This special issue of the Occasional Paper Series describes practices and policies that can positively impact the early schooling of children of immigrants in the United States. We consider the intersectionality of young children’s lives and what needs to change in order to ensure that race, class, immigration status, gender, and dis/ability can effectively contribute to children’s experiences at school and in other instructional contexts, rather than prevent them from getting the learning experiences they need and deserve.

The El Dorado Promise: Impacts On Postsecondary Enrollment And Completion, Sarah C. Mckenzie, Gary W. Ritter

Policy Briefs

The El Dorado Promise has offered scholarships to almost 3,000 students since its creation in 2007. In this brief, we examine the impact of the placebased scholarship on postsecondary enrollment and completion for all students and for certain subgroups. Our results indicate that the Promise has significantly increased overall postsecondary enrollment and BA completion.

In April 2018, a survey regarding diversity and school climate was administered by the Multicultural Committee adapted from the National Climate Survey developed by the Gay, Lesbian and Straight Education Network (GLSEN). There were a total of 462 students that took the survey. Those students that had incomplete surveys (n = 16) or who marked all possible choices for sexual orientation (n = 5), race/ethnicity (n = 3), or reasons for being unsafe (n = 1) were excluded from the data analysis. Of the remaining 462 authentic responses, there were 181 Sophomores, 152 Juniors, 115 Seniors,and 14 that did not …

This section highlights high-growth schools across Arkansas based on the ACT Aspire examinations in Math and English Language Arts (ELA) for the 2016-2017 academic year. For these awards, we consider schools that serve free or reduced lunch to at least 66% of the student body. High-poverty schools are ranked by school level (Elementary, Middle, or High) based on Overall Growth (Math and ELA combined), as well as for growth in each content area independently. The expansion of the school choice movement and greater flexibility allowed by Every Student Succeeds Act (ESSA) means that education governance is emerging as an important issue for school effectiveness. This longitudinal case study sought to gain an understanding of the implementation of a new governance structure, Policy Governance, in a private, independent school with deeply entrenched culture and patterns of behavior. Findings suggest an immediate positive influence on leadership and culture in the district, including a “trickle down” effect on shared leadership. The purpose of this investigation was to determine whether an experiential learning opportunity, specifically a study tour experience, would improve the cultural intelligence of prospective educational leaders and would challenge them to expand their own cultural understanding and behavior. Several prospective leaders who enrolled in a graduate program in Educational Leadership volunteered to attend a study abroad program that was intended, in part, to enhance their cultural competence. They were then asked to complete a survey that measured the four domains of cultural intelligence, namely metacognition, cognition, motivation and behavior. Communication teachers have long been concerned with the development of students’ oral communication competencies. Regrettably, public speaking remains one of the most feared communicative contexts. Though there has been extensive interest in cognitive/behavioral strategies for alleviating communication apprehension, there has been surprisingly little descriptive pedagogical research conducted on the subject within actual classroom settings. This qualitative case study examines the way one communication teacher dealt with issues of student reticence and fear in her introductory public speaking courses through the use of humanistic, student-centered principles. Objective: This study investigated the practices and impact of interdisciplinary faculty at a flagship university in the American Southwest who were engaged in the process of redesigning curriculum in order to center candidates on what they need to know and do as culturally competent school leaders.

Method: Participants were 31 interdisciplinary faculty involved in preparing candidates for leadership in early childhood and elementary and secondary education, in diverse contexts including high need and Native American-serving schools. In particular, the paper focuses on one of the communities which has been largely ignored, the Dayak people, who have played an important role in the border between Indonesia and Malaysia in Borneo Island. The Dayak indigenous people which inhabit this highland plateau are known as the Lun Bawang, on the Malaysian side, and the Lun Dayeh (or Lundayeh) in the Indonesian side. Corporal punishment in schools has been criticized for many reasons related to lower student achievement, delinquency, and mental health, but is still legal in 19 states. Attitudes towards corporal punishment have been linked to political leanings, fundamentalist religion, socioeconomic status, and rurality. In this study, I test whether political culture and voting patterns are predictive of the legality and frequency of corporal punishment use in schools, utilizing data from the Office for Civil Rights. Independent of median household income, educational attainment, state demographics, and the share of Evangelical Protestants, states with more Republican votes are more likely to legalize school …

Will Democracy Endure Private School Choice? The Effect Of The Milwaukee Parental Choice Program On Adult Voting Behavior, Corey A. Deangelis, Patrick J. Wolf

We employ probit regression analysis to compare the adult voting activity of students who participated in the Milwaukee Parental Choice Program (MPCP) to their matched public school counterparts. We use a sophisticated matching algorithm to create a traditional public school student comparison group using data from the state-mandated evaluation of the MPCP. By the time the students are 19-26 years old, we do not find evidence that private school voucher students are more or less likely to vote in 2012 or 2016 than students educated in public schools. These results are robust to all models and are consistent for all …

Executive Summary

This report analyzes 11 bills introduced during the 79th Session of the Nevada Legislature that proposed to reorganize, reform, and realign various aspects of the state’s higher education system. The analysis reveals the following:

Despite bipartisan support for higher education reform, nearly all of the reform bills failed, including two bills vetoed by Governor Brian Sandoval.

The failure to enact meaningful reform stands in contrast to the implementation of bills appropriating more resources for higher education.

Opposition to reform legislation was strongest among those most invested in legitimizing and perpetuating current arrangements.

Government documents are a necessary part of life for citizens, but the complexity of language and specific jargon can make them substantially challenging to comprehend. Guidelines have been put forth to improve readability of such documents, but the government has lagged in implementing these recommendations. Therefore, the current research aims to determine if modified documents: a) are easier to read; b) are easier to comprehend; and c) require less assistance to understand than the original, unmodified documents. Funding higher education is among the critical financial decisions made by individuals and families. There are myriad options. Yet, the conventional wisdom—namely using Section 529 Plans—may not be the optimal vehicle to effectuate this goal. Therefore, this Article discusses various strategies to plan, save, and pay for higher education. It compares various savings methods including gifts, UTMA accounts, Section 529 Plans, trusts, and other vehicles. The analysis explores both tax and non-tax considerations, including the effect of different strategies on financial aid, transaction costs, investor control, income taxes, gift and estate taxes, flexibility, and creditor protection. Educators, researchers, advocates, and others agree that effective family-school partnership is an important component in best supporting the academic outcomes and future success of students. However, schools and educators struggle in forming constructive partnerships with racially and economically marginalized and oppressed parents and families, particularly low-income Black parents and families. This compromises support for low-income Black students that are already served in underfunded and under-resourced schools compared to their White middleclass counterparts. This research explores whether career services for the adult and dislocated worker populations of the Workforce Innovation and Opportunity Act (WIOA) can be leveraged to provide career services in a college or university setting to serve students and the public while meeting WIOA’s enrollment goals. For colleges and universities without career centers, leveraging WIOA funding may be a solution to increasing career center resources and expanding existing career services, while augmenting program support through federal funding.
