President Woodrow Wilson failed to engage and lead the Great Powers at the Paris Peace Conference in 1919, thereby missing the opportunity to influence and shape the eventual outcomes of their far-reaching policy decisions. Had he been more effective there, many of the dysfunctions in the Middle East may well not exist today.

This paper presents a close analysis of the Mapuche Conflict and its implications from an Environmental Justice perspective. It serves to outline the plight of the Mapuche, a South American indigenous group, in their continued struggle to gain the rights to autonomic control over their ancestral territory from the Chilean government. This study offers insights into the impact of competition among Managed Care organizations (MCOs) on infant birthing charges and birth outcomes. Kentucky provides one of the nation’s first case studies to determine successes and failures of Medicaid MCOs, and by doing so, provides a prediction of the impact of Patient Protection Affordable Care Act (PPACA) competition on healthcare costs and birth outcomes. An analysis of a natural policy experiment in the state of Kentucky reveals that infants insured by a Medicaid MCO stay longer in hospitals, are less healthy, and cost more than those insured under Traditional Medicaid prior to …

Why do American states organize as they do for environmental protection? According to Moe (1990), “a positive theory of organizations has two goals: 1) explain where institutions come from and why they take the forms they do, and 2) understand their effects for political and social behavior.” This paper will examine Moe’s question in terms of state environmental agencies: What influences state adoption of a comprehensive environmental structure? The Impact Of Uncertainty, Threat, And Political Identity On Support For Political Compromise, Ingrid J. Haas

This work examines the impact of uncertainty and threat on support for political compromise. In Study 1, uncertainty, threat, and support for compromise were measured. Uncertainty increased support for compromise only when paired with positive or neutral affect. Studies 2 and 3 used an experimental design to examine the impact of incidental affect on support for political compromise as a function of political identification. Uncertainty was more likely to increase support for compromise in positive or neutral contexts and for political moderates and liberals. The combination of uncertainty and threat led conservatives to express reduced support for compromise.

One of the objectives of the U.S. government is to balance the individual’s right to privacy and national security interests. Trusted Traveler programs create a risk-based security model where the traveling public is categorized into low or high risk. There are, however, some privacy concerns related to the acceptance of the use of biometric technology in the adoption of expedited security screening procedures in commercial airports. In a golden era for comic based media, this paper uses the hypothetical emergence of superheroes to analyze the assumptions and predictions of three international relations theories: realism, liberalism, and constructivism. Comics consistently reflect the real world, paralleling events and concepts discussed in foreign affairs dialogues. The thought experiment, and the comic genre itself, provides a vehicle for thinking broadly about the political and social ramifications of successful or failed problem solving, state interaction, and scientific advances.

A Kantian Revision Of The Doctrine Of Double Effect, Andrew H. Chung

In this paper, I will present a Kantian revision of the Doctrine of Double Effect (DDE). In order to do so, I will explain the concept of jus in bello – focusing in particular on the distinction between intent and foresight. I will then argue that we ought to take an agency-inspired look at the DDE. Finally, I will conclude by arguing for my thesis that Boyle’s theory of agency, while good, needs to be revised in order to accommodate concerns stemming from Kant’s Formula of Humanity… namely consent.

Given that conditional cash transfers (CCTs) can be a very effective social welfare program to reduce poverty and improve education and health outcomes, but may exacerbate conflict, this thesis addresses strategies for conflict-sensitive formulation and implementation of CCTs in Indonesia. This thesis raises the immediate need to address poverty in Indonesia and seeks to learn from the successes and challenges of other CCTs, such as those enacted in Mexico, Brazil, Turkey, and the Philippines. The Political Implications Of Felon Disenfranchisement Laws In The United States, Katharine G. Connaughton

This empirical study analyzes the political implications for presidential election outcomes that stem from varying felon disenfranchisement laws within the United States. In the past decade incarceration rates have drastically increased, consequently augmenting the disenfranchised population. This paper focuses on presidential election outcomes and state political party majorities in the election years 2000, 2004, 2008, and 2012. I use demographic characteristics to calibrate assumptions for voter turnout and political party choice among the disenfranchised populations within each state. I then apply these voting populations to historical election outcomes and find that three state political party outcomes change, as well as …

Reluctant students often criticize the study of history as irrelevant to the present day.

In the case of one important and controversial piece of legislation, nothing could be farther from the truth. The 1973 War Powers Resolution (WPR), which places limits on presidential power to deploy troops in combat situations, has ample application to the political functioning of the United States today. Concurrent to the surge of U.S. forces in Iraq between 2006 and 2008, Sunni tribesmen in the U.S. Marine‐controlled western Anbar province of Iraq experienced an “awakening” movement, which led them to side with U.S. and coalition forces. The Sunni Awakening demonstrates that individuals will often realign because of betrayal and opportunities for advancement. It also demonstrates that individual motives can have macrolevel social consequences. Complexity theory suggests that political factions will realign based on individual considerations that then develop into macrolevel movements. This paper explains the reason why the hitherto statist country, Korea, has carried out significant decentralization since the 2000s. In explaining the motivation for decentralization, extant literature has focused on the role of parties, bureaucratic politics, democratization, or territorial interests. Yet there is still limited explanation of how the decentralization laws in Korea could be successfully passed in the 2000s, while cental stakeholders still persisted. The purpose of the dissertation was to examine whether globally agreed development goals (Millennium Development Goals (MDGs), with a specific focus on poverty reduction) were operationalized in human rights, access to justice and rule of law programs/projects of Canadian International Development Agency (CIDA) and of its executing partners. The analysis of the CIDA’s reports to Parliament and programing documents indicates that from the first years of the launch of MDGs, they were operationalized within the CIDA’s programing architecture and remained as a macro- level goal of the agency. There is a rich literature on the circumstances under which the United Nations Charter or specific Security Council resolutions authorize nations to use force abroad, and there is a rich literature on the circumstances under which the U.S. Constitution and statutory law allows the President to use force abroad. These are largely separate areas of scholarship, addressing what are generally perceived to be two distinct levels of legal doctrine. This Article, by contrast, considers these two levels of doctrine together as they relate to the United States. In doing so, it makes three main contributions. A defining feature of public sector employment is the regular change in elected leadership. Yet, we know little about how elections influence public sector careers. We describe how elections alter policy outputs and disrupt the influence of civil servants over agency decisions. These changes shape the career choices of employees motivated by policy, influence, and wages. Using new Office of Personnel Management data on the careers of millions of federal employees between 1988 and 2011, we evaluate how elections influence employee turnover decisions. We find that presidential elections increase departure rates of career senior employees, particularly in agencies with divergent …
