An anti-bilingual education referendum was offered to citizens of Massachusetts in November of 2002. The referendum read, in part, “The current state law providing for transitional bilingual education in public schools will be replaced with a law requiring that, with limited exceptions, all public school children must be taught English by being taught all subjects in English and being placed in English language classrooms.” The University of Massachusetts Gaston Institute analyzed the results of that referendum, here reported on by Jorge Capetillo-Ponce.

The article portrays the passage of the Higher Education Act of 1965 as a watershed event, much like the Morrill Land Grant Act and the G.I. Bill, in the history of opening higher education to a broader range of citizens. What had once been a largely private enterprise for the elite became an increasingly public commitment to make a college and university education accessible to anyone qualified to take advantage of the opportunity. One of the key features of the No Child Left Behind Act (NCLB) of 2001 is a requirement that all teachers in core academic areas be “highly qualified” before the 2005-2006 school year. Even more quickly, by the end of the 2002-2003 school year, all newly hired teachers in Title I schools had to be highly qualified. The core academic areas— which must be taught by a “highly qualified” teacher—are English, reading or language arts, math, science, arts and foreign language, economics, geography, civics or government, and history. The adequacy approach to challenging school funding systems has proven the most successful of the waves of finance litigation, and the approach serves as the foundation for new or ongoing litigation and reform in many states today, including Arkansas. The standards reform movement has provided courts with a way to measure plaintiffs’ claims that school finance systems do not provide for an adequate education, and many courts have found school funding formulae unconstitutional. The Student Assessment and Educational Accountability Act or Arkansas Act 35 represents an ambitious attempt to develop and articulate a strategic plan for ensuring that all students in Arkansas are meeting grade-level standards in reading and math. The legislation describes the types of testing schools must implement each year, how schools and districts should report data, how data should be used to inform staff development, and the sanctions students and schools will face if they fail to meet state standards.

The No Child Left Behind Act (NCLB) of 2001, the cornerstone of the Bush Administration’s plan to reform K-12 education, strengthens significantly the federal role in education through sweeping reforms to the Elementary and Secondary Education Act (ESEA). The stated legislative intent of the NCLB Act is “to close the achievement gap with accountability, flexibility, and choice, so that no child is left behind” (PL-107-110 [20 U.S.C. §6301, et seq.], 2001). No Child Left Behind (NCLB) mandates that all states develop an accountability system that measures student achievement every year. The method states must use to measure achievement is Adequate Yearly Progress (AYP). States must agree to bring all students to proficient academic performance levels in reading and math by 2014 in order to continue receiving Title I funds, a federal funding program that commits $12 billion per year to help lower-income children. In Arkansas, the Arkansas Comprehensive Testing Assessment and Accountability Program (ACTAAP) serves as the basis for determining AYP and incorporates the mandates of NCLB.1 According to a 2004 …

Single Mothers Working At Night: Standard Work, Child Care Subsidies, And Implications For Welfare Reform, Erdal Tekin

Upjohn Institute Working Papers

This paper estimates the effect of child care subsidies on the standard work decision of single mothers and examines whether this effect differs between welfare recipients and nonrecipients. The analysis uses data from the 1999 National Survey of America's Families. Results suggest that child care subsidy receipt is associated with a 6.9 percentage point increase in the probability of single mothers' working at standard jobs. When the effect of subsidy receipt is allowed to differ between welfare recipients and nonrecipients, results indicate that welfare recipients who are offered a child care subsidy are 14 percentage points more likely to work …

Public schools and community health organizations have created partnerships to provide mental health services to children. One such collaboration has led to the development of School-Based Health Centers (SBHC). SBHC provide mental health services in an attempt to enhance students' development and performance. The research findings regarding SBHC impact on school performance are mixed (Gall, Pagano, Desmond, Perrin, & Murphy, 2000; McCord, Klein, Foy, & Fothergill, 1993; Weist, Proescher, Freedman, Paskewitz, & Flaherty, 1995; Wolk & Kaplan, 1993 ). In November 2002, the Arkansas Supreme Court found the Arkansas school funding system to be unconstitutional. The decade long court battle, Lake View v Huckabee, concluded when the Supreme Court determined that the state needed to develop a new system to provide a “general, suitable and efficient system of free public schools equally available to all" as called for by the Arkansas Constitution (Article 14, § 1). Arkansas, however, is not alone in being taken to court over the equity and adequacy of its school funding system. Since 1960, over 40 states’ educational funding systems have been legally challenged. Since …

The major purpose of this research is to determine the extent to which career centers in Massachusetts are providing mature workers with access to federally funded training. The research is based on two large administrative data sources: The MOSES database made available by the Massachusetts Department of Employment and Training (now Division of Career Services and Division of Unemployment) and a customer service database maintained by The Career Place, a career center in Woburn, MA. Recurring incidents of school violence indicate the need for effective school crisis plans with unique strategies. Acts of international terrorism combined with highly sensationalized school shootings, although rare but significant, generate demands for additional measures of school safety. This study was designed to investigate the status of crisis preparedness in Indiana schools. The study attempted to determine the adequacy of school crisis plans based on state and federal recommendations for school safety.
