However, the lack of an accreditation system or a set of available published outcomes (or standards) have complicated efforts towards homeland security program development. Public managers are a key component of a bureaucracy. The reliance on a public manager by an elected official is high as is the expectations that these managers have the necessary skills to manage a public organization. The goal of this study was to explore what elected officials perceive are skills needed by managers to lessen the impact on the human resource, financial, and political challenges when faced with significant change efforts in order to meet their expectations and that of the citizens to whom the organization is responsible.

In Understanding Agriculture: New Directions for Education, the National Research Council (1988) reported, “Too many Americans know very little about the social and economic relevance of agriculture in the United States, and agriculture is too important a subject to be taught only to a relatively small proportion of students enrolled in vocational agriculture” (p.1). Now over 20 years later, this problem is still relevant. During the 2007-2008 school year 10.5 percent of Nebraska high school students were enrolled in an agricultural education course. This may be the result of an absence of agricultural education in the largest four school districts …

In late March, the winners for Round 1 of the federal Race to the Top (RttT) were announced. The competitive grant funded under the American Recovery and Reinvestment (ARRA) was described in more detail in an OEP policy brief posted here . In January, Arkansas joined 40 other states in submitting an application. When the finalists were announced, Arkansas was ranked 17th and just missed the cut! In this policy brief, we provide a brief overview of how the Arkansas application fared and what our state leaders could do to increase our chances for Round Two.

In March, the Common Core State Standards Initiative (CCSSI) released drafts of the proposed National Standards for K-12 education in English Language Arts and Literacy, History/Social Studies, Science, and Math. The draft standards were developed in collaboration with teachers, school administrators, and experts with the goal of providing a clear and consistent framework to develop “college or career ready” students. In this draft, the authors attempt to define knowledge and skills students that high school graduates need for entry-level, credit bearing academic college courses and workforce training programs.

Anti-littering Programs

The third quarter has progressed with the Hector’s Helpers program. We took action with hands-on classroom activities and lead three clean-up field trips. Students learned how to protect public lands in Southern Nevada through our anti-litter and desert dumping initiative. West Career Technical Academy students completed various GIS projects and finished the Adopt-A-Block Handbook. The Hector’s Helpers staff also submitted a formal proposal to study pre- and post-program surveys of students participating in the Hector's Helpers program.

Almost 45 years ago to this day, the federal government enacted the Elementary and Secondary Education Act (ESEA) on April 11, 1965. The Act, which provided funds for professional development, instructional materials, resources to support educational programs, and promoted parental involvement in primary and secondary education, has been reauthorized about every five years since its enactment. The current version, known more commonly as the No Child Left Behind Act, is now up for reauthorization. The National Assessment of Educational Progress (NAEP), also known as “the Nation’s Report Card,” is a national assessment of what students in each state know in various subjects. The grade 4 and 8 mathematics and reading portions of the NAEP were administered in 2009. We highlighted the math results, which were released last fall, in the 2009 Arkansas Report Card (http://www.uark.edu/ua/oep/report_cards/2009_Report Card.pdf). The 2009 reading scores were released at the end of March, 2010. This policy brief highlights the recent NAEP reading results and demonstrates, bluntly, that growth has stagnated both in the U.S. and Arkansas.

Public schools have served as battlegrounds over fundamental questions of equality, liberty, and access to social and economic opportunities. Since the historic decision rendered by the California Supreme Court in Serrano v. Scholarship programs authored by state legislatures may conflict with a state's constitution. In the case of Locke v. Davey 540 U.S. 807 (2003), Joshua Davey challenged the State of Washington's withdrawal of his Promise Scholarship claiming violation of his First Amendment rights under the United States Constitution.

This study is a historical case study analyzing the Supreme Court jurisprudence regarding legal issues concerning the issuance of state funded scholarships for the purpose of religious studies. A complete legal study was conducted that included a review of all relevant court cases, court filings, legal journals and legal briefs.

This study evaluated the effectiveness of the U.S. Marine Corps combat operational stress preventive training program to determine whether the program meets the training effectiveness criteria of the Marine Corps. This evaluation entailed both qualitative and quantitative inquiries to answer the subject matter research questions.

The participants consisted of active duty and reserve Marines on active duty. For the purposes of the quantitative analysis, the researcher obtained a random sample of 480 Marines. Additionally, the researcher obtained a purposefully stratified qualitative sample of 12 active duty Marines consisting of four junior non-commissioned Marines, four staff non-commissioned officers, and four commissioned …

This Article explores the implications of a dramatic shift in the American educational landscape—the rapid disappearance of Catholic schools from urban neighborhoods. Primarily because of their strong track record of educating disadvantaged children, these school closures are a source of significant concern in education policy circles. While we are inclined to agree that Catholic school closures contribute to a broader educational crisis, this Article does not address well-rehearsed debates about educational outcomes. In Arkansas, students graduate from high school at a relatively high rate – 72% versus the national rate of 69%. However, according to the ACT, only 35% of Arkansas graduates are ready for college-level work (based on Arkansas’ College Readiness Benchmark Scores). Our state's rate of completion from college also ranks below the national average (See Table 3.5 in OEP’s report card here). There is a strong correlation between the successful completion of an algebra course and readiness for college-level work. As part of our effort to monitor K-12 education in Arkansas and provide useful information to all those across the state interested in our schools, the OEP is happy to publish our 2009 Report Card on Arkansas Public Schools.
