In this thought piece, I attempt to contextualize New York City’s inaugural participatory budgeting (PB) process in the larger landscape of American political participation. I discuss how the bottom-up way in which stakeholders wrote the process’s rules in the first place, alongside the core role played by the two lead organizations, helped to broaden notions of stakeholdership among constituents. Ultimately, the first year’s primary achievement regarding political participation was not a specific set of outcomes, but a debut as an unfinished form of governance—one that began to engage traditionally marginalized constituents, to trigger their political imagination, and to prompt them …

In 1963, President John F. Kennedy signed the Mental Retardation and Community Mental Health Centers Construction Act, establishing the beginnings of deinstitutionalization in the United States. By some counts, this Act was a stupendous policy success—by others, a dismal failure. 50 years later, no cohesive national mental health care policy has emerged to deal with increased rates of mental illness among the homeless and the incarcerated. However, California has made enormous strides to create a state policy which provides adequate services to the mildly, moderately, and severely mentally ill as well as adequate funding for those services through Proposition 63, …

Prose And Polarization: Environmental Literature And The Challenges To Constructive Discourse, Paige E. Costello

This work explores how authors employ literary modes to persuade readers towards one side or another of the environmental debate and whether the works promote constructive discourse on environmental issues. It uses two seminal works from each side of the environmental discourse, Silent Spring and The Population Bomb and The Ultimate Resource and The Skeptical Environmentalist, to analyze stylistic differences and similarities, to compare public reception, and to explain the increasing polarization of environmental discourse.

The purpose of the paper is to determine why today's youth are so physically inactive by examining the role and efforts of physical education, and the state and federal governments responsibility in supporting these programs, in fighting today's obesity epidemic by creating generations of healthy and physically active children. Research led to the determination that states have failed to maintain and improve physical education resulting in a physically inactive youth. A vast literature acknowledges the corruptibility of regulators; however, empirical tests on the matter have been limited to two-agent models examining the rulemaking process and price regulation of natural monopolies. It remains an open question whether political contributions, by driving legislative pressure, can entice laxity from regulators in their application of the rules. To remedy this issue, I observe the highly-regulated coal mining industry for which there exists several points for inspector discretion. By comparing the outcomes with Congressional coal mining contribution levels, I am able to ascertain capture across several dimensions. Specifically, I find that contributions are associated with …

In response to the passage of the Personal Responsibility Work Opportunity Reconciliation Act (PRWORA) and its lead cash assistance program Temporary Assistance to Needy Families (TANF), states have taken unique and divergent approaches to welfare policy implementation. One popular approach to workfare delivery, known as privatization, involves contracting with non-profit and for-profit entities operating within the private sector. The General Accounting Office reports that nearly every state is privatizing TANF services to some degree through third-party contracts, but very little is understood about why variation in contracting exists and the ramifications for the program outcomes of welfare recipients. Theories of environmental outcomes have been developed mostly through large-N cross-national studies, which have a structuralist bias and do not include the mechanisms through which inferred causes operate. Structured, focused case studies can help overcome those limits by incorporating political processes and identifying causal mechanisms. Here, comparisons of climate policy outcomes within Germany are used to test and develop theory, by explaining the differences among nine cases with the help of process tracing. The findings suggest that environmental-outcome theories should be modified to include: external events and advocacy-coalition formation as key processes; multiple causal paths through which green parties improve …

Germany has reduced its emissions of greenhouse gases more than almost any other industrialized democracy and is exceeding its ambitious Kyoto commitment of a 21% reduction since 1990. Hence, it is commonly portrayed as a climate-policy success story, but the situation is much more complex. Generalizing Germany's per-capita emissions to all countries or its emissions reductions to all industrialized democracies would still very likely produce more than a two-degree rise in global temperature. Moreover, analyzing the German country-case into eleven subcases shows that it is a mixture of relative successes and failures.

Literature on LGBT politics and rights has been limited. at best. Little information exists as to how coalitions form and build on successes and failures. Seeking to expand the body of research. this study examined the interest group coalitions active on either side of the highly divisive issue of same-sex marriage. Through a comparative case study, the research showed that at the subnational level many issues affect coalition success, including political culture, divisiveness, and in what arena policy change is occurring. This article explores the attainments of China and India on measures of basic human development as ingredients of a long-term economic development strategy. It proposes that major differences in ideology and state capacity explain in part why India has fallen behind China. The analysis suggests that these relatively hidden political factors play an important role in transforming and advancing human development not only within India and China but also in other developing and emerging economies. Notions of a culture of impunity surrounding the violence perpetrated by the Brazilian police have lingered ever since the largely unsuccessful prosecutions of those suspected to be involved in the notorious Candelária massacre of 1993. Eight young people, six of whom were under eighteen, were killed by an adult group comprised of several members of the police. Despite the security forces coming under increasing scrutiny ever since, the 2005 Concluding Observations of the Human Rights Committee on Brazil's Periodic Report made disheartening reading. Specifically this study examines the policy process and administrative functions of emergency management to illuminated the benefits and hindrances involved in greater participation. This study conducted a qualitative analysis of governmental documents, disaster case studies, international research, as well as political science and administrative doctrines, to arrive at its conclusions. The present article examines the character of the European Union (EU) as a polity by looking at the mechanisms it employs to ensure the coherence of its foreign policies. It first contrasts three ideal polity types. The methods chosen to ensure coherence in foreign policy actions differ according to each of the three polity types. The article then explores how the EU ensures coherence through institutional reform, and subsequently looks in detail at two illustrative policy fields: aid sanctions and civilian crisis-management. The investigation concludes that the organisation of EU foreign policies combines elements from different polity types.

The study explores the views of Palestinian refugee camp residents in Jordan on the long-term provision of health and education services in the camps and their status as residents of the Hashemite Kingdom, contrasting these views with the policies and future plans of the Jordanian government.
