The Subsidization Of Emperor Mines Limited, Roman Grynberg, Peter Fulcher, Peter Dryden

Pacific Studies

The relationship existing between the Emperor group of companies and the government of Fiji is examined over a forty-year period. During a substantial part of this time the company has been subsidized by the state. Focus is on one particular period, beginning in the early 1980s when the company received taxfree status for its gold-mining operations in Fiji. The study attempts to quantify the value of subsidies offered to Emperor Mines Limited under the terms of the Vatukoula tax agreement between the state and the mining company. The System-Change In Europe: Theoretical And Political Consequences For The Future Role Of Nato. A Comprehensive Evaluation Of Theoretical Propositions, Empirical Evidence And Possible Political Guidelines, Alexander Siedschlag

In its consequences for the future role of the Atlantic Alliance, the system-change in Europe means more than what it is commonly conceived of to be. Much of the political and scholarly debates about NATO's future embrace military conflict management and Alliance enlargement as crucial factors. Yet another set of decisive factors determining NATO's future lies in the intra-Alliance political and military relationships. The immediate challenges in the first place stem from conflicts of internal origin, such as reconciling divergent interests and approaches among its members.

The Economic Link-Up Of Hong Kong And Guangdong : Structural And Development Problems, Shu-Ki Tsang, Yuk-Shing Cheng

The phenomenal link-up between the Hong Kong and Guangdong economies has been proceeding at a remarkable speed since the launching of the Chinese economic reform in late 1978. The process has largely been market-driven and seems to suit the short-run comparative advantage on both sides. In essence, however, it has been a result of a reallocation of resources across the border, made possible by China's open policy. It has not yet led to a benign form of developmental upgrading which embodies the strengthening of the long-term foundation for productivity and competitiveness enhancement. Japanese Fdi, Exports And Technology Transfer To China, Elspeth Thomson

The purposes of this paper are to examine the relationship between Japanese foreign direct investment (FDI) and Japanese exports to China since the Open Door Policy, and to make some observations about Chinese expectations for and assessment of Japanese technology transferal. Multiple regression analysis is carried out and it is found that in most sectors, FDI was not an influencing factor on exports. In the 1980s it appears that Japanese investors were most interested in producing goods for export, but in the 1990s, they have become more interested in selling their products to the Chinese market. Hong Kong As A Financial Centre Of Greater China, Y. C. Jao

During the past three decades, Hong Kong has emerged as one of the leading international financial centres (IFCs) of the world. Since China began its economic reform and open-door policies in 1979, and since cross-strait economic contacts began to improve in the mid-1980s, Hong Kong's role has also become more varied and multi-faceted. The purpose of this paper is to evaluate Hong Kong as an IFC of Greater China (which comprises Mainland China, Taiwan, Hong Kong and Macau). The territory's prospects as an IFC after its retrocession to China on July 1, 1997 will also be discussed.

Given this new reality, projecting trends and possibilities of technology employment in transit terrorism appears prudent. Towards this end, this article look at how terrorism is changing the specific transit facility/system target sets that can be attacked, and current technology employment in transit terrorism. To help the Army redefine operations in failed states, I propose a new politico-military model. This operational environment model would be composed of a four-cell matrix that would include "war and crime," "war," "crime" and "peace." Three of the cells - war, crime and peace - would pertain to traditional Clausewitzian issues; the fourth - war and crime - would pertain to an emergent neo-Clausewitzian one. To extrapolate the model, we begin with the condition of war. This environment is one of "military issues" that occur between nation-states. The United States has been less affected by this process than most other Western nation-states; we seem to prosper despite such challenges. However, the breakdown of the family, increased drug use among our children, the growing specter of gang violence, and other forms of social terrorism suggest that our own institutions are not immune to a degree of chaos.
