The first time I heard a woman describe her deployment in glowing terms, I was taken aback. Marine Colonel Jenny Holbert told me that being in charge of public affairs for the second battle of Fallujah was "probably one of the biggest events of my life, other than birthing two children." I thought, cynically, that this enthusiasm was all part of her role as a public-affairs officer. The Indian Gaming Regulatory Act has made a big impact on tribal-state relations since it was enacted in 1988 by the federal government. Tribes have started to make campaign contributions to state and federal politicians to help try to mold lawmakers to vote for Tribal interests. My research looks at Minnesota tribes and their campaign contributions to House members during the 2005 election, and whether these lawmakers voted for tribal issues during their term. For control variables I also gathered a variety of information related to legislative districts. What my analysis has shown is that the tribes in Minnesota donate …

These days, the U.S. films’ market share in the world is almost 70 percent and many countries have devised various means, including import quota, screen quota, subsidy, and tax concessions to protect the domestic film industry by preserving local film’s market share against U.S. film domination. Retaining these policies has important symbolic reasons because market share of the domestic film is related to preserving each country’s cultural sovereignty. However, the effectiveness of the economic policies is murky. If the policies do not bring any advantageous effect to the domestic film industry, there is no rational justification for sticking with them. …

The U.S. Army conducts extensive training on its core values beginning with initial entry training (IET), commonly referred to as basic training, in order to shape soldiers' behavior and decision making in combat and noncombat situations. This mixed methods study addressed the problem of limited empirical research on the effects of U.S. Army IET on soldiers' moral and character development. The purpose was to explore the effects of Military Police (MP) IET on soldiers in training through a mixed methods quantitative and qualitative model. The relevant literature consistently suggests that understanding citizen participation in community action programs is needed to maximize network governance efforts. Yet, there is no empirical evidence demonstrating a relationship between levels of network governance (NG) and citizen participation rates. The purpose of this study was to determine the degree to which levels of NG is correlated with levels of citizen participation in community action agency (CAA) programs, and whether variations in NG or variations over time in average income level is more strongly related to participation. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

The number of orphaned children in many parts of Africa is increasing as their parents die from human immunodeficiency virus (HIV) or acquired immune deficiency syndrome (AIDS). The research problem addressed in this qualitative study was lack of understanding by others about how the managers of orphanages in 2 African countries -- South Africa and Zimbabwe - were responding to the emotional and social needs of these orphans. The purpose of this study was to develop an orphanage management theory or model that could replicate the African kinship environment in the orphanages under study. Signs with the slogan, ‘I am Neda’, flooded the streets of Tehran in the violent aftermath of the 2009 presidential elections and assassination of Neda Agha-Soltan. The internationally publicized video of Neda’s death became an iconic rallying point for the reformist opposition in Iran. Stringent clampdowns since the 1979 revolution have signified a sociopolitical change that has endured for three decades. President Khatami’s reform efforts of the late 1990s were stifled by Ahmadinejad’s election of 2005. Since Ahmadinejad’s appointment there has been little official tolerance for political and fundamental Islamic dissent, leading to serious human rights violations against the reformist …

The 39th Infantry Regiment fought as part of the 9th Infantry Division during World War II. This chonicle is a diary of the Regiment's daily operations and actions as it progressed across Europe during 1944 and 1945. The chronicle is portrayed from the vantage point of Richard B. Kann (father of the author) and Dale E. Smith, who served as medics in the 39th Infantry Regiment during that time.

Introduction: This report analyzes demographic and socioeconomic characteristics among the five largest Latino nationality groups during 1990-2007 in the NYC Community District 4 of the borough of Brooklyn, which comprise the neighborhood of Bushwick.
Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.
Results: Puerto Ricans are the largest Latino subgroup in Brooklyn’s Community District 4, accounting for over 22% of the total population and 32% …

Introduction: This report examines the rates at which the four major racial/ethnic groups in the United States — Latinos, non-Hispanic Whites, non-Hispanic Blacks and Asians — lacked health insurance from 2004- 2006 in the U.S. overall and in the ten states with the largest Latino populations: California, Texas, Florida, New York, Illinois, Arizona, New Jersey, Colorado, New Mexico and Georgia.
Methods: The “lack of insurance data” in this report were derived from Health Statistics Data obtained by the Center for Disease Control from 2004 to 2006. In September 2008 these data became available by race, age and ethnicity/race on a …

The practice of female genital cutting (FGC) in Senegal continues today despite a law banning its practice. This study is a discussion of the collaboration between the NGO Tostan and the Senegalese government (Direction of the Family) as they work toward their goal of complete abandonment of FGC in Senegal by 2015. It examines the different roles of these two entities and how this collaboration will make this goal a reality. Playing Past The Troubles: Theatrical Expression In A Post-Conflict Society, Jayce Hafner

This report is the result of a month-long study on theatrical expression in Northern Irish Communities. Data was obtained by way of qualitative methods using semi-informal interviews, observation, participant observation, and academic research. It is concluded that theatrical expression can contribute to building peace in Northern Ireland. Recommendations for potential future studies include comedic performance in a post-conflict society, and social development and the Belfast Community Circus.

I read the “Women’s Crusade” article that forms the centrepiece of this month’s roundtable with initial interest, gradually turning to a vague sense of disquiet spiced with occasional disbelief. After a few more readings, I tried highlighting the passages that bothered me and stringing them together. Countries “riven by fundamentalism”— that’s presumably the Islamic variety, rather than the Christian variant which holds such sway in the US.
