Faced with growing resource constraints, many countries are grappling with the issue of how best to allocate resources to publicly funded universities. Quite a few governments have used manpower planning models to guide policies regarding university enrollments and resource allocation. These models typically derive educational enrollments from projected manpower requirements based on forecasts of economic growth. Recent public debate on university admissions policy in Singapore raises anew the question of the effectiveness of the manpower planning model that Singapore (and many other countries) relies on to guide university intakes. The Journal of Sociology & Social Welfare

Low-income people have less access to opportunities for post-secondary education, and the welfare reform in 1996 further limited access for welfare recipients. Since welfare reform, there has been an increasing interest in strategies meant to enhance the well-being of low-income people through education and the development of human capital. In this study, we examine how low-income people saved for post-secondary education in Individual Development Accounts (IDAs) in a nationwide demonstration. IDAs provide matches for savings used primarily for home purchase, microenterprise, and post-secondary education. We examine how savings outcomes differed between participants who intended to use their savings for post-secondary …

The Journal of Sociology & Social Welfare

Welfare reform had the unforeseen effect of causing large numbers of public assistance recipients to drop out of college, discouraging their pursuit and acquisition of postsecondary education (PSE) credentials. There is a growing body of research that shows the value of postsecondary education in getting public assistance recipients onto a path toward occupational and social mobility. The restrictions of Temporary Assistance to Needy Families PSE policy, coupled with the recognition that college participation should be an option for qualified welfare recipients, influenced the emergence of many successful state and county-level movements focused on reforming welfare reform PSE policy. This study examined the relationship between the condition of school building conditions and the achievenh:>11 l on the Indiana Statewide Test for Educational Progress. Selected high schools from the state of Indiana with various enrollments and socio-economic factors were used in this study. Building condition scores were determined by the Commonwealth Assessment of Physical Environment which was completed by building level Principals of 50 s0.lected high schools from a possible sample of 244. Education researcher Grace Fraser talks about her research on the founding and operation of integrated schools and the challenges of running them. She distinguishes between schools that were called integrated but did little in terms of programs, schools that were integrated and ran educational programs but did little to affect interaction, and those that intensively worked to teach children about tolerance and to involve principles of integration into all aspects of their programs. Lincoln, Nebraska, USA—HomeTown Competitiveness, a Nebraska initiative currently working in seven counties and communities in Nebraska, has been chosen as one of six recipients of grants provided through the W. K. Kellogg Foundation’s 75^th Anniversary Entrepreneurship Development Systems for Rural America.

The $2 million award, over three years, was approved by the Kellogg Foundation Board of Directors meeting at Battle Creek, MI last month. More than 180 applications were received for the grants to develop six national models in rural entrepreneurship.

The purpose of this study was to analyze Indiana school superintendents' perceptions of the impact of the recent changes in Indiana school funding on local school districts. Indiana school superintendents' perceptions of whether the 2003 Budget Bill (HEA 1001) impacted school district personnel, educational programs, facilities, and transportation differently because of assessed valuation per student and student enrollment were tested. Differences in superintendents' perceptions because of years of superintendents' experience were also tested. The State of Indiana passed alternative education legislation in 1997 to meet the needs of at-risk students who were not succeeding in the traditional school setting. The number of alternative education programs and schools in Indiana had increased 28% from the 1997-1998 academic year to the 2004-2005 academic year. There are virtually no studies linking leadership styles to effectiveness in alternative education programs for at-risk youth in Indiana. The purpose of this study was to confirm the factors contributing to the scarcity of eligible, licensed applicants for the superintendency, and to confirm what barriers existed for those choosing to consider the superintendency as a career. Of the responding participants, Indiana public school superintendents, 67%, and licensed superintendents who are not currently serving as a superintendent, 45%, responded to eleven identified barriers, six factors that superintendents may face in the political arena, and five factors of stress.
