A Descriptive Study Of The Leadership Styles Of Michigan Juvenile Court Administrators Utilizing The Application Of The Managerial Grid Theory, Zigmund S. Kryszak Jr.

This descriptive study investigated the 83 juvenile court administrators in the state of Michigan. Specifically, the study attempted to (a) collect biographical and professional data regarding the administrators, (b) establish a preferred leadership style utilizing the Managerial Grid Theory postulated by Blake and Mouton, and (c) test the relationship between key variables and the leadership styles demonstrated by the administrators as a group.

The instruments utilized to collect the data were the Style of Management Inventory copyrighted by Teleometrics International of Woodland, Texas, and a self-designed Personal Data Questionnaire. These instruments were mailed to all 83 juvenile court administrators. The …

Non-Governmental Emergency Food Services: A Descriptive Study Of The Tertiary Welfare Sector, Stanley Wenocur

The Journal of Sociology & Social Welfare

This paper presents the findings of an exploratory study of voluntarily organized emergency food centers in Baltimore. These agencies comprise the heart of a tertiary welfare system that provides basic survival supplies without a means test to the needy who cannot obtain relief from traditional public or private sources. Forty-one emergency food services were identified in Baltimore and the heads of 37 of these agencies were interviewed in depth. The findings indicated that a large and heterogeneous population bad utilized emergency food agencies and that the agencies generally met the requisites for a true safety-net function - i.e., accessibility, non-bureaucratic …

This study is an inter-disciplinary analysis of the backgrounds of the Carter administrative elite. Various theories of political science, public administration, and ethics are presented in relation to Jimmy Carter's appointees. A background composite is presented of the elites' education, career before government service, age, sex, and geographic region of birth and socialization. Information about the elites was obtained from biographical listings, and was stored and processed by an electronic data processing system.

The Carter administrative elite has included persons who have been named to positions that do not maximize their experiences and qualifications in the most appropriate manner. This …

Public Monitoring Of Contracts With Nonprofit Organizations: Organizational Mission In Two Sectors, Bruce S. Jansson

The Journal of Sociology & Social Welfare

Public officials in the human service delivery system must wrestle with complex decisions regarding utilization of agencies in the nonpublic sector to deliver publicly funded services. Data from a survey of 167 agencies in a major metropolitan area suggest that there are still substantial differences in priorities and service approaches of public and nonpublic agencies. These differences suggest that public officials may need to devote more resources to ascertaining whether and when public agencies should themselves deliver publicly funded services and to strengthening public monitoring of contracts in the private sector.

The purpose of this study was to examine the development, evaluation, and testing of a technical manual produced by the new United States Army Improved Technical Documentation and Training concept. The concept involved a complete systems analysis of the hardware being considered prior to the actual writing of the manual. The manuals were validated and verified by actual soldiers performing maintenance tasks using only the manuals.

A comparison of the new manual with the old manual was Performed using untrained and trained soldiers.

Within the past decade the emphasis in school finance research has been toward formulating financing models to solve the inequities in educational opportunity. School finance research has concentrated, generally, on structuring school finance alternatives based on school district fiscal behavior. However, these studies did not analyze in detail the school finance alternatives' impacts on the individual taxpayers. The problem remains that, while various school finance alternatives may attain equal educational opportunity by equalizing the level of expenditures among school districts, they could expand the tax burden distribution inequities.

The survey data in this study of 1313 caseworkers and income-maintenance workers of the Pennsylvania Department of Public Welfare provide some elements of a description of white-collar alienation in government bureaucracies. We interpret our findings to indicate that the hierarchical communication network of this department operates to deny implicitly the worth and intelligence of workers. As perceived by employees, the general pattern of message construction, message transmission and message acknowledgment takes no account of their needs for information and validation nor does it allow the information generated at the work place to be fed back to the administration. This study is a follow-up to an earlier (1971) proposal for the application of Input-output analysis to social planning in human services (Repository item #753), and predates current models of human services as part of the nonprofit, or third sector. The manuscript details a study of financial inputs and service outputs in human services in the United Way system of Knoxville TN, noting a variety of quantitative ratios and measures of the human services delivery system, and assessing some of the strengths and weaknesses of the matrix approach.

Administration Of Food And Drug Regulatory Activities Bearing On Human Health, Edward F. Dalton

The thesis begins by giving a background of the development of food and drug regulatory agencies. The immediate influence of political interests and special interests is shown. It is suggested that the real reason for inspection is to serve the interest of the industry and not the consumer. The departure from scientific judgements to discretionary expediencies is shown to have taken place early in the life of the Bureau of Chemistry (predecessor of the Food and Drug Administration).

Crimes & Illness: The Psychological & Criminal Defects Derived From The Architectural & Spatial Design In Public Housing Projects, David Preece

The architectural and spatial design and two public housing projects, Brownsville and Van Dyke, located in the Brownsville section of Brooklyn, New York, were tested to determine their effects upon the crime rates and mental illness. While keeping the socio-economic factors under limited control, a data comparison approach was used to illuminate any difference in the crime and mental illness rates between the two projects. A significant difference in the crime rates was noticed between them with the Van Dyke Houses having a higher crime rate.
