schools participating in the MPCP. This report is based on visits to six of the high schools and seven K-8 schools that collectively reflect the wide range of characteristics associated with participating schools. Effective at the start of the 2010-11 school year, 2009 Wisconsin Act 28 requires private schools participating in the Milwaukee Parental Choice Program (MPCP) to administer the state test, the Wisconsin Knowledge and Concepts Examinations (WKCE) in reading, mathematics and science to all MPCP pupils in the same grades as public school students tested under Title 1 of the federal No Child Left Behind Act. The general purpose of this five-year evaluation is to assess the effectiveness of Milwaukee’s independent charter schools in promoting student achievement growth. Independent charter schools are authorized by nonschool-district entities and are considered “independent” because they are not a part of the Milwaukee Public School District (MPS). Throughout the course of this report we will estimate four-year achievement gains for independent charter school students who were in grades 3-8 during the 2006-07 school year using reading and math achievement data from the Wisconsin Knowledge and Concepts Examination (WKCE). In this report we continue our examination of high school graduation and post-secondary enrollment in the Milwaukee Parental Choice Program (MPCP). We consider students enrolled in the MPCP in either 8th or 9th grade in 2006, and a comparison sample of students enrolled in the Milwaukee Public Schools.

This is the final report in a five-year evaluation of the Milwaukee Parental Choice Program (MPCP). This report features analyses of student achievement growth four years after we carefully assembled longitudinal study panels of MPCP and Milwaukee Public Schools (MPS) students in 2006-07. The MPCP, which began in 1990, provides government-funded vouchers for low-income children to attend private schools in the City of Milwaukee. The maximum voucher amount in 2010-11 was $6,442, and 20,996 children used a voucher to attend either secular or religious private schools. This report was prepared on behalf of the Aging in Place Initiative of Home Forward. The Initiative sought to gather information about older persons currently residing in Home Forward’s public housing properties, from persons age 55 and older on the waitlist for housing, and from older adults in the Portland area. While local data were unavailable at the time of this report, we know that nationally, more than one-third (37 percent) of the approximately 5 million households receiving housing assistance from HUD are headed by persons age 62 and older. Pakistan’s economy remained sluggish in 2011 due to domestic political instability, energy shortages, deteriorating Pakistan-US relations, global climate change and internal security concerns.
For the fourth year in a row, GDP growth in 2011-12 will fall below its long-term growth rate. Per capita income will increase by around 2 per cent, in sharp contrast to the 5 per cent annual growth experienced during the 2002-07 period. The investment rate dropped to 13.4 per cent — its lowest level in the last four decades. Because of this, analysts presume that variations in national institutional arrangements affect CSR practices. Literature however lacks specificity in determining, first, what parts of national political economic configurations actually affect CSR practices; second, the precise aspects of CSR affected by national-institutional variables; third, how casual mechanisms between national institutional framework variables and aspects of CSR practices work. This article examines the effectiveness of using different kinds of written reminders to reduce misdemeanor defendants’ failure-to-appear (FTA) rates. A subset of defendants was surveyed after their scheduled court date to assess their perceptions of procedural justice and trust and confidence in the courts. Reminders reduced FTA overall, and more substantive reminders (e.g., with information on the negative consequences of FTA) were more effective than a simple reminder. FTA varied depending on several offense and offender characteristics, such as geographic location (urban vs. rural), type of offense, and number of offenses. The reminders were somewhat more effective for Whites and …

The protection of civilians against all types of explosive weapons is at the core of the GICHD mandate. I am pleased to see that the United Nations Secretary-General, in his latest report on the protection of civilians in armed conflict of 22 May 2012, has urged relevant actors to undertake and support further collection and analysis of data related to the humanitarian impact caused by explosive weapons. In this vein, the GICHD has started to work on a classification scheme for explosive weapons.

In 2012, APOPO’s Mine Action Mozambique program delivered beyond set requirements and exceeded the expectations of the country’s national demining authority. APOPO fi nished its work in the Gaza province and declared it free of known minefi elds a year ahead of the initial schedule of 2013. This excellent achievement was realized due to the successful expansion of the program’s capacity. During the handover ceremony, HRH Princess Astrid of Belgium commended the work in Gaza as “a shining example of how national priorities can be achieved with the right partnerships, sustained effort and, most importantly, sheer human intent”.

In 2011, in Afghanistan, where we have the largest UNMAS programme, over 880,000 explosive items were destroyed, thus facilitating security and development initiatives. In the Democratic Republic of the Congo, more than 6,000 kilometres of roads were verified safe, contributing to freedom of movement and development. In Western Sahara, 6.8 square kilometres of land were released, marking a 242 per cent increase from 2010. In Sudan, the mine action programme was transitioned to national ownership. Newly-independent South Sudan acceded to the Anti-Personnel Mine Ban Convention. UNMAS is also engaging in ammunitions and weapons management, as endorsed by the General Assembly …

This paper investigates the inner workings of the Bagmati Action Plan and how the implementation of this project impacts the established squatter communities that reside in the city’s floodplains. In 2012, the British Columbia government announced a plan to fund a program that will result in the creation of open access textbooks for 40 lower-year university courses — the first such program in any of the provinces. This paper will argue that Ontario should follow British Columbia’s lead and invest in the development of a project to create and promote the use of open textbooks. During the nineteenth century, legislatures proved “excessively generous” in granting railroad corporations property rights in publicly owned, commercially vital municipal streets and harbors. Jacksonian jurists, suspicious of corporate influence, invoked the public trust doctrine to rescind grants of privilege inconsistent with the public interest. In Illinois Central Railroad Co. v. Illinois, the “lodestar” of the modern doctrine, the Supreme Court refused to recognize the Illinois legislature’s authority to convey the submerged lands of the Chicago Harbor to a railroad corporation, a conveyance that empowered a private enterprise to “practically control . . . for its own profit” a publicly …

This dissertation focuses on mortgage defaults in Southern California during the housing bubble of the 2000s. The rapid decline in the housing market that precipitated the current recession has been accompanied by an unprecedented number of loan defaults and foreclosures. Recent studies have identified two major theories of default--the "double trigger" hypothesis, where negative equity and an income shock are necessary conditions for default--and "strategic default" where negative equity is a sufficient condition for default. This paper adds to the default literature by adding short sale as another possible outcome of mortgage default.
