COMMITMENT to reform goes hand in hand with the capacity to reform, as together they lead to the implementation of reforms. The capacity of state-centred institutions responsible for implementation of public policies, programmes and projects has eroded over time. Tangible results can be achieved with political commitment, but only when these institutions are revitalised. Simultaneous and sweeping reform of all institutions is neither politically feasible nor practicable given current capacity constraints. A selective and incremental approach is therefore recommended.

Popular disenchantment and mistrust in successive governments can be ascribed to the huge gap between promises and delivery. The emergence of the PTI and Imran Khan has given rise to a new wave of expectations, at least about commitment to reform. His maiden speech emphasising improved governance and rule of law, ensuring access to basic public services to disadvantaged sections of society, alleviating poverty, promoting human development and overcoming the economic crisis has sparked much enthusiasm.

Two years since Hurricane Maria made landfall in Puerto Rico on September 20, 2017, between 220,000 to 255,000 residents of the island have relocated to the United States. This exodus represents one of the most significant movements of Puerto Ricans to the U.S. mainland in the island’s history in terms of both volume and duration. Two-years post-Hurricane Maria, we expect that an estimate of 60,000 to as high as 78,751 left the Island in 2019. One year since Hurricane-Maria, emigration estimates — of 159,415, with an upper bound confidence interval of 176,603 — is as high as the net migration …

Toxic Effects Of Lead Disposal In Water: An Analysis Of Tri Facility Releases, Patrick Koval

Using county-level TRI data from 2003 to 2016, I find evidence that lead emissions in water adversely affect birth weights within the emitting county, especially with respect to the percentage of births considered low birth weight within that county (less than 2,500 grams). I find that a one percent increase in lead emissions per square mile increases the proportion of low birth weights by 0.27 percentage points. For a county with an average number of births in a particular year, this one percent increase in lead per square mile translates to an additional $475,000 in hospitalization costs from complications with …

One such activity that needs immediate attention is revamping the flawed process through which public policies are formulated. Pakistan has suffered heavily due to the wide gap between declared economic and social policies and their implementation. The malaise lies not so much in the content but in the process of their formulation, execution and review, absence of clearly defined responsibilities and accountabilities, and superficial consultation with stakeholders. The result is frequent reversals, lopsided modifications and premature abandonment.

When does a public good become harmful? And who does it harm? To tackle these questions I take a detailed look at how public transportation affects housing prices. Public transportation is a common good utilized by people of all different socioeconomic levels, but scholars have found that the presence of a new public transportation stop can be a catalyst for gentrification, raising housing prices and displacing previous residents. Past literature has established that individuals who have been incarcerated face difficulties reentering the work force following their release, while finding and keeping a job can significantly reduce recidivism amongst individuals with prior criminal convictions. In attempt to improve employment outcomes, many local and state governments in the United States have initiated "Ban the Box" regulations. These initiatives delay inquiries regarding criminal history on job applications. Versions of ban the box regulations covering public sector employment have been enacted in 31 states and more than 150 local governments. Roughly seven years before an Olympic Games, the International Olympic Committee (IOC) accepts bids from countries to host an Olympics. Subsequently, the IOC determines and announces to the world who has won (and lost) the right to host. Contrary to prior evidence, we find the announcements do not affect the bidding countries’ stock markets. We complement prior studies by including additional, more recent, years of announcements, by investigating whether there are effects prior to the announcement, and by testing for an effect both parametrically and non-parametrically.
