The increase in protracted refugee situations around the world complicates the provision of public services such as education. Accessing secondary school is key to individual and community empowerment for vulnerable refugees through providing higher education and employment opportunities. However, secondary school attainment is often severely lacking in refugee settlements. In Uganda, 58.2% of refugees are enrolled in primary school, while only 11.3% attend secondary school. The purpose of this descriptive case study was to conduct a policy analysis regarding electronic communication between educators and students in three rural East Texas school districts. The policy analysis for each district began with the initial implementation of teacher communication via electronic sources provided by the districts. The focus of the study was limited specifically to the policy regulating nonschool related, electronic communication by educators with students. The challenge faced by school districts to embrace technology with one-to-one classrooms, virtual classrooms, constant connectivity, school texting applications, and open availability to teachers via email, complicates restrictions placed on non-school related …

This paper presents the experiences from Nepal on how the findings from the National Assessment of Student Achievement (NASA) have been integrated into policy processes. The purpose of this brief paper is twofold: to give an overview of the process of the National Assessment of Student Achievement, and to describe how the results were disseminated to different stakeholders to incorporate the findings into the design of policy processes. In doing so, the case study highlights how the assessment findings have been used to design and implement policies and programs in education.

The book, also useful to department chairs and program directors, focuses on designing a qualitative study, conducting the study and analyzing the data. Useful advice drawn from Durdella’s experience as a dissertation committee chair, in addition to introspective questions for the student, help to demystify the methodology chapter and, thus, could have a positive impact on programs.

This study examined the management of aquatic venues in a number of areas (facilities, programming, human resource management, marketing, policies) as it pertains to LGBTQ participants and participation. The study utilized in-depth semi-structured interviews with 16 aquatic managers to examine steps that are currently being taken (or lack thereof) when it comes to creating environments that are perceived to be open, or closed, to LGBTQ participants. A grounded theory-based process of data collection and analysis resulted in emergent themes. In the United States, state and federal reforms increasingly encourage the expansion of school choice policies. Debates about school choice contrast various concepts of freedom and equality with concerns about equity, justice, achievement, democratic accountability, profiting management organizations, and racial and class segregation. Arizona’s “market”-based school choice programs include over 600 charter schools, and the state’s open enrollment practices, public and private school tax credit allowances, and Empowerment Scholarships, (closely related to vouchers), flourish. In this article, the authors (a faculty member and two former students) describe the trajectory that Portland State University has taken over its history to institutionalize transformative learning opportunities within its comprehensive general education program, University Studies. Following a description of the institutional changes that resulted in the community-based, experientially focused courses at the heart of University Studies, the authors explore one particular community partnership involving both a state agency and the national Inside-Out Prison Exchange Program, dedicated to offering transformative experiences in which incarcerated and non-incarcerated students learn together inside correctional facilities. Contemporary evaluations of accredited planning education performance have eschewed the principles and methodologies of formal program evaluation and performance management. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. San Jose State University would benefit from the implementation of the Campus Community Emergency Response Team (C-CERT), a program that many higher education institutions use to train community members in disaster preparedness. With a C-CERT program, trained people are empowered to know how to conduct themselves during an emergency, and learn how to keep themselves, their friends and colleagues safe. Private school choice interventions known as ‘school vouchers,’ offer public or private funding to enable families to send their children to private school.

Despite substantial growth within the Latinx population and its access to higher education, there are still significant gaps with regard to degree attainment. In 2015, 36% of U.S. adults aged 25 and older had at least a bachelor’s degree. However, only 15% of those adults were Latinx, the lowest percentage amongst any racial/ethnic minority (NCES, 2016). While 67% of non-Hispanic White students entering four-year colleges complete their degree in six years, only 47% of Latinxs do so (Carey, 2009). The increased utilization of qualitative methodologies as part of mixed-method health and social science research has highlighted the need for training procedures for every stage of qualitative data collection and analysis. Yet, few group training models exist for collecting reliable, valid qualitative interview data. This article presents a multi-stage, collaborative interview training process for a large team of research assistants. The training program combines insights and techniques used in both structured and semi-structured interviewing. Past literature has established that individuals who have been incarcerated face difficulties reentering the work force following their release, while finding and keeping a job can significantly reduce recidivism amongst individuals with prior criminal convictions. In attempt to improve employment outcomes, many local and state governments in the United States have initiated "Ban the Box" regulations. These initiatives delay inquiries regarding criminal history on job applications. Versions of ban the box regulations covering public sector employment have been enacted in 31 states and more than 150 local governments. This paper investigates the nexus of transit and rural livability as demonstrated by case studies in the North Dakota communities of Valley City and Dickinson. While there are many factors that influence the livability of a rural community, transit is believed to be an important contributor. For each of the two North Dakota communities considered, public/resident surveys, local transit rider surveys, and stakeholder interviews were conducted to understand differing opinions on livability and how transit contributes to livability.

Guided by the question, "What are the implications of national educational evidence standards for school librarianship research?," prevailing U.S. evidence-driven educational policies are examined to identify implications for school librarianship research; promising methods to contribute to building this evidence base are explored; and finally, progress on a long-term research agenda designed to enable school librarianship researchers to contribute evidence to educational policy is reviewed. As promising methods are explored, an actionable agenda is proposed that school library researchers can undertake to participate in a causal research environment.

Education Report Card

There are many things that contribute to a ‘good’ school, but we believe student academic growth is perhaps the most meaningful measure of school performance or school effectiveness. Many Pulaski County schools had high growth at one or two school levels, and there is evidence of variation in growth rates between schools within the same districts. We recommend district and school leaders examine where their students are not demonstrating high growth, examine high growth schools to see what those schools are doing differently, and consider how they can further support learning for their students.

This report card presents information about these key performance indicators for the districts in Benton and Washington counties. The Growth, Achievement, School Quality, and Overall scores of each 15 traditional districts are compared to the average scores of the regional districts with similar enrollment 5 large districts and 10 small districts. The scores of the 5 public charter schools are compared to the average scores of all schools in the NWA area.
