The Arkansas Department of Education (ADE) has released the 2014-15 Benchmark Science and ITBS (Iowa Test of Basic Skills) results. PARCC results of Literacy and Math will be released later this fall. The greatest experts on the situation of the marginalized peoples of the world are the marginalized communities themselves. This paper explores how participatory monitoring & evaluation can be a powerful tool for giving voices to marginalized communities, ensuring that the voices of beneficiaries and local stakeholders are heard and inform sustainable project design. It analyzes a participatory monitoring and evaluation methodology implemented for women’s credit cooperatives in Gujarat, India by the Human Development & Research Centre, and examines lessons to be learned to design evaluations facilitating inclusive development.

In Australia, standards have assumed unprecedented prominence in education policy relating both to classroom practice and to teacher preparation and career progression. The move is also evident in the United States, where the lure of standards to inform improvement is clear: significant investment has been committed to longitudinal research to examine at state and district levels the desirable conditions for implementing standards, their impact on developing college- and career-ready teachers, and in turn, the impact on teacher instruction and student outcomes. States And Multicultural Education Policies: An Event History Analysis, Leander D. Kellogg

Multicultural education policies related to K-12 curriculum have been shown to benefit underperforming students. This research found that 10 states have adopted such policies between 1978 and 1994. A unified model of policy innovation and diffusion with a conceptual framework, which included three factors: motivation to innovate, obstacles to innovation, and resources to overcome such obstacles was used to explore demographic, political, and economic conditions along with neighboring states diffusion. Both internal and external determinants were found to significantly influence the adoption of multicultural education. Specifically, states with slightly less education funding were more likely to adopt a policy. Additionally, …

This paper discusses food insecurity challenges to families in the Greater Chattanooga Area and factors that contribute to combating the challenge. Specifically, the paper places regional developments in a national context and analyzes the multiple roles of regional food banks in this process. Food banks have shifted focus from providing foods with sufficient caloric intake to also ensuring that they are providing food with sufficient nutritional value. We identify several factors that contribute to this change, including federal policy changes, economic fluctuations, the nutrition initiative, and organizational changes from the umbrella organization, Feeding America. Using A Merit-Based Scholarship Program To Increase Rates Of College Enrollment In An Urban School District: The Case Of The Pittsburgh Promise, Robert Bozick, Gabriella Gonzalez, John Engberg

The Pittsburgh Promise is a scholarship program that provides $5,000 per year toward college tuition for public high school graduates in Pittsburgh, Pennsylvania who earned a 2.5 GPA and a 90% attendance record. This study used a difference-in-difference design to assess whether the introduction of the Promise scholarship program directly influenced changes in rates of college enrollment among students graduating from Pittsburgh public high schools in years immediately following the launch of the program. Becker’s (1964) standard human capital investment model, which predicts that youth make cost-benefit calculations to guide their college enrollment decisions, provides the framework for the analysis. …

The purpose of this research is to examine if and how Bring Your Own Device (BYOD) is implemented in secondary public schools by focusing on teacher adoption of BYOD in the classroom. Given the newness of BYOD, there is little research on how school districts have implemented this policy or why and how teachers have adopted the practice in their classroom. Using both Innovation Diffusion Theory (IDT) and the Technology Acceptance Model (TAM), this research investigated several key elements that could influence teacher adoption of BYOD: teacher characteristics, school culture, and professional development. Razor C.O.A.C.H. (Creating Opportunities for Arkansan’s Career Hopes) is a college and career coaching program for at-risk students in 15 Northwest Arkansas high schools. To perform a random assignment evaluation, at-risk students were targeted to apply to the program, and applicant students were randomly assigned to the program. Academic coaches from the University of Arkansas College of Education and Health Professions utilized a needs-based intervention focusing on pro-academic behaviors, college or technical school preparation, and post-secondary and career exploration. Much of the resistance for returning to education seems to be related to the same reasons students left school to begin with. The reason for dropping out and resisting to return to school may be a result of too much emphasis on academic preparation and too little emphasis on satisfying the perceived needs for preparing a youth for adulthood. Cash transfers, defined as direct transfers of purchasing power from an institution or individual to another individual, are an increasingly popular policy instrument both abroad and in the United States. This dissertation investigates how two educational interventions utilizing cash transfers affect participating students. The first, the Louisiana Scholarship Program, is a statewide program offering publicly financed scholarships for low income students attending poorly performing public schools to attend K-12 private schools. The second program, the Arkansas Academic Challenge Scholarship, is a state financed broad-based merit-aid scholarship for students in college within the state of Arkansas. This study is about coping styles among student veterans and what is related to various coping styles. For policy and practice, universities should understand veterans' stigmatization of mental health services and should improve cultural competence; the Department of Veterans Affairs should work with universities to ensure student veteran success. Suggestions for future research include using a larger, more representative sample and looking at the effects of actual versus perceived social support.

The legacy of colonialism in the United States, including genocidal practices and cultural assimilation, has left Indigenous languages endangered. Native peoples, scholars, and activists have been working to revive and heal the languages of America’s first peoples, and the cultures those languages speak to, yet more work remains in the field of language revitalization. California Polytechnic State University, San Luis Obispo currently does not offer any course specifically teaching or discussing Indigenous languages, even those of the Chumash people who know the San Luis Obispo area as their ancestral homelands.

This century has seen continued exponential growth in the use of digital technologies. In Australia, the proportion of students having access to a computer at home rose from about 91 per cent in 2000 to over 99 per cent in 2013, and access to the internet grew from 67 per cent in 2000 to 98 per cent in 2013. According to the 2013 report on the International Association for the Evaluation of Education Achievement’s (IEA) International Computer and Information Literacy Study (ICILS), Australia had the highest percentage of students who used computers at school at least once a week (81%), …

Training Together: State Policy And Collective Participation In Early Educator Professional Development, Anne Douglass, Alice Carter, Frank Smith, Sherri Killins

This study used one state’s early care and education work-force registry and professional development attendance data to examine early educator patterns of professional development participation and the extent of collective participation. The article presents the concept of collective participation in professional development, discusses its potential benefits, and highlights the utility of statewide digital tracking of early educators’ patterns of professional development for informing policy. Results show that collective participation is uncommon in early education and care but can be increased through professional development policy decisions. The article concludes with implications for research and policy.

In 1999 when the Higher Learning Commission of the North Central Association created the Academic Quality Improvement Program (AQIP) path for accreditation, they instituted a new format for the documentation of evidence of meeting accreditation criterion called a Systems Portfolio. This study involved the analysis of the Systems Portfolios from 36 institutions to check for alignment of their mission statements, and stated faculty hiring and evaluation processes. Each Systems Portfolio was analyzed for themes found in previous research on mission statements and documentation of the processes for hiring and evaluation of faculty. This literature review examines what factors cause Hispanic college students to drop out before completing their bachelor's degrees. Factors include the type of college attended, financial aid, attending college part-time, enrolling in college later in life, stopping-out, taking a gap year, parents' educational levels, whether students are native- or foreign-born, high school academics, SAT and standardized test scores, college academics, the peer group, multiple disadvantages can compound for Hispanic students, sense of belonging on campus, stereotype threat, and a mentoring program.
