Public Officials' Defense Of Bribery As A Culturally Acceptable Behavior In Ghana, Agyena Osei Joseph Jan 2019

Public Officials' Defense Of Bribery As A Culturally Acceptable Behavior In Ghana, Agyena Osei Joseph

Walden Dissertations and Doctoral Studies

The prevalence of bribery in Ghana has increased significantly since the mid-2000s and has received considerable attention in both local and international media, as well as among empirical researchers. Although researchers have examined factors that influence the giving and acceptance of bribes in Ghana, limited theoretical research exists concerning the ways public officials in Ghana defend their corrupt behavior. The purpose of this study was to examine ways bribees in Ghana defend their illegal actions, using Sykes and Matza’s neutralization theory. Data were collected from telephone interviews with 11 Ghanaian public officials who have served sentences for bribery; their statements …

Local Government Programs For The Learning Of English Among Adult Spanish-Speaking Immigrants, Charlotte E. Mcgee

Walden Dissertations and Doctoral Studies

Spanish is the second-largest speaking language in the United States, and while many government agencies have developed programs to help immigrants learn English, little is known about how program participants perceive the programs in terms of utility in transitioning to life in America or the usefulness of skills learned. Using Blalock's racial power-threat theory as the foundation, the purpose of this general qualitative study was to examine the perceptions of one such program in a mid-Atlantic city specifically oriented toward Spanish speaking immigrants. Data were collected from 15 adults, Spanish speaking program facilitators and a review of publicly available documentation …

Regulatory Independence And The Development Of The Telecommunications Sector In The English-Speaking Caribbean, Delreo A. Newman

Walden Dissertations and Doctoral Studies

Small developing states can use proper regulatory frameworks in policy and sector development to implement efficiency and consumer safeguards to the sector. However, sufficient research on the impact of telecommunications regulatory institutions on micro economies has not been conducted. Capture theory was used as the theoretical lens for this thesis. In doing so, a quantitative analysis was done using, cross-sectional pooled time series to determine how an independent telecommunications regulator impacted the telecommunications sector in the English-speaking Caribbean. All the data acquired for analysis were secondary yearly data collected from the International Telecommunications Union (ITU) from 1993 to 2012. Specifically, …

Financing Post-2015 Development Goals: Shaping A New Policy Framework For Aid In Liberia, Apollos Ikechukwu Nwafor

Walden Dissertations and Doctoral Studies

Liberia, Africa's oldest democracy, has made several efforts in becoming a developed economy and ending poverty, but these efforts have been hampered by lack of appropriate financing mechanisms to achieve this goal. The most recent challenge which was the purpose of this study was to understand how Liberia can finance and achieve the sustainable development goals adopted by the United Nations in September 2015. Despite substantial external aid, Liberia was only able to meet 3 out of the 8 Millennium Development Goals, and more than 60% of the population remain extremely poor. The main research question was to understand what …

The Effects Of A Multicultural Overseas Community On Military Adolescents, Nicole Hayes Jan 2019

The Effects Of A Multicultural Overseas Community On Military Adolescents, Nicole Hayes

Walden Dissertations and Doctoral Studies

Several reserachers have identified the challenges faced by military adolescent dependents. However, scholarly literature provides little evidence regarding examples of the impact of military adolescents' transition and adjustment to residing in a multicultural community overseas. A qualitative case study was conducted of 6 former military adolescents between the ages of 18 and 25, regarding their perceptions of the experiences and challenges they encountered while residing in a multicultural overseas community as a military dependent between grades 8-12. Benet's polarities of democracy served as the theoretical framework. All data were inductively coded and subjected to a thematic analysis from which 5 …

Evaluating The Effectiveness Of Public Sector Interventions In Entrepreneurship Development In Nigeria, Michael Kalu Mba

Walden Dissertations and Doctoral Studies

Entrepreneurship is significant to the production process for economic growth and development. The Nigerian government supports entrepreneurial development by providing business training for entrepreneurs across the country; however, the impact of such programs in current entrepreneurship in Nigeria has not been researched. This study was designed to examine the impact of the training on entrepreneurial outcomes such as profitability, revenue, and access to finance using the social construction framework and the theory of external control of organizations. Drones And American Domestic Policy: An Analysis Of Elite And Mass Opinion, Kevin Michael Leonard Jan 2019

Drones And American Domestic Policy: An Analysis Of Elite And Mass Opinion, Kevin Michael Leonard

Walden Dissertations and Doctoral Studies

Researchers have primarily focused on the use of drones for military purposes. Yet, understanding how the use of drones influences domestic policymaking from the perspective of mass and elite opinion was generally absent from the academic literature. The purpose of this descriptive study was to explore and describe the perceptions of policy elites and the mass public on the impact of drone use on domestic policy. Guided by Donohue, Tichenor and Olien's theories of media framing and salience, mass opinion was measured through a convenience sample via the Walden Participant Pool, whereas elite opinion was measured through a purposive sampling …

The Impact Of Transportation Network Companies On Public Transit: A Case Study At The San Francisco International Airport, Lianne Renee Sturgeon Jan 2019

The Impact Of Transportation Network Companies On Public Transit: A Case Study At The San Francisco International Airport, Lianne Renee Sturgeon

Scripps Senior Theses

The emergence and rapid growth of Transportation Network Companies (TNCs), such as Uber and Lyft, has challenged the transportation industry by offering a new mode of transportation to consumers. It is imperative that transit agencies and cities understand the effect of TNCs on public transit usage to make informed decisions. This study analyzes the impact of TNCs on Bay Area Rapid Transit (BART) ridership at the San Francisco International Airport (SFO) to measure the effect of TNCs on public transit. Using a fixed effects model to analyze hourly BART and TNC ridership data from 2011 to 2018, these findings suggest …

Alexandria Ocasio-Cortez: A Case Study Of Social Media As An Agenda Setting Tool In The U.S. House Of Representatives, Jenna Floricel Lewinstein

Scripps Senior Theses

The purpose of “Alexandra Ocasio-Cortez: A Case Study of Social Media as an Agenda Setting Tool in the U.S. House of Representatives” is to explore the impact of a politician’s social media presence on agenda setting in Congress. It was born out of the research question, “how do freshman members of the House of Representatives seek power and influence in their first term?” I answer this using Representative Alexandria Ocasio-Cortez as a case study, as she is a current freshman legislator with undeniable power and influence. I studied Alexandria Ocasio-Cortez’s tweets from two time periods: the month leading up …

Individual Bodies, Informed Consent, And Self-Determination: A Rhetorical Analysis Of The Vaccine Refusal Movement, Gretta Richardson Jan 2019

Individual Bodies, Informed Consent, And Self-Determination: A Rhetorical Analysis Of The Vaccine Refusal Movement, Gretta Richardson

Scripps Senior Theses

This project sought to explore the narratives and rhetorical themes that permeate the anti-vaccination movement. Mass media has portrayed vaccine refusal groups as stupid, as conspiracy theorists, and as radically selfish. However, the data I analyzed from vaccine refusal nonprofits and advocacy groups supports that although these themes may appear to be radical, in reality, each is congruent with already present societal frameworks, particularly neoliberal social discourse and a preoccupation with the individualistic and self-determined health care rather than utilitarian or collective action.

Treatment And Evolution Of Digital Rights: A Comparative Analysis Of China, Russia, The United States, And Germany, Karina Barbesino

Honors Program Theses

The internet and digital technologies allow for the recognition, advocation, and protection of human rights. People around the world have access to faster and exponentially more information than ever before. The possibilities for education, politics, healthcare, work, and equality have greatly expanded. The internet provides new opportunities for the progression of humanity, but not without a cost. The transformative power of the internet to both empower and infringe on human rights has not been lost on states. As a relatively new domain, the policies in cyberspace remain in their trial periods. Each state is implementing, redacting, and implementing again policies …

Nature Of Stressors On Female Law Enforcement Academy Recruits, Sandra Patricia Dillard Jan 2019

Nature Of Stressors On Female Law Enforcement Academy Recruits, Sandra Patricia Dillard

Walden Dissertations and Doctoral Studies

A problem in law enforcement academy training is that female recruits endure more stressors than male recruits endure. This can lead to fewer females opting for careers as law enforcement officers. The purpose of this study was to explore the unique stressors on female recruits when they are held to the same standards as males. The feminist theory was used as the theoretical framework for this study to depict how stress is perceived for the female. The first research question examined how outside stressors affected female trainees. The second research question examined how job-€related stressors affected female trainees. In-€depth, semistructured …

Neutralizing Boko Haram Resurgency: Power Of Targeted Holistic Education Policies, Godwin Chinedu Ukwuani Jan 2019

Neutralizing Boko Haram Resurgency: Power Of Targeted Holistic Education Policies, Godwin Chinedu Ukwuani

Walden Dissertations and Doctoral Studies

Boko Haram (BH) insurgency is driven by Islamist ideology and hegemony, nurtured mainly on failed education and sociopolitical policies and less by economic realities in Nigeria. Military counterinsurgency (hard COIN) successes are necessary but not sufficient to neutralize resurgence. The framework for this study was behavior modification by targeted holistic education policy (THEP) over ruminated frustration-aggression of drive theory. The purpose of this cross-sectional study was to conduct a survey of educated participants (N = 95), randomly selected from education campuses in Nigeria, to estimate the power (relationship) of THEP over time to neutralize BH resurgence (NBHR). The data from …

Role Of Stand-Alone Business Entities In Sustaining Newly Established Nonprofit Organizations, Sharif S. Shamroukh Jan 2019

Role Of Stand-Alone Business Entities In Sustaining Newly Established Nonprofit Organizations, Sharif S. Shamroukh

Walden Dissertations and Doctoral Studies

Thousands of newly established nonprofit organizations (NPOs) with long-lasting and needed missions disappear annually, which negatively impacts the nonprofit sector in general and the potential recipients of the discontinued NPOs' services. The purpose of this quantitative study was to examine the possible influence that the presence of a strategic resource development plan and the establishment of a stand-alone business entity have on the persistence of newly established NPOs that have long-lasting and needed missions in the United States within the context of the theoretical framework resource dependence theory. Research questions focused on the role of commercial activities, particularly the stand-alone …

Maintaining Confidentiality Among Hiv Infected Couples: Physicians' Patterns Of Decision In Nigeria, Francess Uju Ayaebene Jan 2019

Maintaining Confidentiality Among Hiv Infected Couples: Physicians' Patterns Of Decision In Nigeria, Francess Uju Ayaebene

Walden Dissertations and Doctoral Studies

Policies mandating HIV status disclosure to decrease incidence create ethical challenges for physicians on whether to breach or maintain infected patients' confidentiality. In Sub-Saharan Africa where HIV incidence is high, there is a need for clear guidelines/policies on making confidentiality decisions. The purpose of this quantitative quasi experiment was to determine whether the gender, gender orientation, and sexual relationship of an infected patient and physicians' demographics predicted physicians' decisions to breach confidentiality. In Plateau State, Nigeria, 222 physicians were given vignette questionnaires containing 6 different descriptions of gender, gender orientation, and sexual relationships of a hypothetical patient. Each physician decided …

Stakeholder Input To The Development Of The Santa Clara County Lgbtq-Focused Shelter: A Process And Policy Analysis, Anthony Montalvo

Master's Projects

Due to elevated homelessness and growing hate crimes, an LGBTQ-focused shelter was developed and implemented by Office of Supportive Housing (OSH), along with the OLGBTQ (Office of Lesbian, Gay, Bisexual, Transgender, Queer). The following research investigated whether the process to design the LGBTQ-focused shelter program in Santa Clara county took the necessary steps to ensure that the program represents the community it intends to serve. Using process evaluation to identify the problem and proposed solutions, and policy analysis to examine the alternative solutions, the research answered the question: Did the approved design of the LGBTQ-focused shelter represent the stakeholder planning …

This report builds on Greenprint for Akron, the City of Akron’s Climate Action Plan, and serves to complement city development plans as well as guide the adoption of future climate related policies. This report provides a limited but updated climate and sustainability assessment of the City of Akron and employs a framework of three fundamental aspects of a sustainable and resilient city: …

Framing The Debate: The Role Of Gender, Beneficiaries, And Cost In Paid Parental Leave Policy Support, Kimberly Anne Saks Mcmanaway Jan 2019

Framing The Debate: The Role Of Gender, Beneficiaries, And Cost In Paid Parental Leave Policy Support, Kimberly Anne Saks Mcmanaway

Wayne State University Dissertations

In 1963, President John F. Kennedy’s Commission on the Status of Women found that the lack of income security during pregnancy and childbearing “one of the major remaining gaps in the protection of workers against losses of income,” (American Women 1963, p. 27). Despite popular support for such a policy, the United States remains one of only three countries that does not have a such a policy (OECD, 2017). Commentators have argued that the Family and Medical Leave Act of 1993 was successful due to the diverse coalition behind it which included feminist groups and conservative religious organizations alike. The …

The Effects Of Natural Resource Dependence And Democracy On The Incremental Budgeting Theory And Punctuated Equilibrium Within A Budgetary Context, Barrak Ghanim Algharabali Jan 2019

The Effects Of Natural Resource Dependence And Democracy On The Incremental Budgeting Theory And Punctuated Equilibrium Within A Budgetary Context, Barrak Ghanim Algharabali

Theses and Dissertations--Public Policy and Administration

I contribute to the literature by providing additional factors that could affect the incremental budgeting theory and punctuated equilibrium theory (PET) within a budgetary context. Because of the fluctuation in the price of natural resources, I argue that dependence on natural resources could lead to less stable budgets than ones not dependent on natural resources. I also argue that democracy is another source that leads to stability in the budget, relative to countries that are not democratic. I theorize that countries with no democracy and heavy dependence on natural resources will have budgets with more volatility than the rest of …

Three Essays On Municipal Structure And Government Fiscal Management Outcomes, Wenchi Wei Jan 2019

Three Essays On Municipal Structure And Government Fiscal Management Outcomes, Wenchi Wei

Theses and Dissertations--Public Policy and Administration

This dissertation aims to reclassify municipal structures of the U.S. municipalities and investigates the effect of municipal structures on government fiscal management outcomes, including fiscal conditions and fiscal slack balances. This dissertation is comprised of four chapters. The first chapter briefly introduces, and each of the remaining three is an independent research article. The second chapter investigates seven essential structural characteristics of the U.S. municipalities and constructs a municipal structure political-administrative index. It then examines the determinants of municipal structures on a political-administrative dimension. The empirical results show that municipal structure choices are statistically significantly associated with citizens’ socioeconomic and …

Attribution And Attribution Error In Relationship To False Confessions, Michael L. Johnson Jan 2019

Attribution And Attribution Error In Relationship To False Confessions, Michael L. Johnson

Walden Dissertations and Doctoral Studies

False confessions are the most difficult type of confession to detect. Because the Reid interview and interrogation technique is the global gold standard for interviews, interrogations, and confessions, it is used to obtain confessions from suspects. However, the Reid method has been untested in regard to if it can detect false confessions to potentially eliminate wrongful convictions. The purpose of this qualitative study was to perform a content analysis of videos of confessions using several models that make up the Reid interview and interrogation technique. Utilizing attribution theory as a framework, these models were qualitatively assessed for their ability to …

Gang Injunctions Effects: The Experiences Of Residents And Enjoined Gang Members, Natasha R. Burnett Jan 2019

Gang Injunctions Effects: The Experiences Of Residents And Enjoined Gang Members, Natasha R. Burnett

Walden Dissertations and Doctoral Studies

Civil gang injunctions (CGIs) are bans on nuisance behavior that have been enacted against gang members. Numerous studies conducted on the efficacy of CGIs have proven that they have little to no long-term effects on the communities in which they are implemented, nor on the gang members enjoined under them and their gang activities. The purpose of this empirical, phenomenological interpretative analysis study was to (a) determine the sociofamilial effects of CGIs on community residents; (b) determine the effects of CGIs on the behaviors and activities of enjoined gang members; and (c) determine the overall efficacy of CGIs based on …

Understanding Effectiveness Of A Diverse Board In The Nonprofit Sector: The Role Of Board Inclusion & Critical Mass Of The Diverse Board Members, Suparna Dutta Jan 2019

Understanding Effectiveness Of A Diverse Board In The Nonprofit Sector: The Role Of Board Inclusion & Critical Mass Of The Diverse Board Members, Suparna Dutta

Theses and Dissertations

Using rated responses from nonprofit CEOs who participated in the 2016 BoardSource national survey, this study investigates whether nonprofit board inclusive behavior or board inclusive practices are positively correlated with nonprofit board effectiveness. It further examines whether a critical mass of racial and ethnic minority or women board members may moderate the relationship stated above. To answer these questions, the study tested six hypotheses using principal component analysis, followed by hierarchical regression analysis, and found no evidence of statistical significance in main or moderator effects. The study recommends that policymakers should frame policies that ensure mandatory quotas for women and …

Effects Of Police-Mental Health Collaborative Services On Calls, Arrests, And Emergency Hospitalizations, Sean Russel-Jacque Zauhar Jan 2019

Effects Of Police-Mental Health Collaborative Services On Calls, Arrests, And Emergency Hospitalizations, Sean Russel-Jacque Zauhar

Walden Dissertations and Doctoral Studies

With the increasing amount of police calls involving persons experiencing a mental health crisis (PICs), agencies are looking for ways to reduce the overuse of emergency services and criminal confinement. Police-mental health collaborative (PMHC) programs were developed to utilize the expertise of both mental health and law enforcement practitioners to provide immediate linkage to psychiatric services in an effort to prevent unnecessary involvement in the criminal justice system. The theoretical framework for this study was built on the sequential intercept model (SIM) along with the theories of social network and social support. The SIM identifies 5 key points where PICs …

Perspectives Of Low-Income Homeowners On The Housing Choice Voucher Homeownership Program, Sandra M. Strozier Jan 2019

Perspectives Of Low-Income Homeowners On The Housing Choice Voucher Homeownership Program, Sandra M. Strozier

Walden Dissertations and Doctoral Studies

Owning a home is often referred to as the American Dream. However, the reality for low income homeowners is often problematic. Some scholars suggested that homeowners are better off than renters are, while others suggested that the current quest for low-income homeownership interferes with other affordable housing initiatives. Yet, few researchers examined the decision-making process of low-income homeowners. This phenomenological study explores and describes the experiences, attitudes, and perspectives of low-income individuals and their homeownership decisions. This study further delineates the costs and benefits of the Housing Choice Voucher Homeownership Program (HCVH) as perceived by low-income families in a southern …

Urban Development Of A City In Niger Delta Region Of Nigeria, Chinyere Emmanuel Igwe Jan 2019

Urban Development Of A City In Niger Delta Region Of Nigeria, Chinyere Emmanuel Igwe

Walden Dissertations and Doctoral Studies

The issue of indiscriminate urban expansion is not uncommon in Africa. It has created haphazard, unplanned, and unapproved development that negatively affected urban planning for cities in the Niger Delta Region in Nigeria. Using Stone's urban regime theory, the purpose of this phenomenological study was to explore from the perspective of developers, associations, and government agencies (referred to as stakeholders), the roots causes of indiscriminate urban development and their activities in the process in the Niger Delta Region. Data were collected through semi structured telephone interviews with 10 participants who had at least 5 years experience working in public and …
