A More Perfect Peace: Can The Russia-Ukraine War End Justly?, Nathaniel B. Davis, Marlon A. Thomas

This article argues that thinking creatively about war termination, both philosophically and politically, utilizing jus post bellum principles and counterintuitive political trade-offs, reveals an opportunity to achieve a sustainable peace that approximates justice. The article surveys how war aims among belligerents have changed, indicating that further change is possible, particularly at the point of war termination. Next, the article examines jus post bellum principles and their application to the Russia-Ukraine War. Finally, the article contends that Ukraine relinquishing Crimea and the Donbas in exchange for NATO membership might be the key to achieving a durable peace that addresses long-term security.

China’S Role In A Future Korean War, Jake Rinaldi

This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

The Pentagon needs to embrace a new methodology called mission-based planning to size and shape the defense enterprise properly. This article critiques several proposals for reestablishing the long-standing two major theater war construct in the face of ongoing shifts in the strategic environment, including the nation’s $36 trillion debt and prospects of annual interest payments beyond $1 trillion. It presents a mission priority alternative focused on strategic prioritization based on the authors’ four decades of experience in strategy/force planning at the service, the department, and the Office of the Secretary of Defense levels. Strategic Narratives To Counter Global Threats, Jerry E. Landrum, Chase Metcalf, Michael M. Posey
The US Army War College Quarterly: Parameters
This article argues that the current National Security Strategy lacks the necessary coherence and fidelity to mobilize collective action against the emerging Russia-China axis. It merges multiple theoretical concepts to assert that the “rules-based order” theme is insufficient for mobilizing public support. Using textual analysis of the strategy compared with publicly available polling to determine levels of popular resonance, the authors find that the “rules-based order emphasis” does not resonate. This study’s conclusions will assist practitioners as they develop an updated National Security Strategy in the new presidential administration.

Exploiting Vulnerability: Human Trafficking As A Tool Of Genocide, Madison Bryant

This thesis examines the relationship between human trafficking and genocide, arguing that when trafficking is used with the intent to destroy a targeted group, it should be understood and prosecuted as an act of genocide. While international law traditionally treats genocide and human trafficking as distinct crimes, historical and contemporary evidence reveals significant overlap in their mechanisms, motivations, and outcomes. Through a thematic analysis of three case studies, this research demonstrates how trafficking has been systematically employed to further genocidal objectives, including displacement, exploitation, cultural erasure, and the destruction of communities. Despite comprising 76% of the U.S. teaching workforce (2017−2018), Latina women held only 8.5% of principal roles and 2.7% of superintendent positions. In places such as Colorado, where Latinos make up 15.1% of the population, this inequity highlights the pressing necessity for better representation. The present study used a qualitative phenomenological approach to explore the fundamental essence and attributes of leadership among Latina K−12 administrators in Colorado, with a focus on the concept of “chingona” and its transformative significance in their professional journeys. The purpose of this study was to engage queer Colorado educators to explore how to sustain their identities as queer educators in a politically fractured state. By focusing on Colorado, I could assess the extent to which the legal protections afforded there adequately support educators in sustaining themselves. Additionally, the findings from Colorado had the potential to further illuminate factors influencing teacher sustainability and retention on a much larger scale. Over the last two decades, since scholarly writing on India witnessed an “urban turn,” numerous historians have analyzed the role of the improvement trust in the redevelopment of Indian cities in the twentieth century, most specifically those of Bombay, Calcutta, and Delhi. This paper revisits and reassesses some of their key arguments to suggest that rather than studying the “failures” of the individual trusts to foster sanitary built environments, we should pay attention to the contingent workings of the city trusts that were constitutively designed for such failures. In this study I explored and analyzed how the queer experiences of an anonymous higher education institution in the western United States’ self-identified queer faculty and staff intersected with the discursive framing of the college’s dependent healthcare structure and documents. Within a critical paradigm I designed research around a high-density theoretical approach to weaving various branches of queer theory together with critical theory around policy and law in relation to queer bodies and hostile heteronormative policy environments. This paper examines the resilience of the traditional pottery industry among the Pare women potters in Tanzania. It focuses on how the industry responded to local and global socio-economic and political dynamics from the colonial period in the 1900s through 2020. Specifically, it explores how Pare women potters have attained success, navigated challenges, and adapted to changing economic and social conditions. The study focuses on the Pare people of Usangi in Mwanga District, Kilimanjaro region, Tanzania. It is based on in-depth interviews, non-participant observation, and archival and written sources collected between July and December 2018. The study findings are threefold. …

Located approximately 4 km from Raya village in Garissa County, the Garissa Solar Park spans
85 hectares and was envisioned as a flagship renewable energy project. Yet, despite its scale and proximity, the marginalized pastoralist community of Raya continues to face acute energy poverty, limited irrigation capacity, and exclusion from the material and socio-ecological benefits of the green energy project. This study critically examines the systemic energy injustices embedded within the Garissa Solar Park—specifically procedural, distributive, and recognition-based inequalities—and critiques the project’s failure to deliver on principles of equity, local meaningful and democratic participation, and gender inclusion.

The Zeitenwende, or “watershed moment”—announced by Chancellor Olaf Scholz in February 2022, days after Russia’s invasion of Ukraine—outlined a set of policy shifts, including the development of Germany’s first-ever National Security Strategy, that appeared to signal a greater role for Germany in the defense and security of Europe. The German National Security Strategy draws a clear connection between the need for a robust defense-industrial base and the foundation for the capabilities needed to meet North Atlantic Treaty Organization (NATO) defense and deterrence commitments, support Ukraine, and provide for the recapitalization of allies and partners. This project compiles newspaper articles concerning humanities at the City University of New York, placing them on a timeline to establish patterns and changes within media reporting and public perception. The archival research of this project explores four distinct eras, grouped around major events in the history of the university: 1961-1971, for the founding of the university and open admissions struggle; 1980-1990, for the response to the ‘70s fiscal crisis and introduction of the Board of Trustees; 2000-2010 for the post-open admissions era and the centralization of CUNY; and 2020-present, for COVID and a new fight for racial equity. In this dissertation, I trace the evolution of surveillance from overt state violence to the more insidious forms of ideological policing embedded in everyday life. Through lived experience, oral history, and critical autoethnography, I explore how surveillance moves through bodies, families, institutions, and memory—not simply as external control, but as internalized rhythms of fear, vigilance, and self-surveillance. I move between my father's life under Romanian dictatorship, my own embodied inheritance, and the contemporary struggles of librarians facing ideological suppression to reveal surveillance as a structure that persists through generations, mutates across contexts, and demands new forms of resistance.

Since 1920, Black farmers in the United States have held less than 2% of the nation's farmland, a direct result of race-based discriminatory policies embedded within federal, state, local, and county-level institutions (Daniel, 2013). Structural barriers—ranging from exclusionary lending practices by the U.S. Department of Agriculture (USDA) to the systematic dispossession of land through legal loopholes, heirs’ property laws, and violent racial terror—have contributed to this staggering decline in Black land ownership (Gilbert et al., 2002). This thesis examines the reemergence of a particular performance of domesticity in the post-pandemic era, focusing on the rise of the "tradwife" (traditional wife) movement alongside the normalization and spread of Alt-Right ideology through popular social media platforms. It argues that the tradwife is not a return to tradition, but a commodified performance of domesticity built on the erasure of social reproductive labor. Tracing the lineage of the “housewife” from the enclosure of the commons to imperial domesticity and from the “girl boss” to tradwife influencer culture, this project situates the tradwife within a longer history of "housewifization"—wherein women's labor …

Gentrification, as an increasingly significant characteristic of contemporary urban spaces, has been the subject of a vast body of literature. This has prompted further research into how gentrification is described and the implications of language used in both academic research and popular media accounts. This study explores discourse used in journalistic coverage of gentrification in the St. Johns neighborhood of Portland, Oregon. Emulating Empire: Washington’S Preoccupation With British Counterinsurgency In Malaya And U.S. Commitment To Vietnam, Wen-Qing Ngoei

This essay examines how Washington’s deep preoccupation with the British-Malayan counterinsurgency tactics–tactics that routed the guerilla fighters of the Malayan Communist Party–shaped US commitment to Vietnam. This US preoccupation, stoked by Britain’s (and Malaya’s) promotion of their counterinsurgency knowledge to US leaders, also influenced the lessons that US analysts and thinkers absorbed from the United States’ defeat in Indochina. Most studies of British-Malayan counterinsurgency and its connection to the Vietnam War fixate upon debating the relevance of the former to the latter and how this bears on US failures in Indochina. This article examines the matrimonial implications of the Houses, or matrihouses, of the Mẽtyktire subgroup of the Mẽbêngôkre (Kayapó-Jê) with the assistance of Puck (Program for the Use and Computation of Kinship Data) and Pajek software. In accordance with the greater legibility of graphics, statistical results have been converted into graphics whenever possible. The analysis is based on a revised version of a dataset spanning the years 1978 to 1982 and published on the site Kinsources. The past four years (2021-2024) have seen an increase in academic censorship laws and anti-LGTBQIA+ rhetoric across the United States. Florida, specifically, has established itself as a leader in discriminatory legislation. In this paper, the author analyzes four Florida laws: HB 1557, HB 1069, HB 7, and SB 266, along with the rise in book bans to consider both the pedagogical effects and negative impacts on the LGBTQIA+ community.
