In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.

After we present our overall snapshot of high-performing schools, we will release subsequent reports every few weeks focusing on different subsets of schools. …

Research Brief: "The Effect Of 21st Century Military Service On Civilian Labor And Educational Outcomes", Institute For Veterans And Military Families At Syracuse University

Institute for Veterans and Military Families

This study aims to understand the effect military service post-9/11 has on veterans, as it found veteran status positively affects minorities and women. In practice, 21st century veterans are as employable and satisfied with their civilian occupation as their non-veteran counterparts, and veterans seeking employment and career opportunities should continue utilizing VetSuccess. In policy, the VA and policymakers might evaluate current services, and focus on employment experiences and reasons veterans seek education post-service. Suggestions for future study include improving the external validity by using larger samples, as well as including datasets with older 21st century veterans to better account for …

Policy Briefs

Act 601, passed in April 2013, allows for schools to apply to become “schools of innovation.” Accepted schools receive flexibility from certain regulations in order to facilitate the use of innovative approaches to teaching and learning. In this policy brief, we discuss the history of Act 601, similar models in other states and their results, the application and approval process, the 2014-15 schools of innovation, and the role of the Office of Innovation for Education in supporting schools of innovation.

Free, libre, and open source software (FLOSS) is software that is collaboratively developed. FLOSS provides end-users with the source code and the freedom to adapt or modify a piece of software to fit their needs (Deek & McHugh, 2008; Stallman, 2010). FLOSS has a 30 year history that dates to the open hacker community at the Massachusetts Institute of Technology (MIT) where information and knowledge was freely shared among a community of programmers and end-users (Lessig, 2006; Stallman, 2010; Sullivan, 2011). Wilderness Park, located in Lancaster County, Nebraska, is a public park of unique ecological and historical value to the city of Lincoln and to the surrounding region. The natural and historical features of the park present an opportunity to communicate environmental and historical topics that are relevant on local, national, and global levels, as well as inspire a lively sense of pride in the community. The problem is that many topics relevant to Wilderness Park are not currently being interpreted at the park, and that there are relatively few interpretive resources available to park visitors.

On June 4, 2008, South Carolina Governor Mark Sanford signed the South Carolina Illegal Immigration Reform Act into law. According to the Act (Section 59-101-430), 'an alien unlawfully present in the United States is not eligible to attend a public institution of higher learning in [South Carolina]'. After the passage of this legislation, public colleges and universities in South Carolina were prohibited from enrolling (or reenrolling) undocumented immigrants as students, and are now required to verify the legal status of all students, through the federal e-verify system. Cash On The Table? A Behavioral Analysis Of Refund Claimants And Annuitants In The Illinois Teachers' Retirement System, Martin F. Lueken

This dissertation documents pension benefit choices made by public school teachers enrolled in the Illinois Teachers' Retirement System (TRS), where they choose between taking a lump-sum withdrawal of their refundable contributions and deferring a pension benefit. The analysis explores the extent to which vested teachers enrolled in TRS separate from service with positive pension wealth, estimates how much money is "left on the table" at a conventional discount rate, and investigates what types of teachers display higher or lower discount rates as indicated by cashout patterns. To control for the relative attractiveness between choices, the analysis relies on three central …

In recent years, lottery scholarship programs have become a popular policy program for states that wish to help students afford higher education without having to raise new taxes. Through a statewide lottery, profits from the program are passed onto college students in the form of merit-based scholarships. Even with strong opposition from opponents who questioned how much a lottery would benefit the entire population of the state, the Arkansas Scholarship Lottery was created via voter referendum in 2008.

A key goal of the Arkansas Scholarship Lottery was to increase college participation, especially among underrepresented students. The study therefore sought to …

Mckinney Vento Legislation: A Policy Analysis Of The Evolution Of Homeless Law In Illinois, Cathleen J. Weber

This policy analysis looks at the evolution of homeless education laws both through federal legislation and state laws. A policy analysis was utilized to show changes through the reauthorization of the McKinney-Vento Act.

One aspect of this analysis utilized qualitative data from four individual administrators in four central Illinois school districts. The qualitative data reviewed the training received by each administrator and the policies guiding their enrollment procedures.

Another aspect provided in this analysis is the changes established in response to court cases filed when school districts violated the provisions of the McKinney-Vento Act. The reauthorizations that followed each finding …
