Racism and ableism have doubly affected Black families of children with developmental disabilities in their interactions with disability systems of supports and services (e.g., early intervention, mental health, education, medical systems). On average, Black autistic children are diagnosed three years later and are up to three times more likely to be misdiagnosed than their non-Hispanic White peers. Qualitative research provides evidence that systemic oppression, often attributed to intersectionality, can cause circumstances where Black disabled youth are doubly marginalized by policy and practice that perpetuates inequality. During my years in the public school system, I have felt that a basic deterrent to the child's personal and emotional growth has been the inability of educators to effectively communicate with children in the classroom. Gordon (1970, p. 298) states that teachers and other adults "lack the basic attitudes and skills to be effective training agents in an interpersonal relationship with a child or adolescent." Flanders (1971) feels that teachers, while behaviorally influencing children and determining the learning situation, actually have little knowledge about those methods of influence.

Public awareness of the problem of mental retardation is relatively new. Professional services in this area are less than one hundred and fifty years old in America. In essence, the treatment of the mentally retarded since ancient times has been very harsh. The Spartans from ancient Greece left all defectives exposed to the elements to die.
