Often referred to as an infrastructure or a‘democracy bureaucracy’, the worldwide net- work of democracy promotion and good governance non-governmental organizations (NGOs), international organizations (IOs), and bilateral agencies is immense and multi- faceted. Although they share a general mission of promoting democracy, each operates with varying goals and foci ^ and somewhat different definitions of democracy. Nevertheless, they share many common ends: free and fair elections, a responsive and participatory citizenry, rule of law, and transparent institutions.

This dissertation seeks to analyze the development of Polish-Ukrainian relations in the context of the EU and NATO enlargements. It examines changes in the relationship during 1991-2004, and evaluates major factors that influenced it. The study of Polish-Ukrainian relations in 1991-2004 is important not only from an historical and geopolitical perspective, but also within the context of institutionally enlarging Europe. Poland has been a NATO-member since 1999 and an EU-member since 2004. Ukraine is a member of neither. This turns the Polish-Ukrainian relationship into a relationship between two states, where one side is an "insider" and the other an "outsider" …

The legal status of international human rights litigation under the Alien Tort Statute (ATS) has been the subject of much debate, culminating in the Supreme Court's decision in Sosa v. Alvarez-Machain, 542 U.S. 692 (2004). The debate has been almost exclusively doctrinal and has focused on the Judiciary Act of 1789, the historical treatment of the law of nations as general or federal common law, the evolution of the Supreme Court's international law jurisprudence, and the integration of customary international law (CIL) into the domestic legal system.

International relations scholarship begins and ends with assumptions—about human nature; about human interaction; about starting points, relative information, and outcomes. Such assumptions are necessary to further the intellectual coherence and development of scholarly work. However, they restrict the applicability of scholarly research to those situations that parallel the work's underlying assumptions.

The language surrounding economic and social goods as rights claims is often muddled and confusing, lacks precision, and is difficult to grasp. Over the last fifty years the United States has fought four covert wars by using a unique combination of special operations and airpower as a substitute for regular ground troops. Such covert wars are removed from Congressional oversight and conventional diplomacy. Their battlegrounds become the loci of political instability. In highland Asia, while these covert wars are being fought, CIA protection transforms tribal warlords into powerful drug lords linked to international markets. The United States often appears hypocritical in its commitment to International Law. It supports Nuremberg, Yugoslavia, and Rwandan tribunals, but opposes the International Criminal Court. It supports the creation of the United Nations, but seeks unilateral action in Iraq. This Essay explores these seeming contradictions in American stances toward international law. It argues that while such apparent hypocrisy might be explained by mere pragmatism, ideas prevalent in American foreign policy history seem to point in a more dangerous direction, that such divergent actions may actually be informed by a coherent, specifically American conception of international law. Clinton's Foreign Policy And The Politics Of Intervention: Cases Of Ethnic Cleansing And Democratic Governance, Daneta G. Billau

This dissertation examines the sources of U.S. President Bill Clinton's foreign policy, with special attention to understudied political elements of intervention. The basis of this study is the Clinton Doctrine, in which Clinton opposed ethnic cleansing, and supported democratic governance worldwide. The primary research question asks to what extent and why was there a variation in Clinton's application of his own doctrine in the specific cases of Rwanda in 1994, Haiti in 1994, and East Timor in 1999. The author argues here that a declaration of victory by the critics of the dormant foreign affairs doctrine would be premature. Notwithstanding the Court's citation of Ashwander v. TVA, the actual grounds of the decision in Crosby were in no meaningful sense less "constitutional" in nature than a decision based on the dormant foreign affairs power would have been. Moreover, even though the Court said that its decision was based on a straightforward application of "settled ... implied preemption doctrine," the Court's preemption analysis was anything but ordinary. This thesis investigates reelection moderation in the U.S. Senate on economic, social, and foreign policy between 1983 and 1994. I test 3 hypotheses based on the assumption that senators moderate their voting records when seeking reelection to appeal to the median voter. My hypotheses are: (1) Both groups of senators will moderate on economic policy, but a larger percentage of Democrats will moderate than Republicans (2) A majority of Democratic senators will moderate on social policy, but only a small percentage of Republicans will moderate. (3) Less than a majority of both groups of senators will moderate on foreign policy, …

This thesis is an examination of British Crimean War diplomacy. Under analysis is the pre-war era (1844-1853) and the war years (1854-1856). Intense diplomatic negotiations were in progress during most of the period immediately preceding and during the Crimean War. The diplomatic efforts to avoid war as well as negotiations to resolve the conflict were protracted and extremely complex.
