By examining Governor Alfred E. Smith's use of gubernatorial investigations sanctioned by law under the under the Moreland Act, this work details his efforts to transform New York State government from a chaotic system of boards, bureaus, commissions, and departments to a streamlined cabinet-style executive branch dominated by a strong governor. Hindered by a state constitution which severely limited gubernatorial power, Smith utilized one of the few tools open to governors to draw attention to, and then change, state government: executive investigation. The amending of the Volstead Act and repeal of national prohibition did not answer the "liquor question" but passed the issue to the states. This thesis examines New York's reaction to the change in national alcohol policy and the states decision to legalize and regulate the beverage with the establishment of the New York State Liquor Authority. It traces the activities of Jean Sheppard who led the state division of the Women's Organization for National Prohibition Reform (WONPR) and became one of the key architects of New York's modern alcohol control system. The partition of India was primarily based on the religious divide between the two communities – the Hindus and the Muslims. I inquire into Samuel P. Huntington’s clash of civilizations theory as outlined in his landmark The Clash of Civilizations. I explore conflicts starting at the end of the Cold War to 2007 in order to examine whether Huntington’s theory has been materializing (there is a marked increase in conflicts between Civilizations, and they have become more intense) or if the face of conflicts has stayed relatively similar to Cold War era clashes. History has lessons for the present; could this be the case for modern counterinsurgency operations in countries resembling Iraq and Afghanistan? This research set out to study three historical counter-insurgencies campaigns in, Malaya (1947-1960), Kenya (1952- 1960) and Rhodesia (1964-1980), with a view to establishing whether or not the Colonial authorities had a substantial advantage over modern forces when combating insurgencies. If this was the case, are these advantages transferable to aid forces involved in modern counterinsurgencies?

As Afghanistan continues toward a new era, seeking democracy in a country where tribal affiliations and ethnic groups often usurp any sense of patriotism, the reconciliation of armed fighters while providing an adequate grievance process for victims of war crimes must take priority in the process adopted to unify the Islamic Republic of Afghanistan. This essay explores the ways States use their domestic laws to regulate activities that cross national borders. Domestic-law enforcement decisions play an underappreciated role in the development of international regulatory policy, particularly in situations where the enforcing State's power to apply its law extraterritorially is not contested. Collective action problems suggest there will be an undersupply of enforcement decisions that promote global welfare and an oversupply of enforcement decisions that promote national welfare. These collective action problems may be mitigated in part by government networks and other forms of regulatory cooperation.

Eric Schmitt and Thom Shanker address many of the intricacies faced by officials at the White House, the State Department and the Pentagon in their book Counterstrike. An important driver of relative decline in America’s international standing is the failure of its political elites to define reality-based foreign policy goals and to relate the diplomatic, economic, and military means at Washington’s disposal to realizing them—the essence of “grand strategy.” For several decades, American policy has been pulled in opposite directions by two competing models of grand strategy. In one—the leadership model—America maximizes its international standing by adroitly managing regional and global power balances and promoting the processes of economic liberalization known collectively as globalization. Milwaukee, Wisconsin is considered the most segregated city in the country and has the most disproportionate rate of minorities in Wisconsin’s juvenile justice system. The State of Wisconsin recognizes disproportionate minority contact (DMC) is a product of both differential offending by minorities and the racist differential processing by the juvenile justice system. Milwaukee’s residents are locked in a conflict about the role of racism in the high rates of minority crime and whether to address DMC with more stringent punishment or increasing alternatives to incarceration. Today, nearly two and a half million people in the U.S. are living in cages, with New Orleans holding the highest per capita rate of incarceration. While we have consistently seen that building cages does not bring us any closer to actualizing safety, the sheriff and other city officials of New Orleans justify a financially profitable plan to create more cages-to warehouse more of the city's people-in the name of safety.
