The Municipal Role In Child Care – Ontario, Karen Chan

This paper examines the municipal role in child care based on interviews, surveys, workshops, conferences, and focus groups with officials from Ontario municipalities. The findings reveal that the planning and development of human services is shared between the provincial and municipal levels of government but provincial legislation regarding child care must include the appropriate allocation of responsibility to the municipal level in order to ensure that the service is institutionalized.

This article discusses theoretical models for effective interpersonal communication in the intranational workplace for public sector managers in the U.S. Effective communication is complete when the message has been understood. A message has been understood when it has been both clearly sent and received. Effective communication is a requisite to every step in the organizational process--from the mutual recognition and understanding of a topic or problem that triggered the communication in the first place to its final resolution. The purpose of this study was to determine if there is an arrangement of export development programs which could be utilized by state agencies to best serve the economic and social policy goals of states.

Quantitative and qualitative techniques were employed in conducting this research. Descriptive information was gathered from surveys of state export development agencies. A Delphi methodology was used to gain consensus from public managers about program goals and program effectiveness.

Research into indigent defense issues has shown that the growth in the use of public defenders has been accompanied by increased bureaucratization and has paralleled the expansion of the right to counsel and the "due process revolution." The goal of this research is the development and testing of a model of organization adaptation which explains for public defender offices in Virginia the evolution of multiple and contradictory organizational goals, the means by which they balance conflicting values and goals, and the effect of resulting decision making processes on organizational output. Focusing on sixteen cities in Virginia, the researcher studied the perceived managerial and career roles that high level black urban managers play in local government. From June to August 1991, black managers in the study completed self-assessments in the following areas: (1) socio-demographics, (2) perceived managerial and career role, (3) behaviors associated with managerial activism, pursuing the needs of the black community and career development, and (4) characteristics of their work environment. This paper examines how the unorganized or unincorporated areas of Northern Ontario pose difficulties for the provincial government based on a discussion of the steps the province has taken to compensate for the lack of local government and the problems that occur with respect to these provincial initiatives. The findings reveal that unorganized areas present a considerable burden on the Ontario government with respect to service provision, taxes, planning, and democracy.

This paper examines the overall effectiveness of financial impact analysis (FIA) in local government based on a survey of 48 municipalities in Ontario with populations over 25,000. The findings reveal that despite the usefulness of FIA as an evaluative technique for municipal expenditures and revenues, it remains an unpopular tool for local government administrators in the province.

This paper examines the issues involved with the privatization of local government services based on a case study of the Waterloo County Board of Education’s decision to privatize school bus operations. The findings reveal that a number of considerations should be made with regards to privatization, including whether the service is one that can be competitively substituted by the private sector, the type management controls, regulations, and evaluations that need to be put in place, and the contractual, legislative, and moral obligations to existing employees.

The purpose of this study was to determine the attitudes and opinions of circuit court judges in Kentucky concerning the issue of pregnancy and substance abuse. A questionnaire was mailed to all 90 circuit court judges in Kentucky. The questionnaire, consisting of both a Likert scale and open-ended questions, dealt with concerns relating to the criminalization of pregnant substance abusers, fetal rights, state intervention in the case of pregnant substance abusers, and mothers rights. The ages of the judges, as well as their years of experience on the bench, were used to determine their attitudes on these issues. Results showed …

This presentation examines the author’s work focusing on "rethinking accountability" in public administration. It critiques dominant paradigms, such as rational choice and bureaucratic politics, for their superficial understanding of public sector behavior and provides an overview to the widely cited “accountability framework” developed with Romzek in their 1987 study of the Challenger accident. The framework is based on the idea that public administrators and other decision makers are constantly faced with multiple, diverse and (often) conflicting expectations, and that various forms of accountability develop as a response to such situations. This paper examines the negotiation and arbitration processes that were used in the annexation of the Greater London Area to determine their appropriateness in resolving boundary issues. A comprehensive literature review and an analysis of public hearings were conducted. The findings reveal that the arbitration process was unsuccessful and inappropriate in resolving the boundary adjustment dispute and the arbitration process did very little in adding substantial information to the decision-making process.

This paper examines concerns regarding the roles and responsibilities of councillors and bureaucrats within the policymaking process based on a case study of the Gore Park Rejuvenation Program in Hamilton. The findings reveal that if the expectations of councillors and bureaucrats are not coordinated, problems will eventually occur and, more specifically, if councillors do not prudently assess issues and bureaucrats fail to act responsibly, policies will not be properly formulated or delivered.

This paper examines the organizational changes that have taken place in Hamilton-Wentworth as a result of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) based on case studies of the regional clerk’s department and the regional police department. The findings reveal that when change occurs at the municipal level, it is important to view the organization as a compilation of the organizational structure, the groups within the organization, and the individuals who comprise those groups in order to avoid decline.

The study was conducted to determine if there was a relationship between socio-demographic characteristics of Job Training Partnership Act (JTPA) Title II-A applicants who were determined JTPA eligible, assessed and counseled, and subsequently referred by a counselor for on-the-job training (OJT), and their program outcome, as designated by (1) positive and negative terminations; and (2) enrollments and nonenrollments. The study was conducted on clients served by the Job Training Services (JTS), one of the Service Delivery Areas (SDA-13) in the State of Virginia. This study uses the post-test only design to assess the preliminary effects of a community-based policy initiative, the Norfolk State University Resource Mothers Program (RMP), on the gestational ages, birth weights, and survival rates of infants born to participating adolescent mothers.

The RMP uses experienced mothers or paraprofessionals similar in race and socio-economic status to the participating teenagers. These persons are trained to assist pregnant adolescents and teen parents with nonmedical dimensions of pregnancy and child care. They recruit teens into the RMP, encouraging them to get early prenatal care. Resource Mothers provide teen mothers and their families with practical …

This paper formalizes and empirically tests the hypothesis that the deficient maintenance of public infrastructure is caused by fiscal distress. We utilize a production-decision framework in which public officials combine maintenance and new capital to produce a desired level of capital services. The behavior implied in the fiscal distress hypothesis is treated as perverse deviations from the optimal production path. The empirical findings from cross-sectional expenditures data give support to the fiscal distress hypothesis.

The purpose of this study was to determine the differences between industrial and municipal executives' practices and perceptions toward the administrative requirements of a water pollution control system as set forth in a National Pollutant Discharge Elimination System permit.
