There is a lack of understanding regarding how sensemaking could be incorporated into a professional development program to improve teacher quality and student achievement. The lived experiences of high school English language development teachers as they interpret English language development and one state's high school exit exam instructional policies were explored in this phenomenological study. The conceptual framework that supported this study is based on the theory of sensemaking, the processes by which educators interpret and implement policies. The participants were English language development teachers of English learners who have not yet passed the exit exam. Data were collected through …

This dissertation focuses on educational reform in New York State in relation to two policies that I term "dual reform." The 1996 Regents graduation policy required all students to participate in the college-prep curriculum and attain a Regents diploma, while the 2001 Career and Technical Education (CTE) policy promoted integrative approaches to teach academic topics within CTE. The central study questions were: How has literacy reform been constituted in relation to CTE within two rural communities? How does CTE enable and constrain youth literacy learning and development?

Looking at the current educational situation of youth in India, this Population Council policy brief argues that significant investments in terms of appropriate policies and programs are required to enable the country to achieve the Millennium Development Goals of universal primary education and elimination of gender disparity in primary and secondary education, harness its demographic dividend, and enable its youth to participate in and benefit from global development. The brief recommends that policy commitments be met and programs be effectively implemented, and notes the importance of high school education in enabling youth to make a successful transition to adulthood. In 2002 Hamann, Wortham, and Murillo noted that many U.S. states were hosting significant and often rapidly growing Latino populations for the first time and that these changes had multiple implications for formal schooling as well as out-of-school learning processes. They speculated about whether Latinos were encountering the same, often disappointing, educational fates in communities where their presence was unprecedented as in areas with a longstanding Latino presence. Only tentative conclusions could be provided at that time since the dynamics referenced were frequently novel and in flux.

Research suggests that conflicts are much more likely to re-ignite in societies which have large Diaspora communities in the United States. This study examines the role of American Jewish, Arab, and other Middle Eastern Diaspora communities in the Israeli-Palestinian conflict, and addresses the generally neglected role of trauma and emotions in perpetuating conflict.

This study addressed the problem of poor attendance adversely affecting grades and learning. Current school policies do not address problematic attendance for all school-aged children, perpetuating trends of academic failure. The research objective was to determine if unexcused absences had a greater negative impact on a high-stakes test compared to excused absences and then develop a manual of best attendance policies to better serve all school-aged children. Congressional concern about homeless students resulted in the McKinney-Vento Act (MCKV) in 2001, which provides funds to local educational agencies (LEAs). MCKV is almost a decade old, yet no evaluations of its academic effectiveness have been reported. Using a systems theory framework, this study answered research questions (RQs) involving whether normally housed students in Grade 6 scored higher than homeless students in Grade 6 in reading (RQ 1) and math (RQ 2) on end-of-grade (EOG) test scores and whether homeless students in Grade 6 from LEAs that received MCKV funding scored better in reading (RQ 3) and math (RQ 4) …

Some states have a historic predisposition to a private post-secondary education sector, while others have a tradition of strong public institutions. In all cases, public post-secondary relies on state revenue for their general operating and capital budgets. Since the passage of the antidiscrimination law LD 1196 in 2005, Maine schools have been encouraged to utilize new language outlined in the law which protects gay, lesbian, bisexual, and transgender students from discrimination. This study evaluated antidiscrimination language in a sample of Maine’s school administrative unit policies and individual school handbook policies to determine to what extent LD 1196’s protections were incorporated to the policies. The evaluation found that school administrative units were much more likely than individual schools to have antidiscrimination policies with the protections outlined in LD 1196. The purpose of this study was to identify relationships between youth involvement in 4-H and self-image. The study also explored whether there were relations between self-image and development of the 5 C’s (confidence, competence, caring, connection and character) of Positive Youth Development. The study focused specifically on the differences in self-image between youth who participate in 4-H and youth who do not.

Participants included 180 youth from grades eight through twelve in the state of Nebraska. Demographic responses indicated that 47% of respondents were male and 53% were female. Approximately 72% of the respondents were not participants in a 4-H …

By simultaneously using neighborhood, housing, family, and personal factors to identify at-risk students, education officials can link students to the social programs they need to meet their individual needs. The article discusses the contribution by the marine transport sector to air and water pollution. According to a congressional research report, cruise ships produce large volume of wastes like sewage, wastewater from sinks, showers, and galleys, hazardous wastes, solid wastes, oily bilge water, ballas water and polluted air. Ship manufacturers are advised to create Green Ships that prevent pollution while governments are urged to strengthen the laws that prohibit dumping of waste to oceans to alleviate pollution.

The 2001 renewal of the United States Title I program instituted the Supplemental Educational Services (SES) program, in which schools in their third year of failing to make Adequate Yearly Progress (AYP) are required to offer out-of-school-time tutoring in core subjects to low-income students. This study synthesized provider effects reported in the extant body of SES provider evaluations to generate an estimate of the overall effectiveness of the SES policy in terms of improving student achievement and to identify provider characteristics that are associated with variation in student achievement effects

First, the Article argues that the parent’s right to educate his or her children is strictly circumscribed by the parent’s duty to ensure that children learn habits of critical reasoning and reflection. The law has long recognized that the state’s duty to educate children is superior to any parental right. Indeed, the “parentalist” position to the contrary rests on an inflation of rights that is, in fact, a radical departure from longstanding legal norms. The extent to which Academic Press and strong social relationships impact Academic Engagement in smaller learning communities (SLCs) situated in large comprehensive urban high schools was investigated. Data were collected through classroom observations, student questionnaires and focus groups with teachers and analyzed using descriptive statistics, multivariate analysis of variance (MANOVA), and content analysis of focus interview transcripts. Findings from the survey data confirm those found in much of the existing literature, namely that students experiencing high levels of Academic Press were more often the most academically engaged.
