Competency-based education has become the norm for professional graduate degree programs. This paper describes the development, implementation, and ongoing validation of a competency model designed for a multifaceted public administration program. The model is based on accreditation standards and competencies promulgated by NASPAA and CAHME, and reflects a unique focus on community-engaged pedagogies. A framework consisting of 10 competencies was implemented in 2011–12 and validated through feedback from stakeholders, alumni, field preceptors, and graduates. A two-dimensional matrix of content coverage and expected levels of competency attainment delineates the articulation of competencies, curriculum, and course content, and provides a framework for …

Mary Fallin signed a bill to, in the parlance of the times, "repeal and replace" the common-core standards in her state was surprising, to say the least, notwithstanding a legal challenge to the repeal filed in the Oklahoma Supreme Court by parents, teachers, and state board of education members on June 25. The purpose of this research was to evaluate the effectiveness of the Healing for Educational Achievement Resource Team (H.E.A.R.T.). H.E.A.R.T. is a committee of staff at a middle school in Dorchester. Dorchester is a violence hotspot in Boston, MA, and students in such areas need to heal from traumas while meeting academic requirements. In order to meet their students’ needs and achieve their goals, schools need to practice trauma informed care. H.E.A.R.T. represents a staff-driven effort to meet student needs and establish trauma informed care. Educational leaders must operate in a complex political world that places a premium on skills and strategies involving consensus building, negotiations, and reciprocity. This dissertation is about the leadership struggles and tensions inherent in a school consolidation process. The principals highlighted in this study represent the leader of a metropolitan school which is closed and consolidated with another school in the same school district. The school district employs a defined and planned process to address many issues inherent in a school consolidation like guaranteed placement of displaced teachers in schools of their choice.

This study examines what changes universities and colleges can make to lessen transitional challenges for student veterans. In practice, through building relationships with other student veterans and their supporters, incoming student veterans could potentially feel more connected to the student body and the university. In policy, DoD and VA administrators might work with college campuses to provide training resources for educators and university officials on how to best address concerns and issues student veterans commonly have upon their arrival to campus and throughout their academic career. The Australian government implemented a new policy in July 2013 in an attempt to more effectively address the recent spike in irregular migrants trying to reach its shores. In this paper, I examine the panic over migration in Australia concerning asylum seekers arriving by boat. The discussion is divided into two main themes. First, I look at how the Australian government is attempting to manage irregular immigration with a specific focus on the regional arrangement with Papua New Guinea. The 2013-14 school year marks ten years since the Arkansas General Assembly passed legislation to construct a new K-12 funding system in response to a 2002 Arkansas Supreme Court ruling in the decades-long court case, Lake View School District No. 25 v. Huckabee. The General Assembly established a foundation formula to provide adequate funding to districts across the state and created categorical funding to provide additional equity funding to districts based on need. Does Increased Family Income Reduce Fade Out Of Preschool Gains?, Colin C. Rose

The current study examines the connection between a change of family income and the retention of academic gains for children in low-income households who have attended a center-based preschool program. These children are often shown to lose the academic advantage they gain during preschool as they move through k-12 education in a phenomenon called fade out. A theoretical framework was constructed positing that material and psychological effects of poverty inhibit the ability of these families to support and maintain growth during this critical time when children are highly nested in the family unit.

This dissertation is an auto|ethnography , meaning it places the author's experiences at the center of analysis. The thesis argues that educators from the dominant culture can share the burden of change placed on students of color by critically reflecting on their positionality--or the way they socially construct their understanding of who they are in the world and therefore their relationship to educational structures and school actors. The analysis focuses on the author's transition from suburban to urban teaching and how this experience, combined with a broadening of theoretical perspectives, increased his criticality and, therefore, ability to re-conceptualize his …

This policy brief explores how career and technical education is being approached in Arkansas and elsewhere. New career and college readiness initiatives have been undertaken in a variety of settings, including the academy model that is highlighted in this brief. Additionally, the brief will explore career readiness from an international and national perspective and discuss the rationale for why career readiness matters for a considerable number of students in the public schools and workforce development programs across Arkansas.
