Intermunicipal Agreements: Case Studies In Durham And York Regions, Rebecca James

This paper examines the extent and nature of intermunicipal partnerships in Durham Region and York Region based on an inventory of public partnerships in the two regions and case studies of five intermunicipal agreements. The findings reveal that if municipalities form public partnerships in certain service areas, cost savings can be achieved while still maintaining individual municipal control and accountability.

This paper examines the relevance and significance of user fees in Ontario based on case studies that assess user fee policies in four municipalities in the Halton Region – Burlington, Halton Hills, Milton, and Oakville. The findings reveal that user fees have become a more prominent revenue source and they are an important component of a municipality’s revenue base.

This paper examines whether the Ontario government’s creation of District Social Services Administration Boards (DSSABs) has accomplished the stated objectives of simplifying access to services and better servicing clients, as well as improving cost-effectiveness, coordination, innovation, the sharing of resources, and achieving economies of scale. A case study of Manitoulin-Sudbury reveals that the DSSAB for the two combined districts has been unsatisfactory and none of the stated objectives of the policy have been achieved.

This paper examines whether strategic planning processes successfully assist municipal councils and staff in Ontario based on case studies of 11 municipalities in Ottawa-Carleton and the City of Burlington. The findings reveal that in many instances, strategic planning is being used successfully and the most important factor that contributes to its success is the leadership and commitment of council to the initiation and implementation of the plan.

This paper examines whether the causes of amalgamation in Cape Breton County are similar to the causes that have driven other amalgamations in the Maritime Provinces. Interviews with key stakeholders and an analysis of reports associated with the amalgamation were conducted. The findings reveal that Cape Breton County is a unique case and the Government of Nova Scotia decided to amalgamate because it recognized the dismal financial position of several of the municipal units.

Development literature often depicts development as a transitional process in which agriculture is marginalized while resources are transferred to growing nonfarm sectors, through either voluntary exchange or involuntary coercion. The conventional analysis of Taiwan's agriculture and its role in economic development generally attests to this model.-1 Prior to the 1970s, as the backbone of Taiwan's economy and the major earner of foreign currencies, agriculture accounted for more than 40% of the total employment and over 20% of the net domestic product (NDP). When a DTA (Department of Transitional Assistance) worker assesses whether a family's (T)AFDC (Temporary Aid to Families with Dependent Children) case will be closed, s/he decides which one of 67 different codes best describes the reason cash benefits for the household will be stopped. This study uses quantitative content analysis, with qualitative elite interviewing as a supplemental tool, to investigate the role of the Daily Press newspaper in creating, framing and fostering the locally controversial issues of regionalism and consolidation on the Virginia Peninsula from 1944-1996.

The investigation supports earlier findings regarding the second-level of Agenda-setting in terms of the newspaper's ability to cumulatively create "the pictures in our heads" of events or issues. The dissertation suggests that by selecting thematically related attributes over time, the newspaper acts to transmit issue salience, but that the potential impact of the "picture in our heads" is …

This study attempts to identify the leadership styles of Virginia prison wardens within public adult prisons, and to determine which factors contribute to the development of their leadership styles. The two instruments used in this study to assess leadership style were the Leadership Practices Inventory (LPI, which measures "transformational" leadership), and the Leader Behavior Analysis II Self (LBAII Self, which measures "transactional" leadership). Both instruments have been used in prior research with correctional personnel, and comparisons of this research study is made with previous dissertations utilizing the LPI and LBAII.

Twenty years ago, James Q. Wilson and Patricia Rachal argued that government cannot regulate itself. In an era of revived federalism, increased reliance on contractors, and proliferation of quasi-public organizations, the importance of government self-regulation is greater than ever. This paper tests an underlying assumption of Wilson and Rachal's claim: that regulation of public and private organizations can be differentiated. Employing a meta-research design, this pilot study uses existing regulatory case studies to create "regulatory relationship profiles" for public and private organizations. Conventional wisdom suggests that the basic job of public policy studies (and public institutions, for that matter) is to deal in a timely and practical fashion with pressing public issues of the day. The focus typically is on 'ripe' topics, 'hot' political problems. If a study can be ahead of the curve, in John Kingdon's apt phrase "an idea whose time has come," so much the better. But unlike more traditional academic research, where the focus is timeless — i.e., an explanation of previously inexplicable phenomena, timeliness is a prime reason for initiating a policy study.

This paper examines the factors that are necessary in the successful adoption of an economic development strategy in Middlesex County based on an analysis of Census data pertaining to population, gender, age, income, education, employment, housing, and agriculture and an investigation of the governance issues in the region. The findings reveal that in order to overcome conflict among constituent municipalities and foster a sense of cooperation between them, decisions about economic development initiatives must be removed from the political realm and placed in the hands of local, appointed business actors.

This paper examines the ways in which the negative effects of downsizing can be reduced based on a survey of stakeholders involved in the downsizing processes of three conservation authorities in Ontario – Ausable Bayfield, Saugeen Valley, and Upper Thames River. The findings reveal that the most important factor to consider with respect to downsizing is whether there are good human resource management practices in place long before the downsizing process is to occur.

This article examines the undemocratic process of telecommunications divestment in Jamaica and Trin- idad and Tobago. The divestment of the telecommunications sector was largely prompted by each state’s inability to service external debt. Despite espousing the importance of public participation in the ownership of state-owned en- terprises being divested, the governments each limited or excluded nationals from ownership of the telephony com- panies. In 1995, Boulder City bought from the federal government 167 square miles of land in the Eldorado Valley which is located approximately seven miles west of the city. Soon afterward, the current landfill in Boulder City began accepting construction waste from Las Vegas. The large dump trucks had to travel through Boulder City on route to the landfill. In doing this they passed through three school zones and residential areas. Racial and ethnic minorities are disproportionately represented in Portland, Oregon's criminal justice system. Laws, legal procedures and practices that excessively target minorities are not new phenomena. This study focused on a history of political and social conditions in Oregon, and subsequently, Portland, from the 1840's to 1895, that created unjust state laws and city ordinances that adversely impacted Native Americans, African Americans, and Chinese Immigrants. Attention was also given to the Jewish population.

This paper concerns epistemological rationalism and the norms used by governments to instruct their officers to perform their duties. The particular duty I discuss here is preparation of and action on the budget. In this paper I use "rationalism" as the opposite of "empiricism." This rationalism does not refer to "'economic rationality," it refers to the method of attaining knowledge associated with introspection, logic, and a priori knowledge. The following study examined the ability of a weighted application process to predict tenure of employees working at a behavioral health center. Because the company considered the application process a three month period, the weighted application instrument included information from the application form and data taken from the first three months of employment (personal history information, training data and performance appraisal data).
