This collection of20 essays stems from a conference held at St. Johns College, University of Manitoba, in the fall of 2008, convened specifically to address what its organizers (now the book's editors) saw as the most glaring gaps in the coverage of "various aspects of Manitoba society, politics, government and contemporary policy issues." As with all such projects-especially when contributors come from several different fields-the contents are a bit uneven. While many histories of the "Red Power" movement trace its origins to the founding of the American Indian Movement in Minneapolis during 1968 and the occupation of Alcatraz Island in San Francisco Bay a year later, Bradley G. Shreve offers a compelling case that youth activism began during the 1950s, most notably in the Southwest. The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

Demands for government accountability extend into all the aspects of government service and the environmental realm is no different. Environmental inspectors — the front-line workers in environmental protection agencies — are among the many civil servants who face demands for accountability. Unfortunately, although accountability is desirable normatively speaking, in practice it is not so simple. Accountability for environmental inspectors frequently involves measures such as the number of inspections completed, the efficiency of data entry in agency databases, and the turnaround time on inspection reports. This study looks at the electoral system in Uganda and the corruption and inefficiencies that go with it. In addition, this study delves into the most common electoral crimes and the way they are committed. Going even deeper, the study examines the reasons for bribery pervasiveness, the role of money in politics and the views locals have of their government and its leaders. Crucial institutions such as police, military, judiciary, Electoral Commission and civil society groups were also discussed in how they relate toelections and politics in Uganda.

During the first decade of the 21st century no region in the nation experienced the political and demographic changes that occurred in the Intermountain West region, including the states of Arizona, Colorado, Idaho, Nevada, New Mexico, and Utah. These states grew at unprecedented levels and are now demographically more diverse and increasingly urbanized. This presentation will explore the status of redistricting and reapportionment efforts, and the implications for state and national politics.

The Presidential Statement issued by the UN Security Council on August 3 condemning the widespread violation of human rights by Syrian authorities was hailed by some as signaling the collapse of the pro-Syrian "defiance coalition."

This "defiance coalition," comprised of the so-called "BRICs" (Brazil, Russia, India, China, and South Africa) along with Lebanon, did indeed relent, begrudgingly, to growing international pressure for action on Syria. However, whether a statement containing little actionable content signals the crumbling of defiance rather than a diplomatic maneuver as calculations are recalibrated in light of developments is another matter.

The narrative of the Arab Spring (including the Syrian uprising) in the mainstream media appears clear and linear: a cruel dictator is challenged in a series of street demonstrations that rapidly coalesce to become a popular uprising. The dictator resorts to increasingly brutal repression, but this fails to end the challenge. Within a relatively short time the dictator is overthrown. Elections within a reasonable period are announced, promising the creation of a democracy that is representative not only of the protest movement, but of society as a whole. Liberal political theory, the predominant paradigm at least since the 1970s, rules out as oppressive the imposition of any substantive notion of a "good way of life" and proposes instead a neutral conception where each individual should have the right to pursue his or her own preferred project of life. This opposition of an ancient "virtue" and a modern "freedom" seems challenged by current debates about morality and the responsibility to protect innocent civilians from massive crimes. The lack of global consensus on how to deal with complex energy governance challenges has led to the emergence of information disclosure initiatives as governance tools in and of themselves. This article assesses the effectiveness of disclosure mechanisms as tools of energy governance by looking at the motivations and desired outcomes behind a series of disclosure-based initiatives in the energy sector, namely: making energy markets work more efficiently; inducing corporations to internalize their climate change externalities; and improving democratic processes that lead to better energy governance outcomes. US policy toward failed states should focus on strengthening civil society and social movements so that people are better able to hold their leaders accountable.

The language of “failed states” disassociates foreign policy from international dialogue about human rights. Instead, “failed states” is a contemporary sound bite that connotes a lack of sovereignty, suggesting that intervention would not violate national sovereignty because in a failed state, there is none.
