Aid Effectiveness In Afghanistan: The Role Of Local Human Capacity In Explaining The Health Sector's Success, Ahmad Najim Dost

The effectiveness of development assistance is one of the most contested debates in international development studies. While some of its most ardent supporters consider aid as the key to solving the plight of the developing world (e.g. Sachs 2006), its opponents consider it as part of the problem rather than the solution (e.g. Moyo 2009). By investigating the case of Afghanistan as one of the world's largest aid recipients from 2002 to 2014, I show that one reason for arriving at such diametrically opposed conclusions lies in the narrow definition of aid effectiveness as income growth rates. Ben Bagdikian (1920-2016) graduated from Clark University in 1941 before becoming a journalist. He reported on prisons, poverty and civil rights and won the Pulitzer Prize. While Bagdikian was an editor at The Washington Post, Daniel Ellsberg gave him a top-secret history of the Vietnam War, The Pentagon Papers. Bagdikian gave a copy to a senator who read them into the Congressional Record. These papers include speeches and articles and research materials and manuscripts for his books, Media Monopoly, Double Vision, In the Midst of Plenty, Caged, and The Memoir of Lydia Bagdikian.

The main objective of this research paper is to analyze the international effects the Syrian Conflict has had to the global community. The United Nations High Commissioner for Refugees has declared this conflict to be the worst humanitarian crisis of our time. Millions of Syrians have fled their home country to avoid unjust persecution and are looking to not only neighboring countries, but the European Union for assistance in resettlement.

Since 9/11, counterterrorism policies have been one of the crucial policy issues facing the United States. After the attacks on the United States, counterterrorism in this country transformed. Fifteen years later, counterterrorism is typically organized as a one-size fits all approach. This approach generalizes all terrorist threats, trying to target terrorism as a whole. This thesis explains how this is an improper approach to counterterrorism. Progressive religious leaders are playing an increasingly important role in the effort to combat climate change. Through a combination of unstructured in-depth interviews and primary source analysis, this thesis highlights nine U.S. religious leaders from various denominations of Christianity, Judaism and Islam who are actively involved in working on climate issues. Drawing on literature in social movement theory, I explore how clergy are uniquely influential in climate issues because of the organizational advantage and moral authority they hold through their positions as religious leaders, granting them the ability to highlight social justice implications of climate change with distinctive legitimacy. While research shows policymakers increase bilateral foreign aid commitments in response to an increase in bilateral immigration, supposedly as a means for reducing the demand for immigration, the effectiveness of this strategy is given only passing consideration in the literature. Many doubt this approach's success, but little effort has been made to empirically justify this doubt. This paper attempts to fill this gap in the literature and proposes a novel hypothesis. Voter turnout is shockingly low in elections for mayor and other local officials across the United States. For the most recent round of mayoral elections in America’s 30 largest cities, turnout of eligible citizens in 15 of them was less than 20%.

This study is an inquiry into the nature of the Islamic Community Milli Görüş (Islamische Gemeinschaft Milli Görüş -IGMG) movement in Germany. The movement has been identified as an “Islamist extremist group” by the German Ministry of the Interior in 2005. Germany has the highest number of Turkish immigrants in Western Europe and is home to Milli Görüş’s headquarters. We ask whether radicalization is a response to social, economic and political marginalization of Milli Görüş members in Germany. A great deal of political science literature has illustrated that U.S. Representatives respond to different electoral competition scenarios through modifying voting behaviors, floor statements, and bill sponsorship activities. However, scholarship has yet to significantly assess if and how political competition impacts the ways members of Congress present themselves to their voters and explain policy positions to their constituents. This dissertation longitudinally explores if and compares how members of Congress in different and changing electoral circumstances alter their home style behaviors, or not, due to the presence or lack of robust political competition.

This dissertation seeks to explore how sub-national levels of the state promote the development of new industrial sectors. To do so this dissertation builds on a series of theoretical perspectives on the role of the state in the economy and develops a unique view of how sub-national states coalesce and contrast within these perspectives. The LGBTQ+ community in the U.S. has long suffered from collective stigmatization and discrimination. At the same time, there have been calls for increased social acceptance, more legal protections, and better political representation of LGBTQ+ people. An essential ingredient for such calls for change has been a rise in support from outgroup allies. However, what moves members of the public to support LGBTQ+ citizens? In the aftermath of World War II, the Liberal Democratic Party of Japan followed Germany’s blueprint in fashioning a universal health coverage system. Comparisons to Germany’s welfare state during this same time period reveal markedly different social and mental health policy practices, as Germany’s Christian Democratic Union and Social Democratic Party cooperated toward progressive policies while the Liberal Democratic Party largely neglected social welfare expansion. The effect of these practices is reflected in budgetary provisions, institutionalization practices, and mental health epidemiology. This paper analyzes why the UN’s efforts against the sex trafficking of smuggled migrants, specifically regarding the Palermo and Smuggling Protocols, have been inadequate in preventing migrant smuggling. It concludes that the crime-based focus on prosecution overshadows prevention of the crime and protection of the victims, and that a human rights approach addressing the vulnerability of smuggled migrants would be more effective in reducing migrant smuggling long-term. Proposed solutions include decreasing both the “push” and “pull” factors of migration by ratifying existing legislation regarding basic human rights, implementing national policies that increase migrant rights in destination countries, and shifting further …

Assessing Access To Social Services In Emerging Systems: A Conceptual Approach, Steven G. Anderson, Meirong Liu, Xiang Gao

There has been considerable concern about systemic factors that serve as access barriers for vulnerable groups in need of services, but conceptual and empirical work related to such issues have been limited. This article presents a new conceptual approach for considering and assessing access, which we call the “Funnel Framework”. The framework is explicated abstractly, and is illustrated with use of the U.S. child care subsidy system. We argue that the framework can usefully guide the analysis of access to any social benefit system, and can be helpful to administrators and program developers as they design and implement benefit systems.

The Elementary and Secondary Education Act (ESEA) was first passed in 1965 and has since been reauthorized several times, including as No Child Left Behind in 2001 and the Every Student Succeeds Act of 2015. The ESEA seeks to address the needs of low-income students; however, decades of reform efforts and government reports documenting inequality have done little to close gaps in educational resources or outcomes for marginalized groups. When President Sebastián Piñera entered office in 2010 the Mapuche indigenous people were receiving two contrasting messages from the Chilean State. On the one hand, the government ratified ILO Convention 169, pledging to protect the indigenous right to prior consultation in programs that affect their communities. On the other hand, the government was involved in the oppression of Mapuche communities in the region of the Araucanía through militarisation and the application of the Anti-Terrorist Law to punish radical Mapuche activists that protest corporate encroachment on their land.
