In his introduction to this volume, Weyland locates the administrations of Socialist Presidents Ricardo Lagos (2000-06) and Michelle Bachelet (2006- 2010) closest to the moderate pole among current leftist governments in Latin America. We concur and hope to contribute to the discussion by elucidating the sources of this moderation and examining the performance of these governments in the areas of political management, economic policies, and social policies and labor market reforms. The Lagos and Bachelet governments have pursued similar market-friendly economic policies to their predecessors. Literature on religious involvement in public affairs typically examines the national scene, particularly public opinion and political behavior in presidential elections. Few scholars examine religious actors in urban politics and policymaking. Those who do study local politics emphasize morality policy and ignore issues of metropolitan governance and institutional design, central concerns of the urban politics field. This dissertation fills that gap by studying Louisville, Kentucky, site of the first large-scale city-county consolidation since 1969. I ask: does religion affect how people vote in a consolidation referendum and shape their opinions about merged government? I employ a survey instrument (N=807), collected …

Social inequality and environmental degradation are motivating informed young people into action and connecting impoverished regions of the world with students in more developed nations. This Social Sciences senior project is to analyze an alternative development model designed by a group of Californian university students. The project, named Chimeneas de la Esperanza, is designed to help impoverished Nicaraguan women start a ceramics business. The major hurdle of this mission is to establish a market for the ceramics product. This book examines the relationship between women, gender and the international security agenda, exploring the meaning of security in terms of discourse and practice, as well as the larger goals and strategies of the global women's movement.

Today, many complex global problems are being located within the security logic. From the environment to HIV/AIDS, state and non-state actors have made a practice out of securitizing issues that are not conventionally seen as such. Scholars debate whether new immigrants will join minority native-born groups, especially African-Americans, in battling racial disparities, income inequalities, and discrimination in the United States. Although scholars have investigated inter-minority coalition-building in the context of electoral politics, a substantial share of newer immigrant social and political action has not been formalized. Social change organizations play an integral role in less formalized politics. The article draws upon ethnographic data on two case study organizations to investigate how they built coalitions between immigrants and non-immigrants. Politics, Policies, And Poverty In Latin America, Jennifer Pribble, Evelyne Huber, John D. Stephens

Political Science Faculty Publications

Why do Latin American countries exhibit stark differences in their ability to protect citizens from falling into poverty? Analysis of poverty levels measured by ECLAC in eighteen countries shows that political factors-including the democratic record, long-term weight of left-of-center parties in the legislature, and investment in human capital-are significant and substantively important determinants of poverty. These findings contribute to the growing literature that emphasizes the importance of regime form, parties, and policies for a variety of outcomes in Latin America, despite the weaknesses of democracy and the pathologies of some parties and party systems in the region.

With homelessness and unemployment looming large in the 1960s, the pioneer public service team turned the situation around within a span of 10 years. Veteran civil servant Ngiam Tong Dow shares his insights from the days of coming nose-to-nose with social breakdown – a time when creative resourcefulness was the only option. Retired and with the benefit of hindsight, he shares with Social Space his thoughts on innovation, government and the way forward for the social sector.

The present paper attempts to analyse some of the shortcomings that have impeded efforts in the field of disability in Afghanistan. After an overview of recent disability initiatives, this article presents elements that have contributed to the limited impact. The context of a Conflict Affected Fragile State (CAFS) makes particularly intricate the development of state-capacity as well as the delivery of basic services for the population. To overcome identified gaps, it is argued that Amartya Sen’s Capability Approach (CA) constitutes a relevant framework for designing disability policy and implementation. Economic Efficiency Versus Public Choice: The Case Of Property Rights In Road Traffic Management, Jonathan R. Nash

This Article argues, using the case of responses to traffic con­gestion, that public choice theory provides a greater explanation for the emergence of property rights than does economic efficiency. The tradi­tional solution to traffic congestion is to provide new roadway capacity, but that is not an efficient response in that it does not lead to internaliza­tion of costs and may actually exacerbate congestion problems by induc­ing travel that would not have taken place but for the new construction. By contrast, congestion charges, which impose tolls designed to internal­ize the costs of driving, offer an efficient way to address the problem …

Advocates of public deliberation and sustained dialogue, like other change agents, often embrace roles as social entrepreneurs and engage in entrepreneurial efforts in promoting their cause. In particular, this may involve locating the resources necessary to establish and engage in programs of D & D, seeking to establish the costs and benefits of such programs, and furthering research into their effectiveness.
