Clark County School District is one of the largest school districts in the nation with a student population of 203,616 for 1998-1999. Talk of deconsolidating Clark County School District has been proposed by Assembly persons. However, as recent as November 2000, another initiative for deconsolidation and reconfigurations had not been approved by the voters. One of the issues surrounding deconsolidation is the district's bond debt. An equitable division has not been reached should Clark County School District deconsolidate. This paper deals with dividing the bond debt equally among eight districts (identified in an earlier study of deconsolidation) and assessing whether …

The purpose of this case study is to analyze methods used in the city of Norfolk, Virginia to control adult oriented businesses (AOBs). Evidence is derived from several sources: interviews, analysis of government records, documents, historical photographs, and current observations.
The research examines approaches taken by the city to control AOBs in three locations: Main Street-Granby Street, the north end of Hampton Boulevard, and Little Creek Road-Shore Drive. Research questions addressed (1) how AOBs in Norfolk were controlled, (2) what or who instigated the process, (3) the Navy's role in the process, (4) role of Norfolk Redevelopment and Housing Authority, …

Sports wagering is the largest form of gambling in the world. In the United States, the practice is largely illegal. Nonetheless, it has sustained incredible growth both legally and illegally throughout the twentieth century. Current legislation in Congress would revise a 1992 federal law that banned legal sports wagering in this country with the exemption of four particular states, Nevada included. The state of Nevada is the only place in which wagering on college sports is legally practiced. The State of Oregon runs a small sports betting game out if its lottery. The topic of this professional paper is the implementation of the Workforce Investment Act in the State of Nevada. I have prepared this paper for the Department of Public Administration in partial fulfillment of a Masters of Public Administration degree. The paper focuses on information gathered through interviews with various stakeholders including those providing services, those needing service and those who designed the plan for the State of Nevada. The underlying theme of Dr. Hill’s book is that manufacturing is the connective tissue of the state’s economy. This is true in two ways: The first is in terms of the distribution of employment, and the second connection is in locations of different parts of the manufacturing production process. The key to increasing incomes in all parts of Ohio is to ensure that the products made in manufacturing production platforms remain competitive, which means vigorously pursuing public policies that enhance productivity—investing in both labor and capital.

This article examines several developments in electronic technology which appear to hold great potential for advancing human well-being and community organization and have already manifested some important portion of that potential in recent years. They are, in order of presentation, electronic communication and networking, electronic advocacy, fund raising support, geographic information systems and data base management. We conclude this brief article with a brief discussion of information poverty and the growing disparity of information haves and have-nots.

Chapter 10: Upper-Middle-Class Politics And Policy Outcomes: Does Class Identity Matter?, Herman L. Boschken

This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The chapter then tests for differences across localities and finds quite distinct patterns. The chapter …

In Pahang, the zakat collection system was privatized in January 1996 where the responsibility was given to the Pusat Kutipan Zakat Pahang (PKZP). The company is owned by the Majlis Ugama Islam Dan Adat Resam Melayu Pahang (MUIP) which controls 51 percent of the major shares and the remaining is owned by AI-Zakat Sdn. Bhd. (49 percent). This paper makes an attempt to study the concept of corporate governance in a political ownership environment. It emphasizes the relationship between political objectives and governance objectives. The paper first gives a preliminary view of corporate governance and political ownership. It investigates whether political ownership will restrict the functioning of the governance mechanism. By making a case study of several privatised firms with strong political ownership, it shows that there is a strong possibility that political objectives will undermine the governance objectives without a proper check and balance system in place. Non-governmental organizations (NGOs) have become influential development actors in the developing world over the last two decades and are becoming increasingly involved in “sustainable” activities. However, there has been little attention given specifically to how NGOs impact sustainable development through particular development activities such as tourism and if the organizations themselves are sustainable.
