Problems Of Pragmatism In Public Policy: Critique Of William Wilson's The Truly Disadvantaged, Robert G. Newby
Problems Of Pragmatism In Public Policy: Critique Of William Wilson's The Truly Disadvantaged, Robert G. Newby
The Journal of Sociology & Social Welfare
I want to begin by commending Professor Wilson for focussing his scholarly attention upon one of the more critical social problems confronting our society at this time. You will recall that in his earlier work, Professor Wilson found that the civil rights movement had made a major impact on the character of race relations in our society, particularly relative to the status of blacks. In that award-winning but controversial study, The Declining Significance of Race, Professor Wilson found two diverging trends within the black community: on the one hand, the growth of the black middle class which had benefitted from …

Defense Spending And The American Economy: How Much Change Is In The Offing?, Murray L. Weidenbaum
Murray Weidenbaum Publications
With the end of the Cold War looming, this essay argues that military spending has been decreasing for years and that any future reductions to the defense budget are likely to only have a modest impact on the economy.

Ua68/10/1 Dare In Nashville Schools 1988-89, John Faine
WKU Administration Documents
This report summarizes the results of a partial evaluation of the 1988-89 Drug Abuse Resistance Education (DARE) effort implemented in all sixth grades in the Nashville, Tennessee, Metropolitan Public School system by trained instructors from the Nashville Metropolitan Police Department. As documented in the following pages, the evaluation effort had two major components.
1. An evaluation of the program by teachers and principals in all the participating schools.
2. Inner-City Study, an investigation designed to assess the impact of the program in elementary and middle schools that service those students thought to be most at risk to the threat of …

Challenges Confronting Metropolitan Portland's Transportation Decision-Making Regime, Sheldon Edner, Sy Adler, Peter B. Morris
Challenges Confronting Metropolitan Portland's Transportation Decision-Making Regime, Sheldon Edner, Sy Adler, Peter B. Morris
Center for Urban Studies Publications and Reports
In this paper we discuss the structure and dynamics of this consensus process through an exploration of a series of challenges to the regime. These challenges include: (1) cultivating new sources of project finance, as the federal government reduces its contribution; and (2) integrating transport projects with regional and local land use plans designed to manage urban growth; in the context of (3) intensifying competition between -business centers within the region, as rapidly growing suburban areas seek transport projects that will facilitate locally-oriented economic growth. We first discuss the institutional and normative elements of the regional consensus process in historical …

Small Groups And Political Influence: A Case Study, Rhonda Q. Hayes
Small Groups And Political Influence: A Case Study, Rhonda Q. Hayes
Graduate Theses and Dissertations
In early civics lessons Americans are taught that theirs is a system of participatory government, that one person's vote does have meaning, and that by making views known to representatives they will be acted upon. They are taught about the governmental process, the steps involved in legislation, the function of the judicial and executive branches, and the means of political participation. Seemingly, they are given a working knowledge of government in action. What they are not made aware of during these lessons is that there are systems within the system and certain unwritten rules which must be followed in order …
Improving Competitiveness, Congressional Style, Murray L. Weidenbaum
Improving Competitiveness, Congressional Style, Murray L. Weidenbaum
Murray Weidenbaum Publications
Seemingly in order to demonstrate its concern with huge trade deficits, Congress passed the Omnibus Trade and Competitiveness Act of 1988. While the object of the legislation is ostensibly to reduce trade deficits and enhance American competitiveness, the new statute actually responds to all sorts of pressure groups. This report examines the impact of the new trade law on a multitude of government agencies.

The American Economy: Is A Turning Point At Hand?, Murray L. Weidenbaum
The American Economy: Is A Turning Point At Hand?, Murray L. Weidenbaum
Murray Weidenbaum Publications
American businesses are making adjustments to the global marketplace. Politically, the big question is whether or not the Cold War is finally ending. Can the United States successfully shift key resources to the civilian economy? Will the lower military demand lead to a worldwide recession or will it free up resources for a period of stronger growth? There are signs of a potential slowdown in the short term. In the long term, open markets seem to be prevailing, with three dominant clusters emerging: Europe, U.S./Canada, and the Pacific rim.

Editor's Note, Padraig O'Malley
New England Journal of Public Policy
Decades beget catchwords to describe them, but the 1980s may defy our best efforts to capture them in one pithy phrase. For a time it appeared that the "me generation" would suffice, but this was essentially an introspective generalization drawing on a parochial perspective: America preoccupied with America rather than with the broader world beyond its borders.
Perhaps the explosion of the Challenger on that bright Tuesday morning in January 1986 has much to do with our self-doubt, with our realization that while we might still regard ourselves as being first among equals, we were no longer preeminent. For the …
The Past As Prologue? What Past Industrial Conflicts Within The Gop Tell About The Future Of The Bush Administration, Thomas Ferguson
The Past As Prologue? What Past Industrial Conflicts Within The Gop Tell About The Future Of The Bush Administration, Thomas Ferguson
New England Journal of Public Policy
This article analyzes patterns of GOP campaign finance with an eye to the light they can shed on the future of the Bush administration. After flashing back to 1980 and 1984, it presents a detailed statistical breakdown of who contributed to whom in the 1988 GOP primary, based on a large and carefully constructed sample of top corporate executives and investors. The Dole campaign emerges as especially important for the clues it provides about the opponents of major changes in U. S. policy toward Eastern Europe and the USSR.
