Emergency Medical Services First Responder Certification Level's Impact On Ambulance Scene Times, Devin Todd Price
Emergency Medical Services First Responder Certification Level's Impact On Ambulance Scene Times, Devin Todd Price
Walden Dissertations and Doctoral Studies
The foundation of modern-day emergency medical service (EMS) systems began in 1966, based on hospital medical care. Demand for evidence to support prehospital practices that have been in existence for the past half-century has continued to grow; yet, researchers have not adequately explored the relationship between the medical certification level of emergency first responders and the amount of time an ambulance spends on the scene. The purpose of this quantitative study was to examine and compare ambulance scene times for emergency responses when basic life support (BLS) certified first responders or advanced life support (ALS) first responders are first on …
How Social Workers' Perceptions As Mandated Reporters May Impact Reporting Suspected Child Abuse, Dorothy Goulart
How Social Workers' Perceptions As Mandated Reporters May Impact Reporting Suspected Child Abuse, Dorothy Goulart
Walden Dissertations and Doctoral Studies
Child maltreatment is a worldwide concern. In the Commonwealth of Virginia, social workers are mandated reporters. When there is reasonable suspicion, they are required by law to report suspected child maltreatment to the appropriate Child Protective Services office. In this study, the research problem was the underreporting of child maltreatment, even when reasonable suspicion existed. The purpose of this study, as reflected in the research questions, was to understand social workers' perceptions of their role as mandated reporters, to explore how their perceptions impacted reporting, and to develop recommendations that could be implemented to help ensure appropriate reporting. An action …
Effects Of Historic Preservation Policy On Urban Neighborhood Stabilization, Lisa Vaughan Jordan
Effects Of Historic Preservation Policy On Urban Neighborhood Stabilization, Lisa Vaughan Jordan
Walden Dissertations and Doctoral Studies
Since the 1960s, urban neighborhoods in the United States have been affected by historic designation and local historic preservation policy raising concerns about social inequity in housing and services, environmental resources, and economic challenges. Although there is consensus that the role of public policy in historic preservation decision-making is related to neighborhood stabilization, little is known about the extent of the impact. Using Ostrom's social-ecological systems theory as a guide, the purpose of this single case study of a historical district in the U.S. Mid-Atlantic region was to investigate the impact of implementation of local historic preservation policies and programs …
Affordable Care Act And Human Papilloma Virus Vaccine Among Adolescent Females, Eunice Odaku Nnakwe
Affordable Care Act And Human Papilloma Virus Vaccine Among Adolescent Females, Eunice Odaku Nnakwe
Walden Dissertations and Doctoral Studies
The human papilloma virus (HPV) is the most frequent cause of sexually transmitted diseases (STDs) and cancers for U.S. adults. The Affordable Care Act (ACA), enacted in 2010, eliminated copay expenses for childhood immunizations and expanded access to health care. The purpose of this secondary data analysis study was to determine if there was an association between ACA and the usage of HPV vaccine among adolescent females in Georgia. Data concerning HPV vaccinations from 2011 to 2015 were obtained from the National Immunization Survey-Teen dataset. Andersen's BM of health care use was applied to ascertain the factors that enhanced the …
Unmanned Aerial Vehicles In Counterterrorism Efforts And Implications For International Humanitarian Law, Kunle Adebamiji Olulowo
Unmanned Aerial Vehicles In Counterterrorism Efforts And Implications For International Humanitarian Law, Kunle Adebamiji Olulowo
Walden Dissertations and Doctoral Studies
The United States increasingly has resorted to the use of Unmanned Aerial Vehicles (UAVs) for targeted killings of terrorists as a counterterrorism strategy. More states and terrorist organizations also are acquiring UAVs and this development can lead to indiscriminate and unregulated use of UAVs. Previous researchers have indicated the surveillance ability and precise weapon delivery capacity of UAVs make them a weapon of choice for U.S. counterterrorism efforts. Although the U.S. government estimated the collateral damage involved in the use of UAVs at 3-5%, nongovernmental sources put it at 25-40%. A gap exists in the current literature regarding public perception …
Women In Mississippi Undergoing Hysterectomies In Absence Of Comprehensive Informed Consent Law, Tammy Shaffer
Women In Mississippi Undergoing Hysterectomies In Absence Of Comprehensive Informed Consent Law, Tammy Shaffer
Walden Dissertations and Doctoral Studies
Only three states have enacted informed consent laws aimed at providing more information concerning any alternative treatments for women who undergo hysterectomy. This study attempted to fill the research gap regarding consent laws and perceptions of women who underwent hysterectomy in a state with no informed consent laws. Supported by the health belief model (HBM), the research questions focused on the perceptions of women and their lived experiences. The purpose of this qualitative study was to examine the beliefs and attitudes of women in a state with no informed consent laws. Interviews were the main data collection technique. The participants …
Assessing Governmental Anticorruption Strategies: The Case Of The National Anticorruption Commission In Cameroon, Daniel Ketuama Tangumonkem
Assessing Governmental Anticorruption Strategies: The Case Of The National Anticorruption Commission In Cameroon, Daniel Ketuama Tangumonkem
Walden Dissertations and Doctoral Studies
Combatting corruption in Cameroon has become a primary policy focus for the government and the civil society; yet, the success on that front has been modest. The literature on anticorruption efforts in the country is scant. Using Rothstein and Santiso's conceptualization of anticorruption strategies as the guide, the purpose of this case study of government's anticorruption policy and practice was to explore and contextualize the anticorruption strategies in Cameroon to fill the gap in the literature and potentially contribute to solving the problem. Data were collected through interviews with 20 government employees working with the government's main anticorruption agency -- …
Reentry Practitioners' Perceptions Of Constraints During Ex-Offenders' Job Search Process, Crystal Raquel Francis
Reentry Practitioners' Perceptions Of Constraints During Ex-Offenders' Job Search Process, Crystal Raquel Francis
Walden Dissertations and Doctoral Studies
Unemployment among formerly incarcerated citizens is a complex problem that continues to grow. Previous reentry studies describe the collateral effects of incarceration on employment from the perspective of formerly incarcerated individuals, yet little academic research exists regarding reentry practitioners' perceptions of constraints during the job search process. Using Goldratt's theory of constraints as the foundation, the purpose of this case study of reentry and employment in a mid-Atlantic state was to explore from the perspective of practitioners, the types of constraints individuals with criminal records face during the job search process, the most difficult phase of the job search process, …

Over many decades, it has been rare for a week to pass without housing-related issues being close to, or at, the top of news and political agendas. As everybody has to live somewhere, housing – and its related elements of property, building, planning and finance – is a topic in which everybody has both a stake and an opinion. It is the most personal of subjects – in many respects, our housing shapes our lives.

Rural America faces an increasingly dire access-to-justice crisis, which serves to exacerbate the already disproportionate share of social problems afflicting rural areas. One critical aspect of the crisis is the dearth of information and research regarding the extent of the problem and its impacts. This Article begins to fill that gap by providing surveys of rural access to justice in six geographically, demographically, and economically varied states: California, Georgia, Maine, Minnesota, South Dakota, and Wisconsin. In addition to providing insights about the distinct rural challenges confronting each of these states, the legal resources available, and existing policy responses, the Article …
Implementing A Public Health Perspective In Fda Drug Regulation, Patricia J. Zettler, Margaret Foster Riley, Aaron S. Kesselheim
Implementing A Public Health Perspective In Fda Drug Regulation, Patricia J. Zettler, Margaret Foster Riley, Aaron S. Kesselheim
Faculty Publications By Year
There is, without question, a public health crisis in the United States arising from both illicit and prescription opioid misuse, addiction, and overdose. The Food and Drug Administration (FDA) is one regulator with an important role to play in minimizing the harms associated with prescription opioids, while also ensuring that prescription opioids are available for the evidence-based management of pain. One question, however, is to what extent the agency can consider in its decisions to approve opioids and keep existing ones on the market the provider and patient behaviors contributing to the epidemic. This is, in part, because FDA’s approval …
Crafting Citizens And Immigrants : Israeli Immigration Politics In Comparative Perspective, Yeufen Hsieh
Crafting Citizens And Immigrants : Israeli Immigration Politics In Comparative Perspective, Yeufen Hsieh
Legacy Theses & Dissertations (2009 - 2024)
This dissertation examines the role of shifting national identity narratives in immigration politics in deeply divided societies by focusing on the case of Israel. It raises a general question: why does a state established upon an ethnocentric national identity subsequently augment its self-definition to include certain non-co-ethnic migrants without applying the extension to all non-co-ethnic groups? I argue that although a country may initially be founded upon a seemingly-unequivocal ethnocentric national identity, this identity is not immutable. Rather, over time, a national dialogue may take place, causing the reexamination of the identity. During the transition, agents redefine “who we are” …
Race, Ethnicity, And The Great Recession : A National Evaluation Of Mortgages And Subprime Lending, 2004-2010, Meghan M. O'Neil
Race, Ethnicity, And The Great Recession : A National Evaluation Of Mortgages And Subprime Lending, 2004-2010, Meghan M. O'Neil
Legacy Theses & Dissertations (2009 - 2024)
The dissertation analyzes multilevel models to predict mortgage origination and the allocation of subprime credit pre-and-post Great Recession. With representative samples from two full years of mortgage applications filed in the top 100 U.S. metropolitan areas, the dissertation uncovers evidence of persistent disparities by race and neighborhood minority concentration despite controls for socioeconomic, demographic, assimilation and housing variables. Mortgage outcomes varied by applicant race, neighborhood racial composition and neighborhood racial change. Findings suggest evidence of Fair Housing Act violations and disparate impacts towards minority homebuyers and minority neighborhoods. Results lend support for spatial assimilation theories in explaining much of the …
Public Program Evaluation In Health Economics : An Empirical Study, Linna Xu
Public Program Evaluation In Health Economics : An Empirical Study, Linna Xu
Legacy Theses & Dissertations (2009 - 2024)
This dissertation consists of three essays on public program evaluation in health economics. This dissertation explores the estimation of treatment effects of public programs on risky behaviors, health insurance status, labor market outcomes or other health-related outcomes among adolescents or young adults and addresses causality inferences based on empirical modeling, analysis and applications. The first chapter in this dissertation identifies the causal treatment effects of keg registration laws on underage alcohol consumption and related outcomes: alcohol-related traffic fatalities, by exploiting the substantial variations in the timing of the introduction of these laws across different states at different times. Using the …
Exploring Three Strategies For The Prevention Of Hospital-Acquired Clostridium Difficile Infection In Nys Acute Care Hospitals-- : Structure-Process-Outcome Model Of Quality Improvement, Danielle Jane Durant
Exploring Three Strategies For The Prevention Of Hospital-Acquired Clostridium Difficile Infection In Nys Acute Care Hospitals-- : Structure-Process-Outcome Model Of Quality Improvement, Danielle Jane Durant
Legacy Theses & Dissertations (2009 - 2024)
Those receiving medical care are at risk for developing serious hospital-acquired conditions (HACs), which include infections (HAIs) and other harm while receiving medical care. Pay for performance programs initiated by the Centers for Medicare and Medicaid Services (CMS), and private payers, linking reimbursements to quality of care, have created financial incentives for hospitals to address these HACs. The most common HAI in the United States, causing almost half a million infections, with 29,000 deaths within 30 days of diagnosis, results from Clostridium difficile. Infection with this bacterium leads to deadly diarrhea, and disproportionately impacts patients 65 and older, representing 80% …

For Better Or Worse? : Exploring How Decentralization Shapes Local Expenditures And Health Service Utilizations In Indonesia, Adenantera Dwicaksono
Legacy Theses & Dissertations (2009 - 2024)
Decentralization has become one of the most important public-sector reform programs globally since the 1990s with mixed results. In this four-paper dissertation, I explored how decentralization reforms affect public goods and services delivery, by analyzing how post-decentralization institutional changes shape local expenditure decisions and health service utilizations in Indonesia. The main goal of this dissertation was to improve understanding on a better approach to studying public goods and services delivery under a decentralized governance. I used primarily quantitative methods in this dissertation. I started with a systematic review of quantitative studies on the impacts of decentralization reforms and health system …

The Trade-Security Nexus And U.S. Policy Making In Critical Minerals, Yujia He
The Trade-Security Nexus And U.S. Policy Making In Critical Minerals, Yujia He
Patterson School of Diplomacy and International Commerce Faculty Publications
The United States increasingly relies on import to meet its demand for critical minerals. Using the case of rare earth elements (REEs), this paper analyzes the conditions and the strategies for the U.S. government to address import dependence. The paper finds that market factors, including the lack of comparable and sufficient substitutes and recycling, the high ratio of import relative to consumption, the high concentration of import supply by country, and regulations from the major supplier country, were insufficient to prompt intervention. Significant policy action only occurs when changing circumstances turn import dependence into perceived national security threats to the …

In the United States of America, public policies and public decision making associated with the engineering field are set by individuals who does not possess expertise and knowledge to carry out these tasks [1]. Most of decision makers are lawyers and social scientists, not engineers [2]. The purpose of this paper is to analyze the various factors which either encourage or inhibit engineers from influencing and participating in public policy. In this study, a grounded theory approach will be followed, data will be collected using semi-structured interviews and analyzed to develop a theory of research direct toward increasing the motivation …

Nature Of Regional Nongovernmental Organizations During The Post-Soviet Transformation In Georgia, Shota Shubladze
Walden Dissertations and Doctoral Studies
After the collapse of the Soviet Union, the post-Soviet transformation process influenced the establishment of democratic institutions in the country of Georgia. Scholars and analysts from international organizations have revealed a gap in the development of the central and regional civil society organizations in Georgia. Using Morgan's organizational metaphors framework as a guide, the purpose of this multiple case study was to explore the nature, culture, and structure of regional nongovernmental organizations (NGOs) in Georgia. Research questions focused on the influence of the post-Soviet transformation on the development of Georgia's regional NGO sector and its perceived capacity as a democratic …

Priests' Perceptions Of The Leadership Styles Of U.S. Catholic Bishops, Aloysius Okey Ndeanaefo
Walden Dissertations and Doctoral Studies
The United States Catholic bishops have used their authority to address the child sexual abuse scandal, but it has been problematic that no one has yet evaluated their exercised leadership styles. In this phenomenological study, I explored U.S Catholic priests' perceptions of the bishops' leadership styles related to how they handled the child sexual abuse scandal. Knowing the bishops' leadership styles was paramount to fill the research gap. The theoretical frameworks underpinning this study were transformational leadership, transactional leadership, charismatic leadership, and servant leadership. Data collected through interviews with 11 Catholic priests revealed their perceptions of how the behavioral characteristics …
High School Teachers' Self-Reported Knowledge And Implementation Of Social And Emotional Learning Competencies, Stephanie Y. Clark Rhoe
High School Teachers' Self-Reported Knowledge And Implementation Of Social And Emotional Learning Competencies, Stephanie Y. Clark Rhoe
Walden Dissertations and Doctoral Studies
Public policymakers have failed to address public high school students' social and emotional learning (SEL). Recent public policies such as Common Core State Standards (CCSS) do not measure SEL outcomes as significant. Public education is government funded and therefore public policy driven. Research indicates SEL competencies have a positive influence on students' academic successes, classroom behaviors, and future career outcomes. The conceptual framework for this study was based on SEL components described by the Collaborative for Academic, Social, and Emotional Learning (CASEL) and served as the lens though which the data were analyzed. Research questions for this phenomenological study explored …

The Influences On And Impact Of Economic And Community Development Policies In A Micropolitan City, Anna M. Kautzman
Walden Dissertations and Doctoral Studies
As the U.S. economy changed from industry to information, small cities suffered a decline in quality of life and an increase in poverty. The existing research has focused on demographics and descriptive attributes of micropolitan cities, but not on efforts to overcome these challenges. The purpose of this study was to explore and understand how a micropolitan city used economic and community development policies to rebuild its economy and improve quality of life. Using Holland's conceptualization of complex adaptive systems, research questions focused on triggers for policy creation and its use to create social change by improving the local economy …
Relationship Between Victims Of Urban Violence And Post-Traumatic Stress Disorder, Jashon Anthony Banks Sr.
Relationship Between Victims Of Urban Violence And Post-Traumatic Stress Disorder, Jashon Anthony Banks Sr.
Walden Dissertations and Doctoral Studies
Urban violence has become common in lower-income communities that have high rates of shootings and African-American victims. Urban violence causes victims and their family and friends to experience trauma and puts them at risk for post-traumatic stress disorder (PTSD) injuries. However, there is a gap in knowledge in the framework of urban communities and their range of needs to address PTSD. The purpose of this quantitative study was to examine whether a relationship exists between reinforcement of needs, membership, influence, shared emotional connection, and post-traumatic stress symptomology (PTSS) of urban violence victims in a large metropolitan city. Albert Bandura's self-efficacy …
Predictors Of Conviction: An Examination Of Arson Trial Outcomes In Florida, Timothy York
Predictors Of Conviction: An Examination Of Arson Trial Outcomes In Florida, Timothy York
Walden Dissertations and Doctoral Studies
The influences that crime control, due process factors, and individual demographic characteristics have on the criminal trial outcomes of accused arsonists was unknown. Absent this knowledge, it was not clear if public policy ensures justice for the accused, particularly for the disadvantaged. The purpose of this quasi-experimental study was to investigate, using Packer's due process and crime control model as the theoretical framework, the relationship between time to trial, number of defense and prosecution witnesses, access to fire origin and cause experts, legal representation type, age, race, education, and gender and criminal arson case outcomes. A sample size of 165 …
