A Policy Feedback Theory Approach To Food Assistance Program Distribution Mechanisms, Ahmad Sabbagh
A Policy Feedback Theory Approach To Food Assistance Program Distribution Mechanisms, Ahmad Sabbagh
Walden Dissertations and Doctoral Studies
Many families that experience hunger in the United States rely on Food Assistance Programs to meet their daily nutrition needs. However, these programs do not always meet the needs of these individuals, as has been the case for individuals living under higher than expected levels of poverty in the Great Lakes region of the United States. Using policy feedback theory (PFT), the purpose of this case study was to explore the experiences of individuals from a county in the Great Lakes region of the United States, who depend on the federal Food Assistance Program, with particular attention given to evaluate …
When Politics Rule Policy: The Role Of Discursive Politics In Wisconsin's Photo Identification Law, Rachel Matthews
When Politics Rule Policy: The Role Of Discursive Politics In Wisconsin's Photo Identification Law, Rachel Matthews
Scripps Senior Theses
Few policies carry more controversy than voter photo identification requirements. First passed in 2003, these laws require voters to present government-issued ID’s, such as a driver’s license, state identification card, military ID, or qualifying student ID. This paper examines the discursive politics in Wisconsin’s photo ID, seeking to understand how state policymakers justified the law against accusations of voter suppression. Put broadly, this paper seeks to understand the intersection of politics and policy, exploring how irrational policies are formed, implemented, and evaluated.
Policymaking And Paid Family Leave: Revitalizing The Family Medical Leave Act Of 1993, Jasmeer Basi
Policymaking And Paid Family Leave: Revitalizing The Family Medical Leave Act Of 1993, Jasmeer Basi
Doctoral Dissertations
The Family Medical Leave Act (FMLA) applies to all public agencies, public schools, private elementary schools, and companies with 50 or more employees. It is designed to help employees balance their work and family responsibilities by allowing them to take unpaid leave for certain family and medical reasons. Employees are eligible for leave if they have worked for their employer at least 12 months, at least 1,250 hours over the past 12 months, and work at a location where the company employs 50 or more employees within 75 miles. However, the FMLA has proven to be ineffective in meeting the …

Global CWD Repository
The primary objective of United States Government (USG) foreign assistance is to promote U.S. and international security and prosperity by bolstering economic and political stability and self-reliance in developing countries. There is no doubt that investing in global development progress is vital to U.S. national security. However, USG foreign assistance through the U.S. Agency for International Development (USAID) also benefits the U.S. economy and U.S. workers. As one of the most internationally competitive economies in the world, the U.S. is a major exporter of goods and services, and our exports are in demand the world over. As countries get richer, …

Apopo Annual Report 2018, Apopo
Global CWD Repository
APOPO is a non-profit organization with roots in Belgium. For 20 years we have trained African giant pouched rats to detect landmines and tuberculosis around the world. APOPO trains the ‘HeroRATs’ using positive reinforcement – they receive tasty treats when they identify a target scent. HeroRATs are at the core of the organization and this is reflected in the way we protect them and provide loving care and attention.
The main hub of the organization, the Training and R&D center, is located in Tanzania, where all the HeroRATs are trained before being sent to global operations. This is where all …

Itf Enhancing Human Security Annual Report 2018, Itf-Enhancy Human Security
Global CWD Repository
The goal of the Mine Ban Treaty (1997) can’t be clearer: a landmine free world and a safe environment for generations to come. But more than two decades after international community agreed to firm norms and objectives that were achieved through the Ottawa Treaty process, landmines and other explosive remnants of war still indiscriminately impact human victims, often years and decades after the end of armed conflicts. As of November 2018, sixty states and areas remain contaminated by antipersonnel mines, with worrying numbers of civilian casualties, especially children.
Everyday life near contaminated areas is harsh and uncertain. People often knowingly …

Why And How All States Should Join The Convention On Cluster Munitions, Icbl-Cmc
Global CWD Repository
The Convention on Cluster Munitions (CCM) was established to put an end for all time to the suffering and casualties caused by cluster munitions. It is the most significant humanitarian disarmament treaty of the past decade, with far-reaching obligations. It is adhered to by more than half the world. Its entry into force was triggered by 30 ratifications, which were achieved in a very short period of time – just 14 months. So far the Convention has made great progress, with 97% of States Parties’ stockpiles destroyed, and a notable increase in the clearance of cluster munition-affected land and assistance …

Taxation For Whom?:A Diachronic Analysis Of Taxation In Ireland And The United Kingdom From 1970-2015., Ewan Macdonald, John Hogan, Brendan O'Rourke
Other
This paper explores the discursive development of taxation within budget speeches in two countries, the Republic of Ireland and the United Kingdom, from 1970 to 2015 by means of a corpus-assisted discourse analysis. We ask the following questions; how have discourses of taxation developed diachronically in both countries, what are the similarities and differences in the observable discourses across both countries, and for whom and how are these discourses legitimised? In answering these questions, this paper makes use of Corpus linguistics, a methodological approach which utilises computational analysis of large bodies of text to draw statistically significant conclusions about the …
African American Male Ex-Offenders' Perceptions Of A Reentry Program's Impact On Recidivating, Latoya Rochelle Burt
African American Male Ex-Offenders' Perceptions Of A Reentry Program's Impact On Recidivating, Latoya Rochelle Burt
Walden Dissertations and Doctoral Studies
African American male ex-offenders struggle with lack of assistance during their transition from incarceration, and they encounter many barriers when released back into the community. The purpose of my general qualitative study was to explore the perceptions of whether the reentry program impacted African American male ex-offenders likelihood of recidivating within one year. The theoretical framework included labeling theory, social disorganization theory, and social learning theory. The population consisted of 60 African American male ex-offenders intake participants of a reentry program that all completed the Client Satisfaction Survey. A purposive random sampling method was used to select ten participants for …
Local Law Enforcement's Ability To Transform Inputs Into Counterterrorism Outputs, Melissa S. Gresham
Local Law Enforcement's Ability To Transform Inputs Into Counterterrorism Outputs, Melissa S. Gresham
Walden Dissertations and Doctoral Studies
Leadership within local police organizations should be able to, but do not, process information and create actionable strategies aimed toward proactive counterterrorism practices. This problem could lead to future terrorist attacks within the United States if police agencies do not adjust their tactics in response to growing terrorist threats. A possible cause of this problem is that leadership within local law enforcement agencies is reactive in nature and as a consequence, do not encourage officers to engage in proactive strategies. Using Easton's conceptualization of systems theory as the foundation, the purpose of this case study of a single law enforcement …
The Influence Of School Discipline Approaches On Suspension Rates, Donna Christy
The Influence Of School Discipline Approaches On Suspension Rates, Donna Christy
Walden Dissertations and Doctoral Studies
A free and appropriate public education is promised to every child in the United States. However, zero tolerance school discipline policies have broken that promise, pushing students out of the classroom and into the school-to-prison pipeline. Despite the growing body of research demonstrating negative social and economic impacts of exclusionary discipline, public school administrators have been slow to adopt innovative policies that provide rehabilitative alternatives. The purpose of this study was to compare, using the consequences of innovations application of Rogers's diffusion of innovations theory, the impact of various school district approaches to school discipline on suspension rates while controlling …
Reducing Sport-Related Injuries: Perspectives From Nfl High School Coach Of The Year Recipients, Lalisa Anthony
Reducing Sport-Related Injuries: Perspectives From Nfl High School Coach Of The Year Recipients, Lalisa Anthony
Walden Dissertations and Doctoral Studies
American football sport-related injuries have negatively affected millions of high school students' quality of life. Although there are studies about types, conditions, and psychological effects of injuries, a gap remained in the literature that involved injury prevention from the head coach's perspective. The purpose of this qualitative phenomenological study was to fill this gap by exploring how head coaches perceive their role and responsibility in reducing sport-related injury occurrences. Sabatier and Weible's advocacy coalition, Diener and Dweck's achievement goal theory, and Fishbein and Ajzen's theory of reasoned action framed this study. The research questions focused on the lived experiences from …
Immigration Attorneys' Perceptions And Attitudes About Delays In Removal Proceeding Hearings, Awa C. Diawara
Immigration Attorneys' Perceptions And Attitudes About Delays In Removal Proceeding Hearings, Awa C. Diawara
Walden Dissertations and Doctoral Studies
Abstract
Immigration courts in the United Sates are struggling to resolve 610,524 removal
proceedings cases with approximately 330 judges located in 58 immigration courts
nationwide. Due to the limited number of judges, case backlogs have increased steadily,
with the wait time being 854 days in 2017 for the first hearing and much longer for case
resolution. The purpose of this case study was to explore the perceptions and attitudes of
immigration attorneys about delays in removal proceeding hearings in an immigration
court in the southwest. Kettl's transformation of governance theory served as the
theoretical foundation for this study, which explored …
Black Lives Matter Members' Perceptions Of Police Attitudes Towards African Americans, Sergio Manuel Montolio
Black Lives Matter Members' Perceptions Of Police Attitudes Towards African Americans, Sergio Manuel Montolio
Walden Dissertations and Doctoral Studies
The relationship between the police and African Americans has been fraught for some time. In the 2010s, amid the rise of the Black Lives Matter movement, the relationship between African Americans and the police was marked by serious tensions including racism, White privilege, and perceptions of police brutality. The purpose of this case study was to explore the current relationship between the police and the Black Lives Matter social movement and assess movement activists' perceptions of police actions. The theoretical framework for this qualitative case study was based on procedural justice and the reason of actions component of Derrick Bell's …

Transformational Leadership Behaviors Of Public Sector Leaders In Barbados, Shantal Maxine Munro-Knight
Walden Dissertations and Doctoral Studies
Senior officials in the public service in Barbados, who are charged with the responsibility of leading and managing government ministries and departments, play a critical role in fostering reform initiatives. Few empirical studies have examined specific leadership behaviors in the context of managing change in Barbados. The purpose of this qualitative case study was to identify the specific leadership behaviors of senior officials in public service and to explore the use of transformative leadership by public sector administrators to effect reform initiatives. With Bass and Avolio's full-range leadership theory (FRLT) as the theoretical framework, the research question for this study …
Accessibility To Health Care Services For Children With Autism Spectrum Disorders, Leanne Elizabeth Scalli
Accessibility To Health Care Services For Children With Autism Spectrum Disorders, Leanne Elizabeth Scalli
Walden Dissertations and Doctoral Studies
The study was an investigation into health care accessibility for children with autism spectrum disorder (ASD) following the transition to a private Medicaid system in the state of Florida. Pilot studies of managed Medicaid programs focused on costs and did not address how changes to the system impacted access to health care services. There were limited studies designed to understand how a change in the system, such as a privatization, would affect vulnerable populations such as young children with ASD. Additional concerns existed for children that were historically underserved by the health care system such as African American and Latino …
Effectiveness Of A University Bilingual Degree Program Among Overseas Chinese, Sherry Liu
Effectiveness Of A University Bilingual Degree Program Among Overseas Chinese, Sherry Liu
Walden Dissertations and Doctoral Studies
The language and communication skills of foreign students have long been a concern in
U.S. universities. The majority of U.S. universities require foreign students for whom English is not their native language to take English language proficiency tests such as the Test of English as a Foreign Language (TOEFL) as part of admission requirements. Some universities have included interventions to increase the success of Chinese students against their struggle to understand English course content. One such program is the Gateway to Successful Tomorrow Bilingual Degree Program (GST). The gap to be addressed on this study was that the effectiveness of …
How And Why International Nongovernmental Organizations Fill The Global Governance Institutional Gap, Joel James Weaver
How And Why International Nongovernmental Organizations Fill The Global Governance Institutional Gap, Joel James Weaver
Walden Dissertations and Doctoral Studies
Global governance refers to global cooperation through existing and developing structures, groups, and initiatives, yet little academic research focuses on the role of international nongovernmental organizations (INGOs) in promoting global governance. Using Benet's polarities of democracy as the theoretical foundation, the purpose of this critical case study was to explore why and how INGOs address the gap in global governance institutions in terms of humanitarian support. Data collection involved open-ended interviews with 12 members of an international, nonprofit service organization that provides humanitarian support services to a global community. Interview data were inductively coded and subjected to a thematic analysis …
Examining The Causes Of Militant Terrorism In The Delta Region Of Nigeria, Godwin Tam Brisibe
Examining The Causes Of Militant Terrorism In The Delta Region Of Nigeria, Godwin Tam Brisibe
Walden Dissertations and Doctoral Studies
Militancy in the Niger Delta area of Nigeria is a problem that affects government, private organizations, and individuals. The government's Amnesty and Reconciliation Program encouraged individuals to denounce militancy in return for skills training and a monthly allowance. However, the amnesty program has not yielded the desired result of ending insurgent militancy. The purpose of this research was to better understand factors that cause individuals to join militant groups in the Niger Delta region, in order to proffer plausible solutions to address the causes of militancy. Using the root cause conceptual framework in this phenomenological research, I explored the causal …
College Rotc Cadets' Perceptions Of Gender Fairness With Selective Service Registration, Barrett Peavie
College Rotc Cadets' Perceptions Of Gender Fairness With Selective Service Registration, Barrett Peavie
Walden Dissertations and Doctoral Studies
The U.S. Selective Service System currently excludes women from the talent pool based upon the DoD's 1981 ban on women in direct combat. The DoD has removed the exclusion and has implemented a gender-neutral policy standard for assignments. However, there appears to be a misalignment of national security policy as it relates to gender fairness that impacts Reserve Officer Training Corps (ROTC) participants in particular. Using Durkheim's functionalism theory as the theoretical foundation, the purpose of this phenomenological study was to examine institutional differences in policies regarding justice and gender among ROTC participants who are between 18 and 26 years …

The Lived Experiences Of African American Noncustodial Fathers In Tennessee, Anovia L. Slaughter
Walden Dissertations and Doctoral Studies
There is a disproportionate number of African American fathers in the State of Tennessee that experience parenting and child support disparities when compared to single parents of other ethnicities. The purpose of this general qualitative study was to examine the experiences of African American noncustodial fathers and to examine the impact of the codification of Tennessee family laws. The theoretical frameworks for this study were critical race theory, and social construction and policy design. The key research questions examined the lived experiences of African American noncustodial fathers in the State of Tennessee and how the codification of Tennessee family laws …
Breaking Cycles Through Targeted Financial Literacy Education For Fifth- Through Eighth-Grade Students, Tonja Custis Brickhouse
Breaking Cycles Through Targeted Financial Literacy Education For Fifth- Through Eighth-Grade Students, Tonja Custis Brickhouse
Walden Dissertations and Doctoral Studies
Financial literacy education continues to be a deficiency in the U.S. education system because it is not included in most school curricula, and little is known about the efficacy of the school district programs that do include it. A former Federal Reserve Chairman identified the lack of financial literacy as a national problem, and the National Financial Educators Council described it as the #1 problem in the current generation. Using Berger and Luckmann's conceptualization of social construction as the theoretical framework, the purpose of this study was to explore how access to financial literacy education is perceived by fifth- through …
Cultural Integration In Organizational Partnership With Statutory And Quasi Implications, Adeline Ukachi Emihe
Cultural Integration In Organizational Partnership With Statutory And Quasi Implications, Adeline Ukachi Emihe
Walden Dissertations and Doctoral Studies
The current academic literature is inadequate on the possibility of applying a typological model of effective cultural integration within the context of public-private partnerships, particularly when governments collaborate with multinational corporations. Using Schein's organizational cultural framework as the foundation, the purpose of this case study of a partnership between a West African government and a multinational petroleum corporation is to understand clearly how synergistic cultural integration coupled with statutory requirements could catalyze public-private partnership success. Data for this study came from interviews with American or Nigerian individuals who were familiar with the partnership in the West African country, a review …

Nyc Administration For Children's Services Child Abuse And Neglect Prevention Polices, Program And Laws, Oluropo Abiodun Fele
Walden Dissertations and Doctoral Studies
Despite efforts and financial resources invested in the prevention of child abuse and neglect in New York City (NYC), many children are still in danger of being victimized by their parents or caregivers. The general public's assumption is that the NYC Administration for Children's Services (ACS) either does not have efficient policies, programs, or laws to protect at-risk children, or these are not being properly implemented. The purpose of this qualitative study was to provide a thorough analysis of ACS policies, programs, and laws based on information gained from interviews with child welfare experts. Newberger and Newberger's social support theory …
Public Policies Involving Pregnant And Parenting Secondary Students From Perspectives Of Educators, Tomecole Hilliard-Carlton
Public Policies Involving Pregnant And Parenting Secondary Students From Perspectives Of Educators, Tomecole Hilliard-Carlton
Walden Dissertations and Doctoral Studies
Despite a significant drop in the number of pregnant adolescents and reforms to fight
gender discrimination under Title IX, teen pregnancy and risk factors including poverty,
stigma, and substance abuse, which may lead to different negative outcomes, such as
depression, social isolation, and lowered self-esteem remain a persistent problem in the
United States. Due to these factors, pregnant and parenting teens have been noted to drop
out of high school prematurely. Using incrementalism as a theoretical framework, the
purpose of this qualitative exploratory case study was to explore and describe Title IX
compliance and local policies and practices of educators …
United States-Mexico Dual Resident's Perceptions Of Heritage And Acculturation, Alisia N. Muir
United States-Mexico Dual Resident's Perceptions Of Heritage And Acculturation, Alisia N. Muir
Walden Dissertations and Doctoral Studies
United States' policy makers have been challenged creating understandable nutrition labels and effective healthy food campaigns for consumers of mixed heritage. Previous studies explored the sociocultural factors that influence Hispanics' abilities to navigate consumer food education programs, but little was known about how Mexican culture impacts those programs. The purpose of this study was to better understand those factors. Research questions focused on the experiences of residents of a west Texas town regarding their food decision-making process about food choices and their understanding of food education information. The purpose of this phenomenological research was to explore how Mexican culture effected …
