Although Foucault did not address the question of the animal, he asserted the assessment of whether a new politics of truth can be constituted as "the essential political problem" (1980, p. 134). Though the "essential political problem" may be considered as it relates to the politics of truth about animals, a Foucaultian perspective does not allow a prediction in response, other than the recognition that change may occur. What is understood to be "true" about animals may change if the relationships between events that exist at a given time ("conditions") require the emergence of a different way of knowing. This …

Program evaluation does not take place in a vacuum. Its context is the interaction of political, economic, and technological developments that influenced the formation of federal policies for mandated evaluation requirements. The Elementary and Secondary Education Act (ESEA) of 1965 established policies to provide “financial assistance to local educational agencies serving areas with concentrations of children from low-income families to expand and improve their educational program” (Public Law 89-10—Apr. 11, 1965). This legislation also had another consequence: it helped drive the establishment of educational program evaluation and the field of evaluation as a profession.

This paper utilises a new framework for examining critical junctures to help us understand whether the changes to Irish industrial policy at the end of the 1950s constituted a critical juncture, breaking cleanly with what came before, or were a continuation of policy pathways previously established. The framework is made up of three elements, which must be identified in sequence, for us to be able to declare a critical juncture. Irish industrial policy is examined here, as it constitutes a core tenet of wider economic policy.

In the 1920s, high school students were placed on one of three tracks: high, average, and low. Over the years, vocational education was transformed into a low track assignment for students, often racial minorities, who were perceived as less intelligent. However, the interaction between vocational education and tracking policies and practices remained unclear. Using critical race theory, this study produced an historical analysis of the interaction of these two programs. This included a systematic identification of the originating factors influencing tracking and contemporary tracking policies and practices to understand how tracking affected racial minority students' access to equal educational opportunities …

The Colorful Dialogue, a part of the Walking in Two Worlds program, is a monthly community forum where long-time residents and newcomers, including immigrants and refugees, meet to discuss topics important for community building. Presently there are few studies that describe the current experiences of women warriors relative to issues such as sexual hostility, sexual harassment, and other uncommon experiences during their military careers. Very little is known about how being a woman in a male-dominated military may affect women warriors' choices between making the military a career or returning to civilian life. An increasing number of students entering college lack the academic skills necessary to perform well at the college level, forcing professors and academic institutions to lower standards. Students approach higher education as a commodity, and as consumers they assert their desire for easier course work by giving poor evaluations to instructors whose courses they find too demanding or difficult. Eliminating student evaluations is one necessary change that will help reverse declining standards in higher education and increase performance; providing effective venues for supplemental instruction is another. On July 19, 2010, the Hindustan Times reported that a Dalit (“untouchable”) woman was gang-raped and murdered in the Indian state of Uttar Pradesh. The crime was an act of revenge perpetrated by members of the Sharma family, incensed over the recent elopement of their daughter with a man from the lower-caste Singh family. Seeking retributive justice for the disgrace of the marriage, men from the Sharma family targeted a Dalit woman who, with her husband, worked in the Singh family fields. In the summer of 2010, the forced expulsion of many Roma from Western to Eastern Europe captured headlines and world attention, yet this practice simply represented the latest manifestation of anti-Roma sentiment in Europe. Indeed, the Roma—numbering over ten million across Europe, making them the continent’s largest minority—face discrimination in housing, education, healthcare, employment, and law enforcement; widespread prejudice against this group shows no evidence of receding. There is, however, certainly no shortage of national and supranational policies aiming to promote inclusion and equality for the Roma.

The engagement of families of children and adolescents with Serious Emotional Disturbance (SED) as full partners in individual treatment, organizational, and system level decision making has become an important focus for systems of care (SOCs) serving youth with emotional and behavioral challenges. SOCs typically include cross-agency partnerships with mental health, child welfare, juvenile justice, and education for the purpose of providing services and supports for youth with SED who have multi-agency needs. This study is designed to determine whether managed care has had an influence on the number and distribution of procedures with demonstrated volume and outcome endogeneity in Florida healthcare markets; in addition, methods are developed to determine which measures of managed care activity best predict the impact of managed care in health care markets.

A retrospective population based cohort design is used capitalizing on the variability among Florida markets between 1995 and 1999, a period which captured the full business life cycle of managed care plans statistical areas and competing hospitals (market share) over time. This study examined the extent to which coaching facilitates the successful implementation of the Problem-Solving/Response to Intervention (PS/RtI) model in schools, as well as the extent to which coaching enhances the fidelity of implementation of PS/RtI practices in those schools. Data from 34 schools in seven districts participating in three years of a statewide initiative to implement PS/RtI practices with assistance of a PS/RtI coach were used to evaluate the relationship between coaching activities and levels of implementation and integrity outcomes. Background: Helicobacter pylori (H. pylori) infection is a significant risk factor for peptic ulcer (PU) and gastric cancer (GC). Apart from the virulent CagA genotype of H. pylori environmental and dietary factors influence disease outcomes. There have been no studies addressing these factors in Western India. Hence, we conducted a case control study enrolling PU, GC patients and controls at Pune, India.

Methods: Risk factors for PU and H. pylori infection were assessed in participant interview. H. pylori status was assessed from stool by monoclonal antigen detection. To understand treatment effect, we followed 100 H. pylori positive patients.

Sources Of Altruistic Calling In Orthodox Jewish Communities: A Grounded Theory Ethnography, Stephen J. Linenberger

This study of altruistic calling the Orthodox Jewish community began with a line of inquiry, grounded in previous hypotheses and studies of factors that motivate altruism in the general population, including empathy, unintended consequences of altruism, altruistic role modeling, collectivism, and principlism. Counter to past research suggesting altruism is activated along an empathy-altruism path (Batson, et al., 2007) the findings of this study revealed a consistent low empathy response by participants when asked about their feelings about those in need. However, when asked to describe outcomes of helping situations, there was a consistent high empathetic joy response, indicating the helper …

Massachusetts policy makers decided to go beyond existing ARRA federal reporting requirements and collect additional data in order to gauge the effectiveness of ARRA’s fiscal policy by counting the number of individuals who have received an ARRA-funded paycheck. In addition, policy makers wanted to look at some of the demographic characteristics of this population. This report provides an in-depth analysis of the data that the MA Recovery Office collected during the first and second quarters of 2010, with a particular focus on job creation and retention by race, ethnicity, gender, disability status, and geographic location.

Economists are often called on to help address pressing problems of the day, yet many economists are uncomfortable about disclosing the values that they bring to this work. This essay explores how an inadequate understanding of the role of methodology, as related to ethics and human emotions of concern, underlies this reluctance and compromises the quality of economic advice. The tension between caring about the problems, on the one hand, and writing within the existing culture of the discipline, on the other, are illustrated with examples from U.S. policymaking, behavioral economics, and the economics of climate change and global poverty. …
